MUTUAL INTELLIGIBILITY WITH HILIGAYNON

I wonder whether Capiznon really is another distinct language when according to SIL, it is 90% mutually comprehensible with Hiligaynon. Is it not just another variant of Hiligaynon? Say there's the Iloilo Hiligaynon, Bacolod Hiligaynon, and Capiz Hiligaynon?

WHAT MAKES CAPIZNON A LANGUAGE

Ethnologue and the Summer Institute of Linguistics give a 20% lexical difference to determine separate languages. This is not absolute as there is, for example, only a 9% lexical difference between Spanish and Portuguese - the same difference between Hiligaynon and Capiznon. Catalan has a 15% lexical difference from Spanish and is considered a different language. (Ref. SIL and DILA.)
