A new criterion?
I have found a few files which have a description page but no attached file. I suspect there may be some more, so I propose a fourth criterion under the Images subheading for Speedy Deletion, (paraphrased from WP:F2):
- 4. Corrupt, missing or empty: Files that are corrupt, missing, empty, or contain superfluous and blatant non-metadata information.
