Feedback from the Northern and Western Europe (NWE) Regional Funds Committee on your proposal

Thank you very much for your proposal, describing your activities and projects in support of the Wikimedia projects and the Wikimedia movement. The Northern and Western European Regional Committee has initially reviewed the proposal and wishes to offer some initial feedback and questions for your review.

• The committee felt that the overall direction of this proposal is positive.
• The committee is grateful to see your organization has been working hard to build stability in your organization. This has been a good priority to focus attention on.
• We appreciate the intention to reflect on how best to mature the chapter and ensure sustainability. We look forward to hearing about how this progresses and what you learn from this process.
• Furthermore, we identified several strong ideas such as working to leverage the events for building community and documenting processes. Experimenting to develop the chapter is an important idea. The continued collaboration with GLAM and global campaigns as well as investigating the opportunities for further resources is strong.

While elaborating on your proposed plans, the committee members suggested for you to consider:

• Reviewing the metrics suggested compared with other similar sized chapters, and the scale of those. Identifying ways that those suggested for Spain might be increased.
• Developing your activities plans to make the path to the goals more concrete and defined. Consider reviewing similar ideas across the movement specific to the area of GLAM and collections access.
• Given that your partnerships are a critical part of your objectives, adding the list of your current and especially the planned partners in education/culture and heritage/etc., along with what motivates the potential partner to be part of the proposal and how they add value to your work. This will help us better understand how partners support your activities in general.

It would be supportive of the Committee’s understanding of your plans if you’d be so kind as to elaborate on our following specific few questions:

• How do you intend to evaluate the transfer of knowledge and sustainability of internal information?
• What activities or communications are planned to increase younger volunteer interest in the chapter
• What practices have been already implemented that will help your organization in developing/maintaining partnerships?
• How do you plan collaborating with other chapters?
• How were the following cost items in your budget calculated: costs for raising funds, consulting, personnel costs?

Due to restrictions on our ability to adjust our overall General Support Fund budget for this round, it may not be possible to fully fund this proposal. However, we do want to understand what impact a partial funding decision would have on your budget and related activities or operations?

Muchas gracias por su propuesta, que describe sus actividades y proyectos en apoyo de los proyectos de Wikimedia y el movimiento Wikimedia. El Comité Regional de Europa del Norte y Oeste ha revisado inicialmente la propuesta y desea ofrecer algunos comentarios iniciales y preguntas para su consideración.

• El comité consideró que la dirección general de la propuesta es positiva.
• El comité está agradecido de ver que su organización ha estado trabajando arduamente para construir estabilidad en su organización. Esta ha sido una buena prioridad en la que centrar la atención.
• Apreciamos la intención de reflexionar sobre cómo madurar el capítulo y garantizar su sostenibilidad. Esperamos saber cómo avanza esto y lo que aprenden de este proceso.

Mientras desarrolla sus planes propuestos, los miembros del comité sugieren que considere:

• Revisar las métricas propuestas en comparación con otros capítulos de tamaño similar y la escala de los mismos. Identificar formas en las que las métricas sugeridas para España podrían aumentarse.
• Desarrollar sus planes de actividades para hacer más concretos y definidos los caminos hacia los objetivos. Considere revisar ideas similares en el movimiento específicas para el área de GLAM y acceso a colecciones.
• Dado que sus asociaciones son una parte crítica de sus objetivos, agregar la lista de sus socios actuales y, especialmente, los socios planificados en educación/cultura y patrimonio, etc., junto con lo que motiva al posible socio a formar parte de la propuesta y cómo agregan valor a su trabajo. Esto nos ayudará a comprender mejor cómo los socios apoyan sus actividades en general.

Sería de gran apoyo para la comprensión del Comité de sus planes si fuera tan amable de elaborar en las siguientes preguntas específicas:

• ¿Cómo planea evaluar la transferencia de conocimiento y la sostenibilidad de la * información interna?
• ¿Qué actividades o comunicaciones tienen planeadas para aumentar el interés de voluntarios más jóvenes en el capítulo?
• ¿Qué prácticas ya se han implementado que ayudarán a su organización a desarrollar y mantener asociaciones?

Thank you very much for your feedback and comments. Thank you for considering our proposal positively.

