The membership of the User Group is categorized as three kinds:

  1. Ordinary Members.
  2. Honorary Members.
  3. Representative Members.
  4. Founder Members.
  • তালিকা অনুযায়ী তো চার প্রকার।
  • Ordinary Members-এর নাম পরিবর্তন করে শুধু Members করা যেতে বারে।

    Article 8. Any foreign citizen residing outside India above the age of 16 can become the Honorary Member of the User Group.

    Article 10. Any Ordinary Member is eligible to become representative member of the User Group if the member fulfills the following criteria:

    1. Plans, conducts and executes User Group projects in West Bengal within last one year.

    # Conducts at least one Wikimedia workshop in West Bengal within last 6 months. Organizing meetup shall not be a criterion to become a Representative Member.

    Has at least 10,000 main namespace non-bot edits in Wikipedia/Wiktionary/Wikivoyage or 10,000 page namespace non-bot edits in Wikisource or 10,000 file uploads in Wikimedia Commons. Wikidata and Meta edits shall not be criteria for become a Representative Member.

    @Titodutta:, আপনার সুচিন্তিত মতামতের জন্য ধন্যবাদ। আপনার মতামত অনুযায়ী নিম্নলিখিত পরিবর্তন গুলি করলাম।
    • Ordinary Member বা সাধারণ সদস্য হল চার রকম Members এর একটি প্রকার। একে শুধু Members বললে অস্পষ্টতা থাকতে পারে। এর বদলে আর কোন নাম কি আপনি সুপারিশ করতে পারেন?
    • তালিকাটি বর্ণানুক্রমিক সাজানো হল।
    • Ordinary Member হওয়ার জন্য মেটাতে এই পাতায় যোগ দিতে হবে, সে কথা বলা হল।
    • Ordinary Member দের বয়সের কথা সরিয়ে দেওয়া হল।
    • বাংলা উইকিপ্রকল্পগুলিতে সম্পাদনা Ordinary Member হওয়ার জন্য জরুরি নয়। পৃথিবীর যে কোন মানুষই এই ইউজার গ্রুপের Ordinary Member হতে পারেন।
    • Honorary Member হওয়ার জন্য মেটাতে এই পাতায় যোগ দিতে হবে, সে কথা বলা হল।
    • Honorary Member দের বয়সের কথা সরিয়ে দেওয়া হল।
    • Representative Member হওয়ার জন্য বছরে অন্তত একটা ইউজার গ্রুপের প্রকল্প করতে হবে, সেটা যোগ অরা হল।

    • "Membership is not necessary for participation in public activities or special events of the User Group." - "special events"-র ব্যাখ্যা বা উদাহরণ প্রয়োজন বোধ করি। কোনগুলি বিশেষ অনুষ্ঠান?
    • "If the User Group should be dissolved for any reason, the residual assets shall be donated" — রেসিডিউল অ্যাসেটটা ঠিক বুঝলাম না। কিঞ্চিৎ বলুন। আর "donated to non-government and no-profit entity designated"? User group না থাকলেও বাংলা কমিউনিটি তো থাকবে।
    • আমার মনে হয় "Annual General Meeting" বা "AGM" সম্পর্কে আরো তথ্য দিন। আপাততঃ শুধু একটা বাক্যের কিছুটা অংশে রয়েছে। আপনি AGM সম্পর্কে আলাদাও লিখতে পারেন। অবে এ'খানে কিঞ্চিৎ বেশি তথ্য প্রয়োজন। সম্ভাব্য সূচনা: Annual General Meeting or AGM will be the annual meeting to review and monitor past year's activity . . . . . . plan . . . . . .     New changes for 2021

    Interpretation of the Bylaws as of December, 2024

    This document interprets the actual language from the approved West Bengal User Group’s Bylaws in simplified language so that it is easy for individuals, interested in participating in different capacities with the User Group, to understand.

    CHAPTER-2 MEMBERSHIP

    BYLAW SECTIONS WHAT THIS SECTION MEANS (INTERPRETATION)
    Article 5. The membership of the User Group is categorised into four kinds and listed below alphabetically:
    1. Founder Members.
    2. General Members.
    3. Honorary Members.
    4. Representative Members.
    There are 4 ways in which one can associate with the affiliate-
    1. Founder Members
    2. General Members
    3. Honorary Members
    4. Representative Members
    Article 6. Membership is not necessary for participation in public activities or events of the User Group. Membership in the User Group is not required for individuals to participate in the group's public activities or events. This means that anyone can join and engage in these events without needing to be a registered member of the User Group.
    Article 7. Any citizen of the Republic of India or any foreigner who is legally residing in or outside the Republic of India can become the General Member of the User Group. To become a General Member, one should sign up on Meta Wiki. Anyone, based anywhere irrespective of Nationality can become a General Member of the User Group.
    Article 8. Any citizen of the Republic of India or any foreigner who is legally residing in or outside the Republic of India, who can provide valuable inputs regarding the activities, funding etc. can become a Honorary Member of the User Group. The Honorary Members will only be invited based on their publicly recognized contribution in the free and open knowledge ecosystem or expertise in different cultural and heritage projects of the region including projects run by the User Group or broad understanding of the Wikimedia movement and dynamics etc. While the Honorary Members will not represent the User Group but will advise the Representative Members on a regular interval. Any person, irrespective of their Nationality or residency, who can offer valuable insights on activities, funding, and other areas, can only be invited to become an Honorary Member of the User Group.

