Guided by shared values

Are "shared values" a predefined set of values or can new values become shared values? Is the process of coming up with shared values a shared value? Since "fact" and "verifiability" themselves have various implicit subjectivities, is there not some conflict involving varying facts and varying sources of "truth" and the principle of "inclusiveness".