We will actively consider the suggestions you have made regarding the proposed plans. In this sense we would like to mention that:

·      

• Regarding the review of metrics, we are currently looking at the work of other chapters and we have the help of colleagues who offer us their experience. This is possible thanks to the various international meetings where we always take the opportunity to exchange knowledge, ask questions and learn how to approach different initiatives. We are aware that we have metrics that need to be improved and included (for example measuring follow-up and retention), but we are also aware that there are other metrics that are favorable with respect to the size of our chapter and the recent creation of its staff (metrics of images, social networks, and number of annual activities). *The numbers provided are metrics per year.
• Regarding the activities plans, we have worked exhaustively to connect each strategic line of the plan with their corresponding goals and connect each goal with actions that end in specific activities. In our visual proposal (english/español)we present a global idea up to the actions, but each one of them is accompanied by a number of activities planned for that action.
• Regarding the list of planned partners, in our grant, we mention the alliances with which we are working. About the potential ones, we think that it would be convenient to ask for their consent before publishing them in a public space, but we are open to having a meeting to tell you about the evolution of these relationships. It is worth mentioning that, as a specific action, we are developing a new website where we will dedicate a visible space where we will publish our agreements and alliances with different institutions.

Relative to the questions you raise, we answer them below:

How do you intend to evaluate the transfer of knowledge and sustainability of internal information?

• To evaluate the transfer of knowledge, we will choose the Focus Group qualitative research methodology. A small number of members (sample size) will be chosen on a random sample and then we will conduct interviews where they will express their opinions, discuss, and answer questions about this topic.  At a quantitative level we will be able to measure the degree of satisfaction (number of satisfied people out of the total size sample).
• To evaluate the sustainability of the internal information, we will do it through an internal audit. For this, the Board and staff had been receiving a training course for several months. It is called Digital 5S and was conducted by the consultant, Julen Iturbe https://www.consultorartesano.com/2020/09/por-que-comenzar-con-un-proyecto-piloto-en-5s-digitales.html. This course will result in an audit for each of the 5 phases of the project and a scoring system for each of the phases. After this audit, a 5SD operational guide will be generated and a presentation of the results will be made.

It is important to note that since the arrival of the new staff, new resources and documentation has been generated.

What activities or communications are planned to increase younger volunteer interest in the chapter?

We would like to point out that our grant does not mention this type of strategy and with respect to recruiting new volunteers and generational renewal we did not focus on any age target. Regarding the relevant audience groups for education in the grant, we selected the following responses: Tertiary, vocational or higher education; Teachers or professors; and Seniors.

Having said this, one of the activities we do with younger audiences is to link leisure and free time activities around wikimedian activities.

Another activity for young people is the collaboration with the Madri+d Foundation, linking I+D with constant innovation and development aimed at students in the process of continuous training.

Another strategy that we mentioned in the grant is that we first want to explore and carry out a mapping of profiles and needs, to see how we can attract and help new people, offering a warm welcome and follow-up to guarantee all the support they need and thus achieve a higher retention rate.

What practices have been already implemented that will help your organization in developing/maintaining partnerships?

From Wikimedia Spain we try to have a presence in a diversity of places. We find that attending events and having close and regular relationships with the people work for us. It allows us to build bridges and connect with each other, opening new ways of collaboration. Examples of this are our attendance to the Frankfurt Book Fair (which allowed us to get to know more in depth our colleagues from Wikimedia Germany, as well to connect with GLAM institutions, universities, and writers from Spain). Other practices are the presence in workshops or congresses with professionals of a sector (such as the National Congress of Public Libraries / Press), the positioning of stands (such asICOM) and the participation through presentations in forums of people who share ideals (such as OpenSouthCode, EsLibre y la Gran Kedada Rural).

Our presence in cultural and leisure places allow us to offer them ad-hoc projects through the detection of their needs that end in important collaborations (As for example with the Sancho El Sabio Foundation and the #ConMiWiki project)

and with the signing of agreements that guarantee the commitment between both sides

(as for example the agreement with the Reina Sofía Museum , with the

Organ Monitoring and Coordination of the Extremadura and its Culture_OSCEC_ and with the

Municipality of L'Énova and the Wikimunicipio del año proyect.

How do you plan collaborating with other chapters?

Our collaboration with different chapters and user groups is through different practices:

• Attendance (in person and online) to national and international meetings and events (Wikimania, Wikimedia Europe, EDs meetings, Volunteers Supporters Network, European GLAMwiki coordinators, etc.) where we take the opportunity to share experiences and take interest in each other’s projects to seek for reproducibility in our chapter (for example, translation and adaptation of materials or the request to collaborate in common projects).
• Systematization of collaborative events. Once we have collaborated with a chapter in an event, we try to give it continuity in future years (e.g., Linguistic meetings for diversity with groups from the peninsula, PortoMeeting with Wikimedia Portugal, activities to reduce the gender gap with Latin American chapters _Women´s day Campaign_, Anniversary eswiki, etc.).
• Request for specific collaborations where we detect the presence of attendees from other countries in our territory (such as ICOM Trade Fair).
• Invitations to our annual conferences and at least one person representing the Foundation.
• Regular meetings and Telegram groups because of previous collaborations.
• Proposing our candidacy for the realization of events in our country (e.g., Iberoconf 2025).

