Problems on English Wikiquote

A significant number of articles with problems are being created on the English Wikiquote. On that Wiki, unlike say the English Wikipedia, articles are created straight in mainspace. These will often be handled reletively quickly, including no-notificiation speedy deletion if certain quality standards are not met. Obviously this is not great for new users. I also note organisers to not seem to have pre-notified the English Wikiquote community / administrators of this campaign which has caused a significant increase in workload to those people (includiing myself) who handle cleanup etc. on new pages. wikidata / African Knowledge Sharing Platform

Has anyone considered strategies for building systematic links between Knowledge Sharing Platform (AKSP) and wikidata? For example, AKSP lists about 30,000 authors. If the AKSP gave each their own AKSP identifier we could use that to do entity linking between AKSP and wikidata (e.g. using MixnMatch).
