Can I add the following content: "Accounts have performs abuse on multiple wikis and have been blocked on one of those wiki?"
I've seen several accounts that've been locked on every Wikimedia projects for bad behaviours on multiple wikis. But, each account that've been globally locked had to be historically blocked on multiple wikis (the wikis which they'd contributed before they got blocked). Those facts have led to one of those requirements for a global lock for an account: First, their behaviours needs to be bad, and the second is that: the user has to be blocked on one of those wikis that they've contributed. Up to this date, I'm probably about to be the next user that is globally locked without meeting one of those requirement, therefore I've created a consensus to add the requirement for global locking.