How were the following cost items in your budget calculated: costs for raising funds, consulting, personnel costs?

Our budget is calculated exhaustively. For each one of the 4 strategic lines established (Content and Alliances; Community and Gaining; Communication; and Internal Knowledge Management) we set between 4-5 operational goals (Visual proposal english/español). Each operational goal corresponds to several actions that end in a specific activity that will involve a cost to be carried out. An estimated cost has been made for each activity. This item will be the most affected in case of budget reduction. Wikimedia España prioritizes to guarantee the budget for operations and staff salaries.

• Regarding personnel costs, the calculation is based on what the staff currently receives plus a percentage of possible increase. This estimate is necessary since our chapter is a public utility association recognized by the Ministerio del Interior and we are also subject to the agreement of the City Council of Valladolid (https://bop.sede.diputaciondevalladolid.es/boletines/2021/agosto/20/BOPVA-A-2021-03479.pdf ) which regulates the mandatory increases and raises that we have to comply with.
• Regarding consulting costs, we did something like the personnel costs. We look at the costs that have been incurred in the year and apply a percentage increase that can be applied by our consultancy plus the calculation of some unforeseen situation (for example, a legal consultation).
• Regarding costs for raising funds, this budget has been added as new for this year. The movement is supporting the creation of new groups and chapters and is trying to maintain consolidated chapters while maintaining their budget. The issue of fundraising is an issue that concerns all groups in the movement, and we know that it is one of the most difficult problems to achieve. We think that it is something that we cannot do alone, but that it is necessary to hire expert people to help us obtain funds for our chapter. We have consulted an NGOs expert who has told us that the budget to hire a fundraising agency is the one we have included in our grant.

Growing is good for everyone, but for those of us who started this professional path recently, the foundation's help is necessary. We consider that Wikimedia España is not a big consolidated chapter and is not a new chapter either. This position still requires the support of the Foundation, but we are aware that we must explore other sources of financing. We want to do it but be accompanied.

Muchas gracias por su valoración y comentarios, y por considerar nuestra propuesta de manera positiva.

Consideraremos activamente las sugerencias que han realizado en torno a los planes propuestos. En este sentido queremos mencionar que:

• Con relación a la revisión de métricas actualmente nos fijamos en el trabajo de otros capítulos y contamos con ayuda de compañeros y compañeras que nos brindan su experiencia. Esto es posible gracias a los diversos encuentros internacionales donde siempre aprovechamos para intercambiar saberes, preguntar dudas y conocer cómo se pueden abordar las distintas iniciativas. Somos conscientes de que contamos con métricas que necesitan ser mejoradas e incluidas (por ejemplo medir el seguimiento y la retención), pero también somos conscientes de que existen otras métricas que son favorables respecto al tamaño de nuestro capítulo y la reciente conformación de su staff (métricas de imágenes, redes sociales y actividades anuales). *Las cifras aportadas son métricas por año.
• Con relación a los planes de actividades hemos trabajado exhaustivamente en conectar cada línea estratégica del plan con una serie de objetivos que se traducen en acciones que finalizan en actividades concretas. En nuestra propuesta visual (english/español), presentamos una idea global hasta las acciones, pero cada una de ellas viene acompañada por una serie de actividades planeadas para esa acción.
• Con relación a la lista de asociaciones, en nuestro grant, mencionamos las alianzas con las que estamos trabajando. Respecto a las que son potenciales pensamos que convendría pedir el consentimiento antes de publicarlo en un espacio público, pero estamos abiertos a realizar una reunión para contarles como es la evolución de estas relaciones. Cabe mencionar que, como acción concreta, estamos construyendo una nueva web en la que dedicaremos un espacio visible donde publiquemos nuestros acuerdos y alianzas con las diferentes instituciones.

Respecto a las preguntas que plantean les contestamos a continuación:

¿Cómo planea evaluar la transferencia de conocimiento y la sostenibilidad de la información interna?

• Para evaluar la transferencia de conocimiento, elegiremos la metodología de investigación cualitativa Focus Group o grupo de discusión. Se escogerá al azar un número reducido de personas socias (muestra) y a continuación realizaremos entrevistas donde  expresen sus opiniones, debatan y contesten preguntas en torno a este tema.  A nivel cuantitativo podremos medir el grado de satisfacción (número de personas satisfechas del total de la muestra).

