I am thinking that GS should have permissions like a steward, except from editing all user rights and merging accounts, as well as renaming accounts. So my proposed new list of permissions is as follows: Block:

  • Block a user from sending email (blockemail)
  • Block other users from editing (block)
  • Bypass IP blocks, auto-blocks and range blocks (ipblock-exempt)
  • Unblock Self (In the case of self inflicted blocks and sysops misuse, although this can be added: Unless it is a significant sysop misuse, GS are not allowed to unblock oneself.)

Delete:

  • Delete pages (delete)
  • Mass delete pages (nuke)
  • Not create redirects from source pages when moving pages (suppressredirect)
  • Search deleted pages (browsearchive)
  • Undelete a page (undelete)
  • View deleted history entries, without their associated text (deletedhistory)
  • View deleted text and changes between deleted revisions (deletedtext)
  • Delete and undelete specific revisions of pages (deleterevision)
  • Delete and undelete specific log entries (deletelogentry)

Protect/Edit:

  • Change protection levels and edit cascade-protected pages (protect)
  • Edit pages protected as "Allow only administrators" (editprotected)
  • Edit pages protected as "Allow only autoconfirmed users" (editsemiprotected)

  • Edit sitewide CSS (editsitecss)
  • Edit sitewide JavaScript (editsitejs)
  • Edit other users' CSS files (editusercss)
  • Edit other users' JavaScript files (edituserjs)
  • Not be affected by IP-based rate limits (autoconfirmed)

  • Edit the user interface (editinterface)

Reason: GS should be able to make oneself into IA of that wiki during ones duties. Abuse (Edit) Filter:

  • Create or modify abuse filters (abusefilter-modify)
  • View detailed abuse log entries (abusefilter-log-detail)

Rollback:

  • Auto-review on rollback (autoreviewrestore)
  • Mark rolled-back edits as bot edits (markbotedits)
  • Quickly rollback the edits of the last user who edited a particular page (rollback)

Move:

  • Move pages (move)
  • Move files (movefile)
  • Move pages with their subpages (move-subpages)
  • Move root user pages (move-rootuserpages)

Upload:

  • Upload files (upload)
  • Overwrite existing files (reupload)
  • Override files on the shared media repository locally (reupload-shared)

Miscellaneous:

  • Have one's own edits automatically marked as patrolled (autopatrol)
  • Not be affected by rate limits (noratelimit)
  • Import pages from other wikis (import)
  • Mark others' edits as patrolled (patrol)
  • Override the spoofing checks (override-antispoof)
  • Override the title or username blacklist (tboverride)
  • Perform CAPTCHA-triggering actions without having to go through the CAPTCHA (skipcaptcha)
  • Use higher limits in API queries (apihighlimits)
  • View a list of unwatched pages (unwatchedpages)
  • View the spam blacklist log (spamblacklistlog)

CentralAuth:

  • centralauth-lock In this way, locking of extremely disruptive editors can be addressed by a GS, since sometimes no stewards are there. This also enables GS to close RfCs about global bans with consensus.

Can add to and remove: All rights that admins can add and remove, and admins(+ only) Global group editing:

  • Global IPBE
  • Global 2FA Tester
  • Interface admin
