i saw a banner on a completely unrelated page that stated: 'help decide how to spend wikipedia donations. comment on five proposals, including the wikipedia foundation'. which sounded like a lovely idea ! but i have no idea why the banner links to this page ? i don't see five proposals ? and i will just close all these tabs now, because i don't know what else to doah

I think it was supposed to point to Grants:APG/Proposals/2015-2016 round2/Community review. I've merged that page into this one, so the overview information is now given here. Incomprehensible edit

I click on a banner that says something like "Help the Funds Dissemination Committee (FDC) decide how to spend Wikimedia donations / Comment on 5 proposals, including the Wikimedia Foundation, until April 30". Sure, I'm interested, and I'd be glad to help. But, as I have learned to fear, clicking on a banner like this lands me in a mess of pages and links and administrative verbiage. After several minutes of searching I still have no idea what proposals, what funds, nothing...

"After reviewing a proposal"... What proposal? Where are they? And why do you lead with "This call to review proposals focuses on one of the Wikimedia Foundation's four grantmaking programs" -- OK so there are presumably other grantmaking programs, why should I care, and why is that the first thing you tell a person who knows nothing about any of this stuff? Do you want my opinion or do you want to spew administrative self-description at me?

I know, I'm dumb, and I should spend more effort familiarizing myself with the intricacies of the administration of the encyclopedia we all know and love... But. There's only so much time in the day. I know it's hard, extra work to communicate clearly. @Mike Peel: However, sadly it just moves the problem one level down for me...
I checked the Wikimédia France proposal, since I know something about France as a native speaker and occasional contributor to French Wikipedia. First non-boilerplate statement appears two screens down and says this: "Foreword: Our adaptations about the observations on our last report: Quality and evaluation: We abandoned our previous quality approach in favour of the global metrics" -- um, okay, that may mean something to someone, but not to me.
So ok, straight off the bat my initial questions, as a complete outsider (someone or something at Wikimedia asked me to participate via a banner ad, so I presume I am not speaking out of turn, though I feel like I stepped into someone else's business meeting) are as follows: first, why are there only 5 proposals, and why is Wikimedia France one of them? (there are dozens of countries that could need a grant, have they gotten grants too somwehere else?) Also, what is Wikimedia France? (the link is useless). How many people, what is its budget, what sources of funding does it have... I would need a very general presentation to be able to have some intelligent opinion about this funding decision.
BTW the WikiMooc project page link in the proposal is broken: https://fr.wikipedia.org/wiki/Wikip%C3%A9dia:Projet:Aide_et_accueil/WikiMOOC Googling yielded this link, though it's not the project page, just the main page: https://fr.wikipedia.org/wiki/Wikip%C3%A9dia:WikiMOOC I was not able to see any content beyond an introductory video because the course is now closed, or something. No way to evaluate what this is, how good it is, or whether it's worth spending money on.
Anyway, after skimming through that one massively long proposal, I gather there's a staff of about 10 paid people, costing half a million euros. Funding from Wikimedia is roughly 50% to 75% of their budget, which is about 1 million euros. OK. Well... It's clear I am absolutely incapable of having any opinion about the proposal. I expect (I hope) a very few Wikimedia specialists, probably employed by Wikimedia, know enough to be able to contextualize this (worst case: no one knows or cares much, and the money just gets allocated same as last year).
If you want my opinion, the specialists who know enough, if they do exist, need to take the time to interpret these raw proposals and explain in a concise and clear way what's at issue: what's the context, what the tradeoffs are, what the best practices are, what alternatives might be, what we gain by funding, etc. If no one has time or resources or ability to make such an explanation, don't bother asking me for my opinion, and don't expect that that ad banner makes you community-driven by the wider community.

Hi Thuvack except the point I am trying to make is that the process is flawed, not a specific proposal. The Wikimedia France proposal is probably about right for the existing process. I am saying outsiders have no good way of evaluating any of these proposals. I am a lowly editor who cares very much about Wikipedia but knows nothing about its organization and funding. Someone or something asks me to vote on proposals that are unfortunately and perhaps inevitably incomprehensible to me. This is an obvious problem with the process, not the proposals themselves.

Well, this is the second part of the process, Its is for me a very important part that gives us Committee members an insight into what the community thinks about proposals, before we spend 4 full days reviewing each proposal in detail. I just wish the donations be distributed fairly to help those who really need the funds. Plus also think there are a lot of needy people in the african continent who are hustling on poverty they should also be thought of kindly. Thats how i think......Thank you.

The power of education is what most people don’t really understand today in my country Ghana.But the most important thing a parent or a Guardian should consider is how to provide quality basic education for their wards, but most of them always consider” According to my own research In Ghana, close to 75% of children are schooling.Whiles the rest 35% are on the streets in the country’s cities and villages, fighting for a way to survive by themselves. Every Child wishes to be in school but their dreams never come through due to broken homes, poverty leading to dropouts, inadequate perental control, cultural beliefs and many more.

Life has turned down the hopes of these children. Yet, their prayer to God always is for survival and a daily bread.

I always wonder the kind of food they eat and the number of times they eat in a day because they toil very hard for their daily bread since they have no one to look up to. Some children eventually get involved in dealing of drugs due to peer pressure and ignorance among peers living on the streets and sometimes in our communities where most parents have no control over their Ward’s due to their own reason’s.

Most talented and intelligent children’s in some villages in my country have been denied quality basic education because of Religious Beliefs and Poverty and other hindrances which is affecting the lives of young musicians, painters, motivational speakers, good leaders and many more..

Children of different talents begin to show up at their early ages in churches, schools and also at home anytime they get closer to anything they see to play with. Most parents and Guardians never notice this and sometimes prevent the children from growing up to be such things..

Now let’s compare our wards with Eshan Nevasty, the main character of a movie entitled, ‘Like Stars On Earth’; a Hindi Educative Movie which I think every mother and every father must watch with their nuclear families. In the Movie, the little boy Eshan Nevesty was a good painter at home but a failure in his school… he was mocked by his classmates and been hated by his own teachers until a very bright star shined into this life. He was then introduced to Academic Works and furthure nurtured in the skill he already loved much, painting.

The Dream of every parent is to see their wards achieving their dreams in the future. But this can only happen when we invest into our ward’s Education without fear. I always want to use the expressions of a man we all know as a good leader from the African continent, South Africa to be precise; the late ex-president of South Africa, Nelson Mandela. I quote, “Education is the most powerful tool which can be used to change the world”, and this is very true.

Without Education, One can never attain a presidential position in a country nor occupy any position in the community, even that of our extended families… So now, what is more powerful than education?

In my opinion, I regard education as authority, Power and King over national laws.

Every child of School going age can create his/her world of power, happiness and a great empire for that matter while fighting for the future through hardwork and determination.

Most Hawkers on the streets in our cities and town’s are children of age ranging between 9-17 who have been asked by the Guardians or Parents, especially their mothers who are already into Petty trading, to do so. These children have to run after vehicles in traffic..Why?

I hope the funding can be used for minorities. edit

Because the languages used by less population do not have many scientific resources. For example, we can't find enough scientific materials in Kazakh language. Because translation needs lots of money and energy. Even the Kazakhstan government doesn't have any translation section. If people can't find enough documents they need in Kazakh, they will refer to other languages like Russian.In that case, less and less people may need Kazakh language, and we may lost another language in our world. The world needs to be multicultural, so that every culture can develop in the process. Language is the main part of a culture. If any culture wants to be developed, then it must be developed with others. Because all the cultures are closely related to each other.