• Para evaluar la sostenibilidad de la información lo haremos a través de una auditoría interna. Para ello, desde Junta y staff llevamos varios meses realizando un curso llamado 5S digitales de la mano de Julen Iturbe consultor artesano https://www.consultorartesano.com/2020/09/por-que-comenzar-con-un-proyecto-piloto-en-5s-digitales.html

Este curso se traducirá en una auditoría por cada una de las 5 fases del proyecto y un sistema de puntuaciones para cada una de las fases. Posterior a esta auditoría se generará una guía operativa 5SD y se hará una presentación de los resultados.

Resaltar que a partir de la llegada del nuevo staff se ha generado nueva documentación de enseñanza.

¿Qué actividades o comunicaciones tienen planeadas para aumentar el interés de voluntarios más jóvenes en el capítulo?

Queremos destacar que en nuestro grant no se menciona este tipo de estrategia y respecto a la captación de nuevas personas voluntarias y el relevo generacional no nos centramos en ningún segmento de edad. Respecto a los grupos de audiencia relevantes para educación en el grant seleccionamos las siguientes respuestas: Educación terciaria, vocacional o superior; Docentes o profesores y Personas mayores.

Dicho esto, una de las actividades que realizamos con público más joven es vincular las actividades de ocio y tiempo libre en torno a las actividades wikimedistas.

Otra actividad para la gente joven es la colaboración con la Fundación Madri+d relacionando la i+d con la innovación constante destinada al estudiantado en proceso de formación continua.

Otra estrategia que mencionamos en el grant es que primero queremos explorar y llevar a cabo un mapeo de perfiles y necesidades, para ver de qué forma podemos atraer y ayudar a nuevas personas, ofreciendo una acogida y seguimiento que

garantice todo el soporte que necesitan y lograr así un mayor porcentaje de

retención.

¿Qué prácticas ya se han implementado que ayudarán a su organización a desarrollar y mantener asociaciones?

Desde Wikimedia España intentamos tener presencia en diversidad de espacios. Detectamos que la asistencia a eventos y las relaciones cercanas y periódicas con las personas que vamos conociendo nos permiten tender puentes y conectar unas con otras abriendo nuevas vías de colaboración. Ejemplos de esto son nuestra asistencia a la Feria del Libro en Frankfurt (que nos permitió conocer más en profundidad a los compañeros y compañeras de Wikimedia Alemania, conectar con instituciones GLAM, universidades, y escritoras/es de España que se encontraban en la feria). Otras prácticas son la presencia en congresos de profesionales de un sector (como el Congreso Nacional de Bibliotecas Públicas/ Impacto en prensa), el posicionamiento de stands (como ICOM) y la participación a través de presentaciones en foros de personas que comparten ideales (como por ejemplo OpenSouthCode, EsLibre y la Gran Kedada Rural).

A partir de esta presencia en lugares culturales y de ocio nos sentamos con las personas para ofrecerles proyectos ad-hoc a través de la detección de sus necesidades que finalizan en importantes colaboraciones (Como por ejemplo con la Fundación Sancho El Sabio y el proyecto #ConMiWiki) y con la firma de convenios que garanticen el compromiso entre ambas partes (como por ejemplo el convenio con el Museo Reina Sofía, con el Órgano de Seguimiento y Coordinación del Extremeño y su Cultura_OSCEC_ y con el Ayuntamiento de L´Énova y el proyecto Wikimunicipio del año.

¿Cómo planea colaborar con otros capítulos?

Nuestra colaboración con los diferentes capítulos y grupos se trabaja desde diferentes prácticas:

• Asistencia tanto presencial cómo online, a reuniones y eventos nacionales e internacionales (Wikimania, Wikimedia Europa, EDs meetings, Volunteers Supporters Network, European GLAMwiki coordinators, etc.) donde aprovechamos para compartir experiencias e interesarnos por sus proyectos para buscar la reproducibilidad en nuestro capítulo (por ejemplo, la traducción y adaptación de materiales o la petición de incluirnos en proyectos conjuntos).
• Sistematización de eventos colaborativos. Una vez que hemos colaborado con un capítulo en un evento tratamos de darle continuidad en años venideros (Ej. Encuentros lingüísticos por la diversidad con grupos de la península, PortoMeeting con Wikimedia Portugal, actividades de reducción de la brecha de género con capítulos de Latinoamérica _Campaña 8M_, Aniversario eswiki, etc.).
• Petición de colaboraciones puntuales donde detectamos la presencia de asistentes de otros países en nuestro territorio (Como por ejemplo Feria ICOM).
• Invitaciones a nuestras jornadas anuales de capítulos cercanos y de al menos una persona que represente a la Fundación.
• Reuniones periódicas y grupos de Telegram fruto de las colaboraciones anteriores.
• Proponiendo la realización de eventos en nuestro país (Ej. Iberoconf 2025).

