This proposal has been approved.
The Board of Trustees and language committee have deemed that there is sufficient grounds and community to create the new language project.

A committee member provided the following comment:

"Legacy approval", like Spanish, Portuguese, etc., though the test-community decided to start without the old dump files. --MF-W 14:53, 28 December 2013 (UTC) [bug bugzilla:59077][reply]
  • The community needs to develop an active test project; it must remain active until approval (automated statistics, recent changes). It is generally considered active if the analysis lists at least three active, not-grayed-out editors listed in the sections for the previous few months.
  • The community needs to complete required MediaWiki interface translations in that language (about localization, translatewiki, check completion).
  • The community needs to discuss and complete the settings table below:

Settings
Project name 维基导游 for zh-Hans, zh-CN, zh-MY, zh-SG, 維基導遊 for the others "Wikivoyage" in your language
Project namespace Wikivoyage usually the same as the project name
Project talk namespace Wikivoyage talk "Wikivoyage talk" (the discussion namespace of the project namespace)
Enable uploads no Default is "no". Preferably, files should be uploaded to Commons.
If you want, you can enable local file uploading, either by any user ("yes") or by administrators only ("admin").
Notes: (1) This setting can be changed afterwards. The setting can only be "yes" or "admin" at approval if the test creates an Exemption Doctrine Policy (EDP) first. (2) Files on Commons can be used on all Wikis. (3) Uploading fair-use images is not allowed on Commons (more info). (4) Localisation to your language may be insufficient on Commons.
Optional settings
Project logo [[:File:Wikivoyage-Logo-v3-zh-hans.png for zh-Hans, zh-CN, zh-MY, zh-SG, and File:Wikivoyage-Logo-v3-zh-hant.png for the others. ]] This needs to be an SVG image (instructions for logo creation).
Default project timezone Asia/Shanghai "Continent/City", e.g. "Europe/Brussels" or "America/Mexico City" (see list of valid timezones)
Additional namespaces For example, a Wikisource would need "Page", "Page talk", "Index", "Index talk", "Author", "Author talk".
Additional settings Anything else that should be set
submit Phabricator task. It will include everything automatically, except additional namespaces/settings. After creating the task, add a link to the comment.

Proposal edit

We are ready for setting up a Wikivoyage site in Chinese, and since all those Chinese users (and groups) are there all around the world, it must make great ease for them to build up a qualified website. Also please don't forget there're as many as 720,000+ articles in the Chinese Wikipedia, which we would assume signifies Chinese editors would also be acceptably active if a Chinese Wikivoyage site is established. Please support us.

i think we should think a chinese name for wikivoyage, like chinese name for wikipedia is 維基百科 i suggest that the chinese name can be 維基旅遊. --Wepli (talk) 08:00, 15 January 2013 (UTC)[reply]
