In order to assess the impact of our work over the years and to back our organizational direction with data, we commissioned an extensive evaluation research of our programs and the organization as a whole. This exercise revealed our strongest programmatic areas and influenced a re-categorisation of our strategic (priority) areas of work. From the research the highlighted programmatic areas that required our utmost attention and investment were: Education and Skills Building Programmes (such Kiwix4Schools, Wikipedia Ambassador Program, etc.), Training and Development Initiatives (such as ToT, Wiki Training X, etc.), African Wikimedia Technical Community, Africa Wiki Challenge and our Local Campaigns and Micro Grant Programmes.
These programmatic findings have led to a re-organisation of our strategic areas of work for the next 5 years. These areas as explained below captures the recommendations from the report on which programmes we should continue to invest and support.

Strategic Area of Work: Advocacy & Initiatives Description: This is to encourage initiative among community members as well as build their leadership skills in organizing and managing projects/campaigns. Education and Skills Development:
Kiwix4Schools Project : This project is rapidly becoming one of our flagship programs at OFWA. Kiwix is an offline reader that seeks to make educational content and resource materials available without the use of the internet. The goal is to make quality education affordable and accessible especially to deprived communities. The challenges of internet connectivity and data cost cannot be over-emphasized in developing countries like Ghana and Africa as a whole. Ghana’s internet penetration stood at 68.2% of the total population at the start of 2023 which indicates a 1.9% increment from 2022. Within the period of 2021-2022 we trained more than 2000 students in Ghana after launching the project in 22 secondary schools. We intend to extend the project in Year 2 and 3 in secondary schools in regions in Ghana where we haven’t launched yet.
The recent launch of the Kiwix4schools Africa Mentorship Program has seen to the project’s expansion beyond the shores of Ghana to the African continent. Overall, 100 participants out of 200 applicants were enrolled across Africa to undertake a course that taught them the essence of Kiwix and how they can practically roll out the program in their countries. 64 out of the 100 enrolled participants completed the course and graduated after being assessed by their assigned mentors.
After the project, participants from these enlisted five countries: South Sudan, Nigeria, DR Congo, Burundi and Tanzania were selected and funded to pilot the Kiwix4schools Africa project in their various countries.
The Africa mentorship program has increased our visibility on the continent and there have been calls to extend the project to other regions especially Asia. The subsequent editions of the Kiwix4schools Africa Mentorship Program are expected to enroll participants from other countries in Africa and beyond.
Wiki Ambassador Program: For the past 5 years we have been developing and iterating our activities on university campuses. While our clubs have been instrumental in this work, we have encountered persistent challenges in leadership transition.
In response to these challenges, we have developed the Wikimedia Ambassador program, aimed at effectively recruiting and supporting students who will lead activities on campus for a 1 year period after which we run the program to recruit the next set of leaders. Under this model forming a club will not be a requirement even though it could be one of the outcomes. The goal is to measure contributions of Ambassadors by the number of impactful activities/trainings/campaigns organized on their university campuses. This program offers a sustainable and efficient approach to ensuring leadership change and creates a healthy competition among universities as a leaderboard will be created to track work among Ambassadors.
TTAG Goes Digital: As part of our objectives to equip the youth with soft digital skills, we partnered with Pamitouch Foundation and the Teacher Training Association of Ghana to host a digital skill training program that seeks to empower teacher trainees across the 46 public colleges of education in Ghana to leverage technological advancements and enhance their teaching and learning practices.
The initial phase of the project was held at the Accra College of Education in Ghana in 2023. The 3-day training session was targeted at equipping teachers with skills on how to use Wikimedia resources in teaching and learning in the classrooms.
This long-term initiative is strategically designed to equip teacher trainees with the digital competencies required for future roles in the education sector.
Wiki Skills for Librarians: This program intends to introduce participants to various Wikimedia projects such as Wikipedia and Wikidata to enhance their scope of work as information professionals (librarians and educators). This initiative is in partnership with the Goethe-Institut Ghana and has a sole mission of empowering librarians with soft digital and open skills by using Wikimedia projects.
The target audience includes the heads of libraries, librarians, and lecturers from diverse universities and educational institutions.
Wiki Language Community: Wiki language community activities offer capacity building opportunities for translators within the community to improve their skills in contributing to Wikipedia in the respective local languages. These activities will provide a unique opportunity for members of our community to learn and augment their knowledge in translation.Our goal is to integrate Wikipedia into the educational programs of two universities, where teachers will be trained to implement the Wikimedia Education program as part of their in-class courses. We have already started engagements and organised some training for the Akropong College of Education and Ejumako College of Education Akan Departments.
Capacity Building and Community Development