    Honorary Members are invited based on their publicly recognized contributions to the free and open knowledge ecosystem, expertise in regional cultural and heritage projects, and broad understanding of the Wikimedia movement and its dynamics.

    Honorary Members do not represent the User Group but provide regular advice to the Representative Members.

    Article 9. A Representative Member shall officially represent the User Group in different local, national, international and virtual events. They are expected to be the program and project leads of the User Group and mentors of General Members as potential future leaders. The rights to represent the user group at local, national, international, and virtual events are only reserved with Representative Members. They are expected to become program and project leads of the User Group and mentors of General Members grooming them as potential future leaders.

    Note: representing the user group is the right of this membership while leading the user group projects and grooming new leaders is an optional call for them to do as extra volunteer commitment.

    Article 10. Any General Member, who is a current or previous permanent resident of West Bengal and speaks any of the indigenous languages of West Bengal as mother tongue (native/first language), is eligible to become a Representative Member of the User Group, if the member fulfils the following criteria:
    1. Plans, conducts and executes at least one User Group project in West Bengal within the last 12 months and/or,
    2. Plans, conducts and executes  at least one Wikimedia offline community event like workshop, edit-a-thon, data-thon, label-a-thon, photo-walk etc. in West Bengal or negotiates partnerships with GLAM institutes or larger open knowledge ecosystem within the last 12 months and/or,
    3. Helps or takes initiatives actively in User Group administrative obligations and activities like creating project proposals, requesting grants, writing financial and annual activity reports etc. or,
    4. Has at least 3000 edits in the last 12 months on different Wikimedia projects of any indigenous languages of West Bengal and on Wikimedia Commons combined or,
    5. Has at least 10,000 page edits on any one Wikimedia project of any of the indigenous languages of West Bengal or on Wikimedia Commons and has at least 20,000 global edits in total on different Wikimedia projects excluding Wikidata and Meta Wiki or,
    6. Has proven high quality edit contributions on different Wikimedia projects of any indigenous languages of West Bengal or multilingual projects like Wikimedia Commons and Wikidata, which may or may not be objectively and statistically measured  and,
    7. Is not blocked on any Wikimedia site. and,
    8. Is at least 18 years old and agreed to reveal the real identity to the Representative Committee.
    For a Representative member-

    Any General Member who is a current or former permanent resident of West Bengal and speaks any of the Indigenous languages of West Bengal as a mother tongue (native/first language), is eligible to become a Representative Member of the User Group if the member fulfills any one of the criteria from 1 to 6 with mandatory requirements of criteria 7 and 8-

    1. Plans, conducts, and executes at least one User Group project in West Bengal within the last 12 months and/or,

    Note: General members are free to plan, conduct, and execute User Group projects.

    1. Plans, conducts and executes at least one Wikimedia offline community event like workshop, edit-a-thon, data-thon, label-a-thon, photo-walk etc. in West Bengal or negotiates partnerships with GLAM institutes or larger open knowledge ecosystem within the last 12 months and/or,

    Note: General members are free to conduct and execute Wikimedia offline community events like workshops, edit-a-thons, data-thons, label-a-thons, photo-walks, etc.

    1. Helps or takes initiatives actively in User Group administrative obligations and activities like creating project proposals, requesting grants, writing financial and annual activity reports etc. or,

    Note: General members are free to take initiatives actively in User Group administrative obligations and activities like creating project proposals, requesting grants, writing financial and annual activity reports, etc.

