I'm a member of the operations team, and I often get requests to modify a user's rights to give them certain technical abilities. For instance, recursive export on all projects. It's dangerous to use maintenance tools and database queries for things that have a reliable interface in MediaWiki, so I often need to assign myself global rights for similar purposes.

I would like global sysadmin members to be able to modify global groups, with the limitation that they are only allowed to edit membership for assigning global technical rights. --Ryan Lane (WMF) (talk) 20:59, 7 March 2012 (UTC)[reply]
