I want to cantact the Wikimedia foundation.

How to contact? I can't find the foundation's web page.

Korean Wikipedia Admins say that All non-GFDL texts can not be quoted, because Korean Wikipedia do not approve the fair use.

I can not quote anything from All non-GFDL texts?

Why the foundation makes the wikiquote korean?

But it rules only for media file upload. not for text quotation.
For example, "Exemption Doctrine Policy is A project-specific policy...that permits the upload of copyrighted materials..."

What is the foundation's quotation policy clause that prohibit to quote from All non-GFDL texts?

If the foundation's policy is not exist, Berne Convention for the Protection of Literary and Artistic Works is effective.

According to wikimedia:Resolution:Licensing policy,

"1. All projects are expected to host only content which is under a Free Content License, or which is otherwise free as recognized by the 'Definition of Free Cultural Works' as referenced above.",

EDP is "A project-specific policy, in accordance with United States law and the law of countries where the project content is predominantly accessed (if any), that recognizes the limitations of copyright law (including case law) as applicable to the project, and permits the upload of copyrighted materials that can be legally used in the context of the project, regardless of their licensing status. For the projects which currently do not have an EDP in place, the following action shall be taken:

    • As of March 23, 2007, any newly uploaded files under an unacceptable license shall be deleted.
    • The Foundation resolves to assist all project communities who wish to develop an EDP with their process of developing it.
    • By March 23, 2008, all existing files under an unacceptable license as per the above must either be accepted under an EDP, or shall be deleted.

Hi. I am neither a lawyer nor a Foundation trustee/officer, but here are my comments. Japanese Wikipedia had discussions on this topic from time to time, and my comments are largely based on that.

I think that the Wikimedia Foundation does not prohibit quoting of copyrighted text that is done in a legal manner. The existence of wikiquote projects that accept fair use attests that, I guess. Is it possible to quote a text in a GFDL'd document without violating Korean law? I think you need to ask a Korean lawyer who knows copyright and free license.

But if Korean Wikipedia wants to prohibit any quoting, the Foundation might accept that position because each Wikipedia is more or less a self-governing project, and the Foundation most of the time respects the project community's decision.

In case it is of your interest, there were discussions like Do_fair_use_images_violate_the_GFDL? here in the past as well.
