We expect to have two main types of participants:

  • Wikimedia affiliates’ leaders or professional members that lead and/or execute advocacy and public policy initiatives around the Internet ecosystem, whether on a local or regional level (this includes WMF staff members).
  • Other regional organizations’ leaders or professionals, with experience in public policy and Internet regulation.

We do not exclude the possibility of engaging some local decision-makers or policymakers who could participate in some events or activities during the meeting.

  • Facilitate a space for community discussion to identify strategies and tactics that take advantage of the opportunities and address the challenges posed by Internet regulatory developments that have been identified as relevant around the world for the Wikimedia movement.
  • Continue improving advocacy capacity building and knowledge sharing among Wikimedians to influence Internet regulatory processes to protect and promote Wikimedia projects and their communities.
  • Contribute to the strengthening of a network of Wikimedians interested in advocacy and public policies that are based on previous and existing efforts and encourage the exchange of experiences and collective work in liaison with other global and regional specialists.

The most important actions to achieve these objectives are:

  • Design a program focused on the community's priority issues on Advocacy and Public Policy that promotes learning, networking, and capacity-building spaces.
  • Generate participatory dynamics to encourage participants to feel comfortable sharing their experiences as well as to build an exchange network within and outside the Wikimedia movement.
  • Develop different formats of presentations like project presentations, panel discussion spaces, workshops, and practical learning sessions that allow us to identify priorities and opportunities, exchange experiences, promote peer-to-peer capacity building, and generate new partnerships.

17. Will your work focus on involving participants from any underrepresented communities?

18. Do you intend to invite or engage with non-Wikimedian individuals or organizations? If so – can you explain your intention for this outreach?

The event is intended to be dedicated mostly to Wikimedians with experience in advocacy and public policy initiatives. Yet, we do want to engage other regional professionals or advocates on digital rights and human rights in the Internet ecosystem that could or would be part of the UNESCO conference in Santiago.

Our envision is to dedicate at least one track or session during the meeting to work directly with regional specialists who could bring some of their own experience and specific knowledge to the meeting, and even learn and benefit from Wikimedia leaders’ expertise.

19. What will you do to make sure participants continue to engage in your activities after the event?

One of the main objectives of this meeting is to consolidate an international collaboration network of Wikimedians and professionals who are dedicated to advocacy and public policy within the Internet ecosystem. To consolidate this objective, it is relevant that participants, and mostly us as organizers, continue promoting this collaborative work, through new and reiterative meetings, resource exchanges, workshops and capacity-building sessions, mail activations, etc. We want to keep promoting these discussions as a main topic within the movement (along with education, GLAM, climate change, etc.) and to set the bases for the consolidation of this network (being a first effort of the recent advocacy & public policy workshop hold in Wikimania 2023).

We want to propose 20 full scholarships for regional and international Wikimedians and 5 partial scholarships for global and regional professionals and digital rights advocates with previous experience working with Wikimedia communities.

We will launch an application process for all the people interested in participating in the meeting, using as the main criteria applicants’:

To evaluate the application process and ensure its transparency, we will settle a scholarship committee composed of:

  • members of Wikimedia Chile’s board

27. Please outline the roles and responsibilities of the organizing team for the conference.

The whole meeting will be organized by Wikimedia Chile. We will though outsource some practical aspects of the meeting organization like flying ticket purchases, and facilitation during the sessions. At the same time, we will count on the advice of some other Wikimedia leaders who volunteered to participate in the program outline.

29. What kind of risks do you anticipate and how would you mitigate these?

Even though this is a small gathering, we have identified some potential risks that may affect its development as well as the way to mitigate them, like:

  • Obtaining visas to attend the conference and the community meeting. Mitigation: One of the reasons why we proposed Chile as a place to organize this meeting is because the country has a very light visa process to many other countries. In any case, providing timely invitations and communicating the need to consider visa application timings is one of the main strategies we are considering to avoid eventual visa problems.
  • Regional Participants' Overloaded Agendas. Mitigation: Coordinate with the UNESCO conference organizers to minimize scheduling conflicts.
  • Overcharging Wikimedia Chile's Team. Mitigation: Clearly identify and define the objectives of the event. This will allow us to allocate resources effectively and avoid unnecessary expenditures; Be mindful not to overload the program with activities. Striking a balance between content and participant engagement is crucial; Identify components of the event that can be outsourced without compromising quality. This could include services such as catering, printing, or logistical support; Strategically distribute the team´s efforts over time. By concentrating our endeavors on the first half of the upcoming year, we can secure the necessary resources, partnerships, and funding well in advance.
  • UNESCO Conference Not Taking Place or not occurring as planned. Mitigation: Stay updated with official announcements and communication from UNESCO regarding the status of the conference. Have a backup plan to repurpose the community meeting if the UNESCO conference is canceled or postponed.
