As we discussed via email, I've gone ahead and added your proposal to Meta. This will allow you to continue to adapt your proposal for future rounds, if you choose, and it can be a great space to solicit feedback from Wikimedia volunteers. However, this particular project is not eligible for Project Grants. Though energy access is certainly a crucial condition for access to Wikimedia's online projects, you will see in our funding guidelines that we focus on funding projects that are directly aimed at improving one or more of Wikimedia's existing websites. We do not support projects aimed at improving third-party applications.

I agree, this proposal has nothing whatsoever to do with Wikimedia, other than they might perhaps use MediaWiki somewhere (like thousands of entities out there). Nemo 12:39, 31 October 2017 (UTC)Reply

I would decline this proposal.

As indicated in the section above, the proposal is out of scope for WMF. The only place wikis come into play is documenting a bunch of home-brew (i.e., original research) projects. Nothing prevents M-ITI from setting up their own wiki on their own server with their own rules.

In addition, the proposal lacks appropriate detail. What will this energy be used for? Is it targeted for radios, laptops, lighting, or washing machines? How much money will such a power system cost? How much can the target communities afford? The proposal pushes locally made Newton/gravity batteries, but is vague about the energy source. There's a budget item for PV/wind turbine. I presume PV is photo-voltaic (solar) cells, but solar cells cannot be locally made. Who tells us that locally made storage is superior to conventional (but short-lived) batteries imported from outside the community? Are the pumps and generators going to be locally made? Cannibalized from wrecked cars? The proposal requests funds for machining, but most machine tools run on electrical power and would not be available in a community without power.
