Allow to create accounts during events

Hi,

There is a antispam antivandalism measure to throttle the maximal number of accounts per IP.

For events, workshops, editathons, it's recommended to request we raise this limit for the event.

So far, only the New York one requested the configuration.

To all other organizers: could you give us the IP addresses used at the event location?

You can either:

• create a task on Phabricator following Mass account creation#Requesting_temporary_lift_of_IP_cap e.g. https://phabricator.wikimedia.org/T142396
• indicate here the event and the IP and I'll gather all the information to fill a task and prepare the configuration.
