Multiple edits by same user edit

The basic idea seems to be a cooling-down period:

User A edits at 7:00. 4 hours delay. User B cannot edit before 11:00.

Makes sense. But what if:

User A makes another edit at 10:59.

How long does user B have to wait? Another 4 hours? And what if A makes another edit? Can A permanently block B by restarting the timer every 4 hours? I suggest, the timer starts after the first edit. If A makes another edit 10:59, B will be able to react immediately, giving A an opportunity to cool down. --Plauz (talk) 19:06, 4 June 2016 (UTC)Reply

Escalation of alternate accounts edit

This can escalate use of alternate accounts to get around user/group separation, which makes it necessary to get better identification for the later authentication, which again is the harder problem. — Jeblad 01:15, 8 June 2016 (UTC)Reply