¿Cómo se calcularon los elementos de costo en su presupuesto? Por ejemplo, costos para recaudar fondos, consultoría, costos de personal, etc.

Nuestro presupuesto está calculado exhaustivamente. En primer lugar, por cada una de las 4 líneas estratégicas establecidas (Contenido y Alianzas; Comunidad y Captación; Comunicación; y Gestión interna) se establecen entre 4-5 objetivos operativos (Propuesta Visual english/español). Cada objetivo operativo se corresponde con una serie de acciones que finalizan en una actividad concreta que supondrá un coste para ser realizada. Se hace un cálculo estimado de esta actividad. Esta partida será la más afectada en caso de sufrir recortes de presupuesto puesto que desde Wikimedia España primamos garantizar el presupuesto de operaciones y salarios de staff.

• En relación con los costes de personal el cálculo está basado en lo que actualmente percibe el personal más un porcentaje de posible subida. Esta estimación es necesaria puesto que nuestro capítulo es una asociación de utilidad pública reconocida por el Ministerio del Interior de España y además estamos sujetos al convenio de oficinas y despachos del Ayuntamiento de Valladolid ( https://bop.sede.diputaciondevalladolid.es/boletines/2021/agosto/20/BOPVA-A-2021-03479.pdf ) que regula las subidas e incrementos obligatorios que tenemos que cumplir.
• En relación con los costes de asesoría hacemos algo similar al anterior punto. Miramos los costes que se han producido en el año y aplicamos una subida porcentual que puede aplicar nuestra asesoría más el cálculo de algún imprevisto (por ejemplo, una consulta jurídica).
• En relación con los costes de recaudación de fondos, se ha añadido esta partida como nueva para este año. Desde el movimiento se está apoyando la creación de nuevos grupos y capítulos con nueva financiación y se está intentando mantener a capítulos consolidados manteniendo su presupuesto. El tema del fundraising es un asunto que nos concierne a todos los grupos del movimiento y sabemos que es uno de los problemas más difíciles de conseguir . Pensamos que es algo que no podemos hacer solos, sino que es necesario contratar personas expertas que nos ayuden a conseguir fondos para nuestro capítulo. Hemos consultado a una persona experta en ONGs que nos ha indicado que el presupuesto para contratar una agencia de fundraising es el que hemos incluido en nuestro grant.

Crecer es bueno para todos, pero para quienes empezamos este camino hace relativamente poco, es necesaria la ayuda de la fundación en ese proceso. Consideramos que WMES no es un gran capítulo ni tampoco un capítulo nuevo. Esta posición todavía requiere del impulso de la Fundación pero somos conscientes de que debemos explorar otras fuentes de financiación. Queremos hacerlo pero acompañados.

Round 1 FY24 decision

Congratulations! The Northern and Western Europe Regional Funds Committee has recommended your proposal for funding!

The Wikimedia Foundation has approved the committee's recommendation to partially fund your proposal for 250,000.00 EUR for the implementation period of 1st January 2024 - 31st December 2024.

Comments regarding this decision:
The committee appreciated that you have built a stronger organizational structure and have improved your internal processes throughout 2023, to be able to focus on program development and implementation in the coming period. Understanding that such work is necessary (e.g. internal management, improving communication activities, needs assessment of potential volunteers, celebration of the existing contributors, and solidifying relationships with aligned groups), it is reasonable that you focus now on adapting existing resources from across the movement for your own context. Nevertheless, the Spanish culture and heritage sphere (while acknowledging its complexities) is offering untapped opportunities for WM Spain, as it was reinforced by the ICOM event earlier this year, and we hope that it will be possible for you to build important new strategic partnerships and collaborations as well in this field.

We thank you for your continued support for the Spanish Wikipedia and to the community in Spain, keeping volunteers engaged through campaigns and contests, as well as efforts to meet up and collaborate with the other grantees and groups in the country (e.g. Amical, Basque, Valencia, Wikimujeres, etc.), step by step creating an inclusive and progressive open knowledge community in Spain. We are looking forwards to your new website, allowing for disseminating your results and providing more visibility of your activities.

We will be happy to meet mid-year to understand the progress made, which is why the multiannual aspect of this proposal was not accepted at this time. However, you will have the opportunity next year to renew your current proposal to reduce your workload associated with applications.

We wish all the best for the implementation of your activities in 2024, and looking forwards to learning about your activities!
