Comments from the MEA regional funds committee and staff edit

Dear Macdanpets, thanks for submitting another grant to support the Wikipedia Pages Wanting Photos International Team. We have reviewed your grant request and we have a few questions and comments:

  • We want to recognize the huge significance and impact of the Wikipedia Pages Wanting Photos campaign in the previous years. We thank you for organizing and managing the WPWP in 2022.

  • As agreed with you, we are making an exception and allowing 2 grants for the same project this year. However, please note that in the future you need to apply for the General Support Fund if you need over 5,000 USD for a given project. Please confirm that you understand this.

  • Could you please provide more information on how you have projected the targets? For example, when you talk about 50.000 photos to be added on Wikipedia, do you think it is realistic to reach during the 3 months of this project?
We surpassed these targets in the previous years. In 2020, images were added to more than 90,000 articles, and in 2021 images were added to more than 260,000 articles. We hope to surpass this goal again this year. Our timeline remains the same as it is for 2020, and 2020.
  • How will you ensure the quality of contributions during the project?
Most poor contributions result from inexperience or guileless incompetence because the campaign allowed everybody to participate with lax restrictions in 2020, and 2021. We revised our participation eligibility based on the campaign evaluation report in 2021.

One of the changes we made this year to ensure quality is that we now require users to be around much longer (before the campaign round starts) and by that to hopefully have the basic experience with wikitext/image syntaxes and local project policies that will allow them to comply with the campaign and local project rules around their on-wiki edits and actions. We believe this measure (along with the other changes we made) will ensure that only quality contributions would be made.

  • How would you support jury members? Do you think they will be able to review and evaluate all contributions (50,000 edits, for example)?

Staff expenses:

The jury team is supported by members of the campaign international team, and other volunteers. The jury is only going to review the contributions of the top 10 contributors. We will set up a separate team that would help with clean-up. This year we envisaged that there would not be many poor contributions.
  • Please describe the rationale behind staff expenses. How have you come up with a 30 USD / hour rate? Is it aligned with similar staff rates in Nigeria?
Our rationale behind staff expenses has not changed from what we had in 2021. It aligned with similar staff rates in Nigeria. See here for an example.
  • How will you make sure that the staff position is aligned with local regulations and laws?
We have reviewed the Nigerian Labour Act, Laws of the Federal Republic of Nigeria. The staff is a short-term contractor'
  • How and who will you ensure the staff management?
The campaign coordinator reports to the international team who supervises their works, and supported by the advisors.
  • Could you provide the full list of responsibilities of this staff member? Does this include all tasks described in question 3?

Preliminary work such as communicating with the WPWP community periodically.

General Coordination:

  • Update and communicate the international rules;
  • Update and share documentation;
  • Prepare (or coordinate for others to prepare) communication material that can be used and/or built upon by national organizations;
  • Facilitate communication channels;
  • Monitor statistics;
  • Set up a clear timeline.

Project Management:

  • Set up and coordinate the international team;
  • Write grant request;
  • Maintain communication with relevant staff at Wikimedia Foundation;
  • Measure and collect data to be reported at the end of the program;.
  • Report monthly and midterm on activities to WMF;
  • Report on the use of budget at the end of the program;
  • Write a grant evaluation report.

Technical contributions:

  • Help with the setup and maintenance of the technical infrastructure including tracking tools, templates, etc.;
  • Help with the setup and maintenance of the CentralNotice;
  • Maintain an international website for participants.

Communication and partnerships

  • Update the project page with the necessary/useful information;
  • Update social media channels;
  • Disseminate the results of the international jury;
  • Maintain communication with international partners;
  • The partnership activities are focused on long-term relationships with partners.

Follow and help national organizations

  • Give specific suggestions and support to national organizers (mostly online, though we additionally offer onboarding sessions over Hangout to the countries participating for the first time);
  • Collect and answer questions of the national teams;
  • Crisis management for the national campaign;
  • This year in particular: improve the infrastructure that is used by the national campaign. This includes documentation, templates, and perhaps some tooling.

Set up and run the international contest:

  • Set up jury processes;
  • Find suitable jury members for the international jury;
  • Collect results of national competitions;
  • Support the jury in their process;
  • Provide & distribute international prizes, awards, and certificates.

Social media management:

  • Design banners, and fliers for social media
  • Post periodic milestones on social media
  • Respond to questions posted on social media
  • Engage the community via social media
  • Please note that the earliest start date for Rapid Fund projects in this cycle is 11 July. I have updated the start date on Fluxx.