African Wikimedia Technical Community: Since AWMT’s inception in 2018, it has provided a safe space for the developers in our community. The mission of this project is to create an enabling ecosystem for developers who are willing to learn and build new skills in the open space through volunteering as technical contributors from Africa. The temporal hiatus in 2021 affected networking and collaboration according to respondents from our recent evaluation. Following calls for expansion and the need to revive this community to solve technical challenges like creating tools, providing technical support, etc. faced by many African communities. AWMT is one of our key programmatic areas with the goal of becoming a technical and developer hub in Africa that creates a path and enables developers to identify and realize an opportunity for contribution within Wikimedia.
This program will be strategically held in series within the three proposed years. Most of the sessions are intended to be held virtually across the continent through a hybrid approach.
We will also organize a mentorship program with the aim of extending/creating AWMT communities in new countries across Africa.
Train the Trainers: As we continue to expand and set up hubs across the region, it is a mandate on us to ensure that the capacity of these volunteers who lead these hubs are well built to better support their communities. This we do by organizing an annual Training of Trainers workshop where all hub leaders from respective hubs come together to improve their skills on topics around leadership, community management, conflict resolution and advanced editing skills. This allows the OFWA team to constantly check in and measure the capacity of these leaders to ensure effective management of all our hubs and communities at that level. This training will also offer an opportunity for new leaders who have just started their hubs or clubs to learn new skills, understand the organization's structures and byelaws as well as discuss new ways of improving processes at the regional levels. Lastly it will provide these leaders an opportunity to connect with their colleague leaders, learn about their initiatives and share ideas from their respective hubs. For the past two years of hosting this program, we have witnessed significant growth and impact in hubs and have proven to be a sustainable model of providing decentralized support for our community spread across the regions.
Hub Activities: Over the years, training and development has become a hallmark of OFWA through our effective decentralization system based on our hubs and clubs module. Our hubs and clubs across the country hold training sessions on Introduction to Wikipedia, Wikimedia Commons and other sister projects on a monthly basis with funding from OFWA. The impact of this cannot be overlooked as it is voted at a 90% satisfaction rate by our community and also serves as a means to recruit more volunteers.
Planning Wikimedia Ethiopia support: Since OFWA was established, we have actively played the role in supporting the establishment of about 5 affiliates on the continent. In 2023 we recruited some members from Ethiopia through our AWC campaign and we are currently training and building their capacity to effectively create and manage a community of their own.
Advocacy & Initiatives
Africa Wiki Challenge: One of our core objectives is to digitally preserve African content on Wikimedia platforms. Through this broad call to action, we invite contributors across the continent and beyond to contribute their quota in bridging the African content gap. This is undoubtedly one of our most popular programs with participants expressing their excitement and hope in bridging the aforementioned content gap. The opportunity to tell the African story by Africans themselves is one that has been highly welcomed by our community and has actually helped us expand beyond the shores of the continent. It’s also been one instrumental way through which we recruit into the movement. Our goal with the program is to invite and train new communities without a Wikimedia presence and in our last round saw the onboarding of a potential community. Participants of the evaluation found content creation on AWC effortless and more than half (57%) highlighted its impactful role in connecting to the African community, offering insights into culture and heritage. We are excited to have created about 12,000 articles in the 3 years of our existence. The last edition of the contest saw a facelift as we partnered with the African Union through the African knowledge Initiative. In year 2 and 3 we are hoping to get strategic collaborations with organizations like these who share in the vision of the project.
Campaigns and microgrants: Content campaigns happen to be one of our biggest strengths as an organization. We have run successful campaigns such as AWC, Founder’s Day, Wiki Loves Festivals, etc. Based on the evaluation report, feedback from our community members suggests that they would want to be more involved in the planning of these activities and not just participate. As a team, we tend to agree knowing how well we have built their capacities for a long time. We are therefore initiating this microgrant program to afford members the opportunity to run localized campaigns/programs and even develop their own innovative initiatives under the supervision of our staff. This is intended to ease the workload on us while encouraging our community to take initiative. Some existing initiatives that micograntees can pivot their activities/projects on: Founders’ Day is an annual writing contest open to Ghanaians to bridge content gaps about Ghana’s History, Creative arts industry and any relevant content about Ghana on Wikipedia. In the subsequent years, the contest will involve a lot more participation through partnership with heritage institutions in Ghana.
Wiki Loves Festivals (WLF)The focus of this content drive campaign is to highlight African culture, specifically festivals celebrations on Wikimedia platforms. Festivals are an integral aspect of Africa’s culture. These celebrations carry ancient traditions through folk music, stories, and performances, reflecting a nation's unique identity.

