Hello دنيا, thanks for submitting this grant request. Unfortunately, we will not be able to process this request because Wikimedia Foundation cannot directly or indirectly send funds to Egypt. This has been communicated to you and the Egypt community several times in the past. @Sandra Hanbo: you are not permitted to submit grant requests on others behalf. I know that you wanted to support but you cannot and should not submit grant requests for projects where you are not directly involved as an applicant. Please consider this as a formal warning. دنيا and I had an e-meeting with the campaign manager MMulaudzi-WMF and EUwandu-WMF before applying the grant and mentioning that we could not apply in Donia's account as it was declined, thus they answered of being OK to apply by my account with having very transparent of the problem and the reason why I applied this way.

Another point I would to mention that I am the regional coordinator for wiki for human rights in the Arabic region, thus, I am also involved in having events around the Arab world. Astinson (WMF)

Another point I would like to mention, the applicants had problems in working on different platforms, as FLUXX for funding instead of having the application directly on META which use Wiki code, and the majority prefer to place their grants directly on META where it is easier to edit and work on it.

For the way we used to submit the grant, what happened is that I prepared the event steps and answered all proposal questions on a google doc but then surprised that I cannot log in Flux. I discussed this with wiki4humanrights organizers and they promised to discuss if therr a way to send fund to Egypt, especially that I had received previous funds for other projects related to strategy. While we are waiting for a solution we were afraid that the deadline of this round of rapid grant pass, so we suggested that sandra help in that in a transparent way as a regional coordinator of the campaign and she really do her best to support the Arabic community with what she can, but we did not know that it is not allowed. So it is just a misunderstanding and will not be repeated. Secondly, for the issue of sending funds to Egypt, I know you have explained the problem to me before, 1 year passed I think. I really appreciate your and all the grant committee work and encourage you to try to find a solution for Egypt and other Arabic countries with the same problem. To do partnerships with formal inistitutions as embassies for example. Egypt has a great capacity of volunteers in different ages and we in bad need to invest them in Arabic community of wiki. So, I try now and then to do online workshops to make more Egyptians involve in wikiprojects but sometimes need financial support which we need your help and ideas to get.

Dear دنيا, thanks for your response. I have followed up via email but let me add my response here too.
So sorry that the Fluxx access part was confusing for you. You cannot access Fluxx because you are not eligible for funding. The reason is that we cannot send funds to anyone in Egypt. I'm really sorry and it is painful for me too but we currently cannot directly or indirectly send any grants to Egypt due to the local restrictions. I don't think that the previous strategy-related project was a grant request. Could you please give me a link to it and I'll be able to provide you more information?
We appreciate your and the Egyptian community's huge contribution to the Movement. We are currently trying to explore possible ways of support, however this may take some time.
