This proposal is to support the organisation of the fourth edition of Wiki Loves Monuments in Malta. This contest has now become a yearly fixture in Malta's cultural calendar. The grant will be used to fund various aspects of this year's contest, including awards, promotion, and the organisation of an exhibition exhibiting entries to the contest, as well as winners of previous editions of the contest.

Tell us how you'll carry out your project. Be sure to answer the following questions:
1. What content will the contest focus on, and why is it important to your community?

The focus of the contest will be Malta's built cultural heritage, consisting of a large number of structures of social, cultural, historical, and architectural significance. These structures range from churches, cathedrals and other religious monuments, to military fortifications, protected residences, and theatres, amongst others. The list of monuments that will be used is derived from the National Inventory of the Cultural Property of the Maltese Islands, and consists of over 2,400 sites in total. Projects such as Wiki Loves Monuments are increasingly important to the local community. Although Malta's built heritage is at the forefront of its branding as a tourist destination and, in the case of the capital city of Valletta, as a UNESCO World Heritage Site, this built heritage is increasingly coming under threat by infrastructural and commercial development throughout the country. Furthermore, much of this built heritage remains poorly documented, with relatively little documentation available in the public domain. In light of this, Wiki Loves Monuments has helped provide a platform through which the documentation of these sites is carried out and put in the public domain for the benefit of all the community.

2. How will you let people know about the contest?

The contest will be promoted through multiple channels, listed below:
  1. Central Notice across Wikimedia projects;
  2. Social media, including Facebook, Twitter and Instagram posts throughout the month of September;
  3. Outreach activities - editathon & photowalks;
  4. Press launch in late August, including a press release that will be issued to all major media houses;
  5. TV & Radio - We aim to promote the contest through various appearances and features on local television and radio stations. Relationships with media houses specialising in culture and heritage programming have been nurtured throughout the years, enabling us to collaborate and garner further coverage, as has been done in previous years.
  6. As this is the fourth edition of WLM in Malta, a strong degree of collaboration with local cultural organisations has been developed, most prominently Spazju Kreattiv, Malta's National Centre for Creativity which is the main collaborator on Wiki Loves Monuments 2019. Spazju Kreattiv will be promoting the contest through their own media channels, including social media and their website;
  7. National print media coverage.

3. How will you judge the contest and award prizes?

The jury will select winning photographs based upon the following criteria (in no particular order):
  1. Technical/aesthetic quality of photograph (composition, lighting etc.);
  2. Heritage value of subject;
  3. Usefulness of image for Wikipedia.

The jury will be composed of five/six members, including photographers, heritage experts and international Wikimedians. Prizes will be awarded to the top ten ranked photographs, as well as to the individual who has contributed the greatest number of entries to the contest.

4. For photo contests, what is the strategy to get images used on projects?

A series of editathons are being planned towards the end of the month of September and in the subsequent months. The purpose of the editathons is twofold: to further promote submissions and engagement with Wiki Loves Monuments while the contest is underway; and to encourage better use of the images submitted on existing or new Wikipedia pages following the end of the contest.

The editathons will be led by experienced local Wikimedians who have led other editathons that we have organised over the past years related to various subjects, including Art+Feminism and Malta's cultural and artistic heritage. The editathon forms part of Wikimedia Community Malta's ongoing efforts to document Malta's cultural heritage through Wikimedia. To this end, the editathons will also align with our ongoing session of monthly meetups related to Maltese literary heritage, and our ongoing engagement with Women in Red, which focuses on notable Maltese women.

5. Is there anything else you want to tell us about this project?

Discussions are currently underway with both Spazju Kreattiv, Malta's National Centre for Creativity, and Heritage Malta to organise an awards ceremony during which the winning entries will be awarded, as well as an exhibition in which submissions to WLM in Malta 2019 will be exhibited on digital screens. Furthermore, the winning entries will be printed and exhibited as part of this exhibition. It is expected that the exhibition will run throughout the months of November and December 2019 and will be situated in a central site within the city of Valletta. Similar exhibitions and outreach programmes have taken place for previous editions of the contest and have been crucial in raising the profile of the contest and making the general public aware of their role in engaging with the Wikimedia community.

We are a core organising team of 3 persons:
Nevborg
ToniSant
Lyston

This team will be responsible for the planning, logistics, communication and administration of the contest. Other members of Wikimedia Community Malta will be contributing to the contest in other ways, including technical support and social media promotion.

We have the full support of Spazju Kreattiv, the National Centre for Creativity, who are collaborators on the project. They will be providing support in kind, providing us with space in which to host activities related to the contest (workshops, editathons and exhibitions) as well as audio-visual and technical equipment to carry out these activities. We are also in discussion with Heritage Malta, Malta's national agency for museums, conservation practice and cultural heritage, to extend our previous collaboration and organise fringe activities including photowalks and exhibitions in sites managed by Heritage Malta.

We are working on obtaining in-kind support from other local organisations and commercial outlets, following a similar strategy employed during the previous editions of Wiki Loves Monuments in Malta.