    1. Has at least 3000 edits in the last 12 months on different Wikimedia projects of any indigenous languages of West Bengal and on Wikimedia Commons combined or,
    2. Has at least 10,000 page edits on any one Wikimedia project of any of the indigenous languages of West Bengal or on Wikimedia Commons and has at least 20,000 global edits in total on different Wikimedia projects excluding Wikidata and Meta Wiki or,
    3. Representative members assess that the interested individual has high-quality edit contributions on various Wikimedia projects, including indigenous language projects of West Bengal or multilingual platforms like Wikimedia Commons and Wikidata. These contributions, while significant, may not always be objectively or statistically measured due to the lack of tools required to measure the quality of contributions. Examples of such contributions include, but are not limited to, contributions to featured articles as standardized by Wikipedia communities of the Indigenous languages of Wikipedia (e.g. Bangla, Santali, etc.), tool development,  winning in photography competitions, or other impactful work across these projects, etc. Given the challenges in quantifying contributions, flexibility will be offered to ensure valuable contributors are recognized even in the absence of standardized measurement tools. and,
    4. Is not blocked on any Wikimedia site. and,
    5. Is at least 18 years old and agreed to reveal the real identity to the Representative Committee.
    Article 11(a). All persons who support the purpose of the User Group are eligible for General membership, as deemed fit, and no one can be denied General membership unless an absolute majority decision by the Representative Committee has determined that such exclusion is warranted. If the Representative Committee decides to exclude someone from having a general membership for any reason, an opportunity should be given to that person to explain his/her stand openly on Meta Wiki. If the person provides some unsatisfactory justification or fails to provide any explanation, the committee will decide to exclude the person from general membership of the User Group.

    (b). Membership is free until any decision is taken by the Representative Committee.

    General Membership is free and open to all.

    The Representative Committee can decide to exclude someone from having a general membership.

    The affected individual will have an opportunity to appeal on meta for decision review.

    The Representative Committee can make decisions on modifying the membership fee.

    Article 12. Honorary membership shall be decided by the Representative Committee. An Honorary Member shall not become a Representative Member unless he/she fulfils the criteria mentioned in Article 10. Criteria mentioned in Article 10 will apply to Honorary members as well.

    Honorary members who are not current or former permanent residents of West Bengal and do not speak any of the Indigenous languages of West Bengal as a mother tongue (native/first language), are not eligible to become a Representative Member of the User Group.

    Article 13. General Members shall apply or be proposed to become Representative Members and after careful objective judgement of the criteria mentioned in Article 10, the Representative Committee shall approve or disapprove the application. If a General Member does not fulfil the criteria under the said article, but still wants to become a Representative Member, he/she can enroll in a mentorship program under the guidance of the Representative Members to actively participate in User Group programs for a year. If not fit under the said criteria or disapproved, a General Member shall not represent the User Group as an official capacity. If a member meets the Criteria listed in Article 10, they can apply for Representative membership.

    If they do not meet the criteria, they can enroll in the mentorship program.

    The decision on representative membership will be taken by the Representative Committee.

    Article 14. Representative membership shall be reviewed every year in December and declared publicly on Meta Wiki every year in the first week of January. The membership shall be terminated if the members cannot meet the criteria mentioned in Article 10. After termination of Representative Membership, the member can remain a General Member. The Representative membership will be reviewed every year and failure to comply with the Criterion listed in Article 10 will lead to termination of the representative position.
    Article 15. If any hard evidence is found against any Representative Member to defame the User Group in any arena, to obstruct User Group activities in bad faith or to violate Friendly space policies, the Representative Committee shall analyse the seriousness of the situation and decide to continue or terminate the Representative Membership. If a Representative Member is found to defame the User Group, obstruct its activities, or violate Friendly space policies, the Representative Committee will review the evidence and decide whether to continue or terminate the member's status.
    Article 16. General, Representative and Honorary memberships are completely volunteer based. Money shall not be paid as a salary or reimbursement or any other way to execute member activities. If any evidence is found against any Representative Member for any sort of non-disclosed paid online Wikimedia editing or accepting payment by any person or organisation in the capacity of representative of the User Group, the Representative Committee shall analyse the seriousness of the situation and decide to continue or terminate the Representative Membership. Membership in the User Group, including General, Representative, and Honorary, is entirely volunteer-based. No payments will be made for member activities. If a Representative Member is found to have engaged in undisclosed paid editing or accepted payments in their role, the Representative Committee will review the situation and decide whether to continue or terminate their membership.
    Article 17. The Founder Members are the contact persons who signed the Wikimedia User Group agreement and code of conduct and were the active contributors needed for the User Group application. The Founder Members of the User Group shall not receive any special treatment and shall have the rights as General Members except in extraordinary situations mentioned in Article 30. The Founder Members, who signed the Wikimedia User Group agreement and contributed to its formation, will have the same rights as General Members and will not receive special treatment, except in specific situations outlined in Article 30.
    Article 30. If the Representative Committee fails to carry out its function mentioned in Article 25 threatening the existence of the User Group, Founder Members shall have the right to convoke an Extraordinary General Meeting of Representative Members, dissolve the Representative Committee and take over User Group activity. If the Representative Committee fails to perform its duties as outlined in Article 25, jeopardizing the User Group's existence, the Founder Members have the right to call an Extraordinary General Meeting, dissolve the Representative Committee, and take over the User Group's activities.
