Международный форум Wiki-пайрем 2017, запланированный на июнь текущего года, вызвал большой интерес со стороны разных вики-сообществ. В отличие от ожидаемого, мы получили больше заявок от добровольцев, вносящих вклад в проекты Викимедиа на языках России и соседних стран. Кроме того, было обновление условий программы грантов конференций и мероприятий. И, наконец, курс USD / RUB заметно изменился в течение последнего месяца. В свете всего вышесказанного, мы пересчитали заявку на получение гранта Grants:Conference/UG BAK/Wiki-Payrem 2017.

strong interest from across Wiki-communities

Dear Grant Committee,

The international forum Wiki-Payrem 2017 planned for June this year has received a strong interest from across Wiki-communities. We have received a larger-than-expected number of applications to visit this forum from the volunteers contributing to Wikimedia projects in the languages of Russia and the neighboring countries.

Furthermore, there has been an update to the terms and conditions of the Conference & Event Grants program. And lastly, the USD/RUB rate has changed appreciably within the last month.

In light of all the above, we have recalculated the conference grant application at Grants:Conference/UG BAK/Wiki-Payrem 2017. Please review the new version of the application dated February 26.

Delay in funding decision

I am happy to hear that Wikimedia Eesti would like to support your community on this project. I shared this information with WMF's finance team, who has told me that our financial auditing company KPMG has told us that they need to do additional research on funding restrictions in Russia and in the US that we need to consider before we can confirm that Wikimedia Eesti can serve as a fiscal sponsor.

It may take several weeks to get a response from KPMG with advice on how we could potentially fund this and other projects in Russia. I know that you have put a lot of work into planning this event so far and I see that there is support from several Russian language communities. I am sorry to tell you that we will not have enough information about financial transactions to make a funding decision in time for you to host the event in June as planned. After we get input from KPMG about how make grants to individuals or groups in Russia, we can reopen the request with a new event date and ask the committee for a funding decision.

I am very sorry for all of the delays in finding out how to manage the funding for this project to minimize financial risk to your community, Wikimedia Eesti and the Wikimedia Foundation. Please let me know if you have any questions or concerns. --KHarold (WMF) (talk) 20:19, 11 April 2017 (UTC)
