This is probably because the wiki existed previously but has been closed.
You are redirected to here because the domain exists but is not listed in all.dblist and therefore uses the missing.php script. For most missing wikis, the script redirects to Wikimedia Incubator (or to the Multilingual Wikisource for Wikisources) and displays a static page for missing Wikiversities. For other wikis (mostly wikimedia.org domains like nomcom.wikimedia.org), it redirects to this page on Meta-Wiki per bug 33809.
