Public policy advocacy

a) Our work with Indigenous Advisors who are Metis visual artists, has led us to explore existing issues in Indigenous data sovereignty as well as constitutional rights that Metis people have under section 35 of the Canadian constitution.

Currently, Canada's Indigenous Peoples (First Nations, Inuit and Metis) have protected rights.

At the Toronto North American Conference held November 2023, Victoria Stasiuk attended Frederic Julien's presentation on Indigenous Performing Artists.

There was a discussion of whether or not 'ethnic group' was an adequate way to reflect this policy area and whether or not another term should be used. On page 25 of Indigenous Artists and Wikidata: Explorations and Consultations Report, his project group states:

- “ETHNIC GROUP” IS A PROBLEMATIC TERM FOR DENOTING INDIGENOUS IDENTITIES

“Ethnic group” is not a term that most Indigenous artists would use to describe their identity or the Indigenous group of which they are a member.

Although a few participants could conceptually understand the meaning of this property, its label is incompatible with common modes of self-identification based on Nation, ancestry, traditional territory or affiliation with a home community such as a First Nation band. In spite of its imperfection, this property can serve critical structural needs such as querying and retrieving works by Indigenous artists or Indigenous-led organizations. Therefore, it may be used with caution and in consultation with Indigenous artists themselves until a better solution is found and implemented in Wikidata.

  • AREAS REQUIRING FURTHER WORK

As a multilingual knowledge base of everything in the universe, Wikidata holds a lot of potential for storing and sharing information about Indigenous artists and their works. However, in order to realize this potential, changes will be needed to accommodate the nuances and complexities of Indigenous identities and practices in Wikidata. To this effect, this project identified several recommendations for the Wikidata community. These recommendations are summarized in the next section. In addition, the project revealed areas that require further research and consultation:

  • Indigenous artistic and cultural practices should be further explored and documented in Wikidata (and in other Wikimedia projects).
  • Relationships such as band or clan affiliation require further consultation to determine if and how they should be stated in Wikidata

B) The profile and discoverability of Female LGTQPlus visual artists - Ingrid Petri, Our October 2023 Guest Speaker spoke to the importance of informed consent for this group because of the challenges of different legislation globally based on her participation in a Wiki meeting held in August 2023. In Frederic Julien's work above, he provides a link to email templates to address informed consent for Indigenous Artists in Canada. Ingrid reported to the WikiWednesday Project Team on August 16 based on her attendance at - the Wikimedia LGBT+ User Group Meeting - Wed 9 August. After hearing this report, we decided to address this issue in our October 2023 webinar with our webinar participants.

Through a recommendation made by Canada Council program staff, Victoria Stasiuk and one of the Series 2 Indigineous Advisors, Tracey-Mae Chambers, we met with Liz Barron of the Indigineous Curatorial Collective (January 8, 2024) and we became of aware of some of the academic work in the area of twin spirited female visual artists in Canada.

Depending on the project timeline and available resources provided by the Wikimedia Foundation General Support granting program and the Canada Council for the arts, the project team will assess whether or not these two policy areas will be addressed between now and December 2026.
