Introduction
The Wikipedia Library helps editors access reliable sources to improve Wikipedia. Among several other programs, it also helps knowledge professionals share their collections with the public. It closely works with databases, publishers, libraries and other key communities who support the mission of Wikimedia movement. TWLCon (2019 India) was a conference to increase awareness about TWL to Wikimedians in India and discuss strategising its activities in India. It also included discussions around library outreach and collaborating with librarians in India.
Why
The basic function of TWL has been to support editors by bridging the barrier to access to access paywalled sources. However, over years, it has expanded its scope and facilitated several other programs relevant to the fundamental concept. Though they work well with western countries, many of the programs are not very popular among emerging communities like India. Various differences in culture, working of professionals (librarians, academicians etc.), local conditions etc. may not completely receive TWL's material and receive. This conference has been primarily designed to understand the needs and document the insights from experienced Wikimedians about libraries/sources (references) in India. In addition to that, experts from relevant professions will be invited to listen and understand their opinion of working with Wikimedia.
The program will largely have two parts, as mentioned below:
  • Part 1: TWL outreach to Wikimedians
    • About, various programs (how can they be worked out in India), relevant tools such as Citation Hunt
  • Part 2: Open discussion with external personnel; librarians, archivists, academicians etc.
    • Introduction to Wiki and TWL, their experience, areas where Wiki and these can collaborate for mutual benefit

Eligibility and guidelines

Basic Preferred
  • Active Wikimedians[1] contributing to any Indian language Wikimedia projects (including English) are eligible to apply.
  • The user must have 1500+ global edits before 31 October 2018, excluding the edits made on Meta-Wiki.
  • Have worked with or interested in TWL and its programs, or in-general working with libraries/librarians (partnerships, outreach, GLAM etc.) in India.
  • Experience working with TWL or any of its programs such #1Lib1Ref, Reference desks etc.
  • Experience working with libraries/librarians in India.
  • Experience working on bibliographic citations in various contexts, especially for Wikipedia and its sister projects.
  • Experience contributing to quality content to Wikipedia (such as good articles, featured articles/lists etc.)

Guidelines for participation

  • Participants are expected to arrive at the venue by the evening of Day 0, and stay until the schedule of Day 2 is complete. Partial participation not allowed.
  • After selection, the participants are expected to complete the pre-work (attend online sessions, if any, as necessary) assigned to them before they attend the event.
  • It is strongly recommended to bring your laptops, if not, kindly inform earlier.
  • Participants are not allowed to bring friends or relatives to the event, unless it is absolutely necessary (only with prior information and approval).
  • All the participants are expected to abide by the wmf:Friendly space policy and the wmf:Code of conduct policy of WMF. Any violation may be reported to User:KCVelaga or anonymously reported through this form. All reports will be carefully investigated and necessary actions will be taken.
