What are the main challenges you are trying to solve and your proposed solution?
- Ukraine is one of Europe’s largest countries, and Ukrainian Wikipedia is among the top-20 Wikipedia language editions. The main challenge informing our work is developing the ecosystem of free knowledge in Ukraine by advancing Wikipedia and its sister projects (both in the Ukrainian language and in other languages of the ethnic groups traditionally inhabiting Ukraine), as well as free knowledge more broadly.
Per our strategic direction, Wikimedia Ukraine has a five-prong approach to solving this challenge:
1) Fostering content enrichment of Wikimedia projects (e.g. organizing content campaigns such as article & photo contests, both with external partners and as support to community initiatives; cooperating with partners to advance GLAM projects)
2) Increasing the number and diversity of Wikimedia volunteers (e.g. working with institutions to implement the Wikipedia Education Program, holding events to attract underrepresented groups such as women or Crimean Tatars)
3) Providing support to the existing Wikimedia community and working to develop its capacity (e.g. holding conferences and other events, conducting training sessions, providing scholarships for external events)
4) Working to increase awareness about Wikipedia and the Wikimedia movement (e.g. working with media outlets, developing our presence on social media, creating informational materials)
5) Advocating for policy changes beneficial for free knowledge development (e.g. advocating for “free panorama” in Ukraine)

- Generally, Wikimedia Ukraine has two target audiences in our activities – 1) the general public (everyone potentially interested in our mission and willing to advance free knowledge by editing Wikipedia or other means); 2) members of the Wikimedia community (people who are already editing Wikipedia or participating in other way but could benefit from our support).
Our promotional and media activities are generally geared towards the former audience. We hold public events such as lectures and webinars, communicate with the media, support multiple social media accounts, create informational materials such as infographics and videos, and use other means to tell as wide an audience as possible.
One subset of this general audience are the groups generally underrepresented in the Wikimedia community. While there are multiple aspects of diversity we are focusing on, two major points of focus currently relate to women and ethnic minorities and particularly the preservation of their languages, particularly Crimean Tatars.
For the latter audience (the Wikimedia community), we provide scholarships and grants, hold training and experience sharing events, communicate interesting opportunities, provide support to community members’ initiatives, among other activities.
To retain our events’ participants, we use various communications mechanisms, such as inviting them to subscribe to our news – and making it easy to do so by supporting various communications tools such as social media accounts and newsletters – or sending periodic talk page invitations to our activities to participants who’ve grown less active. We also work to provide a pleasant and rewarding experience for participants during the events themselves so they are motivated to stay in the Wikimedia projects and participate in Wikimedia Ukraine’s activities in the future.

What do you do to make sure there is a good management of funds?
- We ensure it through various ways, including 1) competent accounting; 2) clear processes of approving expenses; 3) regular internal financial audits; 4) transparent reporting.
1) Wikimedia Ukraine’s grant funds are kept in a separate bank account. Two people, Board Chair & First Vice-Chair, have signatory rights. Our accountant prepares payment documentation & makes sure we comply with relevant regulations & submit up-to-date reporting.
2) All major expenses are approved by the Board, while operational expenses are approved by the Chair or respective Board members. Approval takes place in writing, via email, with knowledge of Chair & Vice-Chairs.
3) WMUA has an Audit Committee that monitors management of funds. Every month, it receives full bank statements; every year, it prepares a report for the General Assembly (GA).
4) Our financial reporting is public and transparent. Every half a year, we post financial reports on WMUA’s public site & present them to GA & the general public.
How will you contribute towards creating a supportive environment for participants using the UCOC and Friendly Space Policy?
- Wikimedia Ukraine has a Friendly Space Policy for every public event we hold, both offline and online. We make participation in the event conditional on accepting the Friendly Space Policy and inform the events’ participants repeatedly about the policy and its requirements. For every event, we appoint one or several persons responsible for enforcing the policy.

Overall our annual plan for 2023 is in line with the previous year's plan, and there have not been major changes; mostly minor corrections. Given that Ukraine is at war, and the situation in our country and our community is highly unstable, the plan is preliminary and might change based on the situation in 2023, particularly on the course of Russia’s invasion (i.e. we might be able to achieve more ambitious results if the situation becomes significantly better or, conversely, we might have to scale back further if the situation is negative throughout the year).

Overall we’re requesting a decrease from what was approved for 2023 because of the invasion. While we had envisioned a 15% increase year-over-year when submitting our grant application more than a year ago, primarily driven by planned organisational development, the ongoing war – which is likely to continue for at least part of 2023 – and subsequent cuts in community capacity make such an expansion hardly possible. We are now focusing on preserving existing programmes and incrementally improving them.
Key changes in the budget include:
- slightly decreasing amounts for the programmes likely to be affected either by the war directly (e.g. Wiki Loves Earth in Ukraine, wiki expeditions) or by war-induced decreases in community capacity (e.g. some content campaigns on Wikipedia and sister projects);
- increasing the amount for international scholarships, as in-person international events are back;
- adjusting pay for staff and contractors (a 5% increase year-over-year to account for inflation in USD terms).
