I would decline this proposal as outside the scope of project grants. Its main goal appears to be election reform ("We propose to improve the quality of political, technical and public discussion regarding election integrity in Argentina") rather than improving a Wikimedia project. To the extent that the proposal seeks to include or expand articles on election forensics, it appears to seek payment for providing content. Project Grant guidelines make ineligible "Projects that replace volunteer action by directly funding someone to create content". A third goal of "Encourage the use of Wikipedia as a reference source among journalists, NGO´s, political activists and government officers" seems to miss the point that WMF projects are usually encyclopedias and not scholarly publications. Project grants are not an appropriate funding source for research into election forensics. The invocation of "data science" and "big data" are not explained. The proposers should find another funding source and publish their results in political science journals or books. Glrx (talk) 18:47, 5 February 2018 (UTC)Reply

I also fail to see how this relates to Wikimedia. Getting 50 new inactive registered users is something one can achieve with few hours of work and few hundreds dollars. Not eligible, round 1 2018 edit

María Page, as noted in comments from other Wikimedians on this talkpage, the major focus of this proposal is not eligible for a Project Grant, as it falls outside the scope of this program. There are secondary aspects of the proposal that might be suitable for a more modest proposal, but the focus of the proposal as a whole would need to be primarily on benefitting the Wikimedia movement.
