1. What is the change that you are trying to bring about and why is this important.

I am funding subscriptions to external APIs for Bullseye, a tool used by CheckUsers and Stewards to quickly look up detailed information about IP addresses. Please see https://meta.wikimedia.org/wiki/Grants:Project/Rapid/GeneralNotability/Bullseye for the previous iteration of this request.

The tool already exists and had access to these external tools previously funded under the Rapid Grants program, this is just renewing the subscriptions to the external APIs.

The target participants are advanced users in various communities, especially those with access to the CheckUser tool (stewards, local checkusers). They are generally aware of the tool already from discussion on the checkuser mailing lists over the past year and a half or so.

10. In what ways are you actively seeking to contribute towards creating a safer, supportive, more equitable environment for participants?

This project is specifically targeted at helping people who do anti-abuse work such as sockpuppet detection and blocking long-term abusers.

As mentioned earlier, the target users are generally aware of the tool already. Once the page goes live, I will notify interested groups by emailing the checkuser mailing list and dropping notes on the English Wikipedia's sockpuppet investigations talk page and at Village Pump/Technical, as well as on the Stewards' noticeboard on Meta.
