- 1. What is the change that you are trying to bring about and why is this important.
Existe al momento un conocimiento incipiente de nuestra sociedad en cuanto al conocimiento libre. Si bien las instituciones de gobierno, por mandato de la constitución política de Bolivia, tienen la obligación de compartir lo que producen, la legislación no es tan clara al respecto y las autoridades aún dan la importancia al mismo, inclusive en ámbitos en los cuales el conocimiento libre visiblemente reducirá los costos. Es así que nos interesa lograr un encuentro entre algunos de los actores que ya han publicado material en el dominio público u otro con el propósito de visibilizar estas actividades y al mismo tiempo pavimentar el rumbo para que más instituciones liberen material para el beneficio de la sociedad y su uso como referencias en Wikipedia. La organización de un encuentro (o serie de webinars con invitados especiales) general que tenga como objetivo el compartir experiencias relacionadas a la socialización de contenido libre y su uso en diferentes ámbitos de nuestra sociedad. Por nuestro lado, complementaremos los encuentros con datos pertinentes al uso de Wikipedia por parte de la sociedad. Existirá un espacio específico para compartir el trabajo de los profesores del programa Leamos Wikipedia en Bolivia, que compartirán sus planes de clase y los harán públicos en la página de Wikimedistas de Bolivia y en Wikipedia.

Para lograr los objetivos propuestos, nos proponemos:
- Organizar al menos tres encuentros durante el mes de septiembre con representantes de instituciones y colectivos que hayan aportado por el conocimiento libre.
1) Digitalización de documentos. 2) Publicación de libros, textos y publicaciones con licencia libre 3)
- Paralelamente realizar noches de mentoría como una actividad en línea. En estas expondremos el trabajo de instituciones internacionales y su compromiso con el conocimiento libre.

El contenido sobre Bolivia es escaso, y es más escaso aún el contenido formal y certificado. La generación de información confiable ya es un triunfo y pocas instituciones ven el beneficio de publicarla libremente. Más al contrario, a pesar del mandato de la constitución, estas prefieren guardarlo en texto duro en sus instituciones donde pueden resguardarlos. Es necesario realizar esfuerzos para cambiar este paradigma.

El grupo objetivo son: instituciones que deseen compartir el conocimiento libre que tienen a disposición, activistas sociales, maestros, comunidades diversas y público en general interesado en datos e información acerca del país. Estudiantes universitarios. Tenemos el contacto de estudiantes de la carrera de Ciencias de la Información de La Paz y contactaremos otras carreras para que participen y conozcan las instituciones que proveen datos e información libre. Seguiremos en contacto con las instituciones al ofrecerles asistencia en la liberación de manera individual en la liberación de los repositorios e información que puedan tener, ya sea actual o histórica con el fin de que la población conozca más de su propio andar. A los estudiantes les ofreceremos continuar con las actividades de Wikimedistas de Bolivia y ser parte de nuestras redes sociales.

Debido a nuestra trayectoria, tenemos un amplio conocimiento y varias instituciones que al momento ya han publicado información con licencia libre, como ser la Biblioteca del Bicentenario y otras. Estamos trabajando con la Fundación Flavio Machicado que también posee una red de trabajo amplia con la cual coordinaremos esfuerzos para lograr que los eventos sean un éxito.

- Consideramos que las instituciones bolivianas tienen el marco legal para compartir sus repositorios de información, pero tienen que ver el valor en ello. Queremos entender cuáles son sus necesidades específicas y lograr que más fuentes locales estén disponibles para la creación de artículos acerca de Bolivia que sean más específicos y precisos.
- Entender si los estudiantes universitarios encuentran las fuentes bolivianas atractivas y por tanto, al observar los espacios vacíos en Wikipedia, se animarán a utilizarlas en futuras actividades o en su vida académica.