D.r Harry Barton Essel: University Lecturer at the Kwame Nkrumah Science and Technology (KNUST) who supported in the implementation of a Wikimedia Education Program at KNUST
Dr. Anima Wiafe-Akenten: A lecturer at the University of Education Winneba language school and the first person to have a PHD in a local Ghanaian language. She brings her expertise on board as a language expert and educationist and helped us establish the Wiki Club on campus.
Kweku Berko (User:Kweku Berko)- A community representative on the Board and Language enthusiast who supports developing language communities.

Jael Serwaa Boateng is the Executive Director of Open Foundation West Africa. She holds a BA in Psychology and Geography and is currently undertaking a MBA program.
Jael has over 4 years background in the Administrative sector where she garnered experience in human relations, business development, financial and administrative management.
Her role as an Executive Director has seen her exhibit leadership qualities that has strategically directed and helped the organization to grow the impact of work being executed in the sub-region.
In overseeing the daily operations of the organization, Jael has provided executive direction of all program strategy, compliance, quality assurance, and program efficiency of Open Foundation West Africa.
Ruby Damenshie-Brown (User:Ruby D-Brown) - Programs Officer ( Paid staff) Ruby Damenshie-Brown is a Programs Officer at Open Foundation West Africa. She is a passionate open knowledge enthusiast, Wikipedian, and women's and climate advocate with a wealth of experience in project and program management.
Since 2019, she has been an active editor on Wikipedia, and has contributed to Wikimedia projects and organized several campaigns within the movement. Ruby's expertise and experience in developing and implementing programs and projects were recognized when she was selected as the Wikiforhumanrights Fellow 2022.
Ruby possess skills in research and evaluation which has contributed to community growth and improved the impact on our projects and programs. In this current role, she focuses on developing and implementing diverse programs across the continent that aims to enhance education, capacity building, and digital content about Africa through Wikimedia Projects. Her work contributes significantly to the advancement of knowledge and opportunities in the region.
Eugene Masiku (User:- Communications officer (Paid staff) Eugene Makafui Masiku is the Communications Officer of the Open Foundation West Africa. He holds a BA in Communications from the Ghana Institute of Journalism and has practiced as a communicator throughout his professional career.
His interest in the open movement peaked after he joined Open Foundation West Africa as a staff. Eugene is currently an avid editor of Wikimedia platforms particularly Metawiki, Wikipedia and Wikimedia Commons. He doubles as a graphic designer, photographer and the brain behind creative directions of Open Foundation West Africa.
Eugene’s roles include community engagement through the designing of newsletters, website management, social media management, managing the organization’s brand in all and a host of other responsibilities that seek to uphold the name of the brand up high . He also serves as the liaison between the organization and the general public, particularly media outfits.

