Is there anything we can do to push the process forward to make this request got approved? -- Liangqi (talk) (a newbie in wikimedia or wikipedia world)

Hi Liangqi. I've created a read-only version, generated from the ordinary Chinese wiki: Pinyin Wiki (direct link: toollabs:pinyin-wiki). It's slightly out-of-date, because it uses a copy of the mediawiki dump (zhwiki) from https://dumps.wikimedia.org/backup-index.html. Let me know what you think.
I've also been working on a browser plugin for Chrome & Firefox that turns Hanzi into Pinyin using the same algorithm. It works, mostly, but I haven't published it yet. I'll provide links here once it's published; watch this page.
I thought it would be nice to design a system that allows you to seamlessly edit the existing Chinese Wikipedia using Pinyin. However, I haven't started working on it yet, and it would take a lot of work.
