Migrate to global CSS/JS

request done:

MalTsilna (global account · recent activity · user pages)

go to User:MalTsilna/*.css, User:MalTsilna/*.js on every wiki
and delete the page.

Remove manual global.css and global.js imports since they're now automatic, and delete local pages that don't contain anything else. Discussed at User talk:MalTsilna#Global CSS/JS migration. —Pathoschild 19:07, 09 January 2016 (UTC)

I deleted the pages manually since there were only a few:

monobook.css@ttwiki (empty);
common.js@ttwiki (empty);
vector.js@ttwiki (empty except for global.js import).