Joris Darlington Quarshie serves as the Community Lead for the African Wikimedia Technical Community, where he oversees activities that seek to advocate for inclusivity, diversity, and knowledge sharing within the African tech ecosystem. With a multifaceted career spanning technology, cybersecurity, education, and community building, Joris is a true exemplar of a modern tech professional dedicated to making a positive impact.
Joris holds a bachelor's degree in information technology from the esteemed Accra Institute of Technology.
Joris has demonstrated expertise in Azure Data Science, holding the title of Azure Data Scientist Associate. Additionally, Joris is a Certified Network Security Specialist, having earned this distinction from the International Cybersecurity Institute in the United Kingdom. These certifications underscore Joris's commitment to staying at the forefront of technology and security in today's digital landscape.
Kwaku Berko - Local language translator (Volunteer) Kwaku Berko is holds a Bcom Accounting and a Msc. Accounting Finance. He is also a professional photographer and a translation expert. Mr. Berko is passionate about preserving African languages, and will seize any given opportunity to contribute his quota to attain it.
He joined Open Foundation West Africa as a volunteer in 2017 where he found a home the world of Wikipedia and its sister projects. He particularly showed interest in translation and has never looked back. He has hosted a number of training sessions
In 2021, Mr Berko was nominated to be a Community Board Representative on the organization’s board. After his term, he joined the team in 2023 as a Language/Translation coordinator where his role is to engage Universities and Colleges on how to promoting the use of Wikimedia projects in classrooms.

Media partners - Media partners support the work we do by offering us airtime to share insights about Wikimedia and our ongoing projects.
Technology Hubs - These partners are integral to our growth strategy and they support us with training spaces where our hub networks across the regions convene for their meetups.
Project partners - We collaborate with partners on specific projects who support us in diverse ways. Our established partnership with the Goethe Institut and AFLiA through the Wikiskills for Librarians project has seen to the training of at least 20 librarians from public universities in the southern sector of Ghana in wikimedia resources especially wikidata to aid and digitalize their work. This has led to the subsequent implementation of this project in the northern sector due 20th September.
Universities and other educational institutions - These institutions provide us with free training space on campus, and access to their students through the establishment of campus clubs. Beyond the provision of free training spaces, new partnerships with Universities seek to inculcate wiki training in their academic curricula. We are currently working with the University of Energy and Natural resources in this regard. Our Kiwix4schools program seeks to digitalize the educational curriculum while making resources available and accessible offline. This has been successfully implemented in some educational institutions across the country through stable partnerships with these institutions and continuous partnerships with similar institutions will lead to the expansion and sustainability of the program.
Government agencies - Governmental organizations can be great allies and strategic partners to amplify one's work. We have partnered with institutions such as the Ministry of Information, GMMB, National Film Authority, Ministry of Tourism and Ghana Library Association. Our partnership with the Africa Continental Free Trade Area (AfCFTA) resulted in the Executive Secretary to the Secretary General being nominated by the secretariat to be the keynote speaker for the launch of Africa day Campaign under the theme “Africa Continental Free Trade”.

Last year, Africa Wiki Challenge (AWC) was excluded from our budget due to our partnership with Africa Knowledge Initiative (AKI) which secured funding for the project. However, with no imminent sign of such sponsorship this time around, we have no option than to include it in our budget. This accounts for the leap beyond the expected 20% increment. I hope this information provides clarity to the committee while making a decision.

Media advocacy has been included in our plan and will require additional funding. This project was borne out of the Ghana Polls initiative where we engaged and trained the media using wikipedia and other actionable strategies to combat misinformation and disinformation.

The increment is to cover inflation and the fund the Wikipedia and the media initiative which was borne out of the Ghana Polls project.
The feedback from participants of the media training was overwhelmingly positive, with many expressing interest in future training sessions and additional resources to support their work.
Building on this success, we plan to expand the initiative by conducting media advocacy through both virtual and in-person training sessions. Furthermore, we aim to share our learnings and experiences at the Digital Rights and Inclusion Forum (DRIF) 2025 in Lusaka, Zambia.
