Comentarios a la solicitud de fondos rápidos

Hola @Elwinlhq,

Gracias por presentar su primera solicitud de fondos rápidos. Celebramos la visión de su propuesta para contribuir a enriquecer el quechua collao, colaborando desde las propias comunidades hablantes y desde el territorio Consideramos que se trata de un proyecto con gran potencial de impacto para la revitalización de una lengua indígena en Perú.

Nos interesa poder financiar esta solicitud, para lo cual, en colaboración con el Comité de Fondos Regionales y el equipo del WMF, y consultando con Wiki Acción Perú y Wikimedistas de Perú, elaboramos las siguientes preguntas y recomendaciones. Solicitamos que las analicen detenidamente para que puedan aclarar algunas preguntas y hacer ajustes en función de lo que consideren más adecuado.

Preguntas:

• La variante quechua collao tiene 4 subvariantes, una de ellas es el quechua puneño. ¿Cómo se abordará el registro y documentación de las palabras de una subvariante del quechua collao en Qichwabase, Lingua libre y Wikimedia Commons? ¿Cómo se garantizará que la forma de pronunciar una palabra desde una subvariante no ‘colonice’ las otras formas de pronunciar el mismo concepto desde las otras subvariantes del quechua collao?

• Según lo que inferimos de la propuesta del presupuesto, nos gustaría tener mayor claridad acerca de las referencias salariales en Perú que se usaron para definir los honorarios para los roles de coordinador y asistente, considerando que los salarios ocupan un alto porcentaje del presupuesto total. En la misma línea, nos gustaría conocer cuáles son las consideraciones que se tuvieron en cuenta para determinar que las personas que brindan su tiempo, voz y disposición reciben un reconocimiento por 27 USD cada uno por los cuatro días de grabación, por todo su trabajo y compartición de saberes.

• Como parte de su esfuerzo de establecimiento de alianzas y posible uso de espacios para llevar a cabo el proyecto con escuelas secundarias y preparatorias (“high schools”). Nos gustaría asegurarnos de que se trata de ocupar el espacio de estas escuelas y que, si en algún momento del proyecto se plantea trabajar con menores de edad, es necesario aplicar la https://foundation.wikimedia.org/wiki/Policy:Friendly_space_policy#Youth_Safety

• En tanto se contempla la adquisición de equipo para la realización de este proyecto. ¿Han pensado la manera en que la comunidad hablante de quechua collao pueda hacer uso de ese equipo?

Recomendaciones:

• Con relación a la grabación se recomienda:

1. Revisar la carga de trabajo para la etapa de grabación y edición, dado que la cantidad de tiempo que planean dedicar pudiera ser elevada en comparación con el personal involucrado. 2. Asegurar que los hablantes serán suficientes o tendrán suficiente tiempo para las grabaciones. 3. Diversificar las voces representadas (mujer, personas mayores, niñez/jóvenes (en observancia a la política https://foundation.wikimedia.org/wiki/Policy:Friendly_space_policy#Youth_Safety antes mencionada)). 4. Considerar tiempo adicional por si es necesario repetir la grabación de alguna fracción del vocabulario.

• Con relación al aprendizaje que proponen- y desconociendo si ya cuentan con esta experiencia- recomendamos que consideren la inclusión de una persona con experiencia en procesos de educación bilingüe intercultural en espacios digitales que asesore, acompañe y evalúe las actividades de registro. Se recomienda incluir una persona con este perfil, especialmente del territorio.

• Se recomienda incluir un plan de sistematización de la experiencia que incluya la producción de contenidos como un informe abierto del proceso, un video resumen de la experiencia, registro fotográfico y producción de cartillas instructivas (sobre el proceso de registro y almacenamiento de palabras).

We really want to thank all of you, for your time dedicated to review our proposal, for the questions that we will gladdy answer, and for the recommendations that we agree are important to take into account. We would like to answer first your questions, a then discuss your recommendations.

Answers to the questions:

• Probably there was a misunderstanding, because the Quechua Cuzco-Collao has 4 sub-variants, and the Quechua-Collao, aka Puno Quechua, is already a sub-variant of it. In fact, we have described in our proposal that we are only addressing the Puno Quechua, which is identified by the glotolog ID puno1238. Furthermore, considering that you are referring to the Quechua Cuzco Collao, we are not combining the sub-variants, nor are we promoting the adoption of a specific/single variant. And in order to make it clearer, we use a unique and stable identifier (i.e. the Glottocode) to categorize the recordings as belonging to the Puno Quechua.
• The salary references have been taken from the country where we applied, which is Austria. Please refer to the Rapid Fund budget sheet, where we have added salary reference links in the corresponding profiles. Now, regarding the volunteers awards, normally, when these types of projects are planned, e.g. Editathons, the volunteers have transportation, hotel, etc. expenses covered. In this case, we are managing the event at the same town, so instead of bringing them to a different location (which would cost money), we would like to recognize their effort to collaborate in this project. Furthermore, we are coordinating with non-governmental institutions to provide recognition and/or prizes for the volunteers.
• We agree to ensure, if necessary, the application of the Youth Safety policy.
• We are coordinating a partnership with the communities mentioned in the proposal so that they can take the lead, use the equipments, and continue these efforts. However, nothing concrete have been planned yet, we are hoping that during the workshops and recording sessions there will be some groups of volunteers or association that can take over the continuation of the project. We also tough about a partnership with the municipality, but we do not want to get into politics.

Discussion of the recommendations:

• As mentioned in the proposal, we are dedicating 4 full days for the recording sessions, we are very flexible to extend the days of recording in case it is needed and in common agreement with the volunteers, i.e. it could be taken as a contingency. Furthermore, we are making an open call, where anyone can apply, and from which we will select volunteers of different ages and genders (i.e. we encourage diversity in participation). Last but not least, it was also mentioned in our Project Timeline the backup sessions for fixing issues with the recordings or last minute changes.
• We agree, that it is very important to have an expert in intercultural bilingual education. We have contacted the heads of the high schools, but they do not have an expert in this field so far. Regarding our expertise in digital spaces and intercultural bilingual education, we have worked together with the Science Clubs in Quechua in Peru, where we presented the Wikipedia in Quechua, taught how to contribute to different Wikiprojects, and the presentations and workshops were held in Quechua language.
• As it was mentioned in our Project Timeline, all workshops and recording sessions will be documented and later included in the final report, which will be disseminated across the Wikimedia communities and the town where the project will take place.

I hope we have answered all your questions successfully. We are always open to further questions and, if necessary, an in-depth interview.

Disclaimmer:

• As stated in the comments of @MCasoValdes (WMF), that we should submit our reply via Fluxx before 23rd of February, that is what we did.
• Now, on the 24th we were informed by @MCasoValdes (WMF) that we should post our reply on meta too, to make the review process more transparent and clear. That is what we are doing.
• Furthermore, we decided to keep our proposal language-consistent, so we are replying in English, because, our proposal was submitted in English.
• Last but not least, today we did a small change in the proposal, we replaced the word Quechua Collao by the Puno Quechua (or Quechua Puneño) word, so we can avoid a misinterpretation of the term. As I have seen on Fluxx, we can only edit and save the changes, but not submit them. I guess it is fine on this way.
