Part 1 Understanding your work

1. Briefly describe how your proposed activities and strategies were implemented.

2022年我們整體做了三個大的方向去實施活動策略:一是更多地與伙伴單位合作,減少協會自己介入的專案;二是重新介定職員的職務,明確分工後在不同的專案中進行分派,以利協同工作;三是定期重新了解各社群的狀況以需求,以提供較合適的資源協助。

這年的情況是COVID19疫情的緩和比我們評估地更久,原本以為下半年就會逐步恢復,但實際上到了年中都還是在擴散狀態。實體活動與合作都受到了很大的限制,我們收到的講課邀請有大幅減少、少數的活動被迫以線上進行,也影響教學效果。

我們儘可能以強化線上活動宣傳及倡議的方式維持住社群熱度,包括在Telegram上建立了台灣社群的聊天群組,還有針對社群網站的發文擬定了人物形象、每週排定發文排程等等。

2. Were there any strategies or approaches that you felt were effective in achieving your goals?

經營社群媒體部分我們已經找到很好的方法,即預立計畫。依年度而言預先查找年度本地節慶與全球紀念日,預先設定話題;同時也每週規畫發文表,提前審視不同類型發文的頻率及主題。

而三項專案的部分,去年台灣首次有團隊申請到聯盟補助。分會也在聯盟補助提案、面談時參與一部分的工作,大致了解審議委員關注的內容以及希望專案著重的面向。我們也認為依此輔導更多團隊爭取自有專案經費將有更多的把握。

至於政府的合作案去年的執行不完全成功。檢討過後發現一個好的專案頁面需要再做更多的簡化,儘量將寫作導向草稿頁面而非直接建立條目,這樣可以稍微減輕社群的衝突。

3. Would you say that your project had any innovations? Are there things that you did very differently than you have seen them done by others?

儘管不是去年才創新出來的流程,但是由於去年閱讀了維基愛古蹟國際團隊的報告,我們發現台灣在執行國際攝影賽事的經驗上可能與其他國家有所不同。我們很早注意到報告中提及過度注重攝影美學的可能,以及拍攝照片過於單一的問題。所以我們在評審組成部分以「2攝影、2主題專業人士、1維基人」的比例,以同時兼顧得獎作品的美學意義、知識內涵,以及在維基媒體上的實用性。同時也用訂立年度主題方式引導不同的照片拍攝亮點。相關心得我們發佈在Diff:https://diff.wikimedia.org/2022/12/02/conversation-a-reflection-from-wikimedia-taiwan-about-the-wiki-loves-monuments-dei-report/

2022年社群較少參與我們的工作,因為他們大部分也都面臨經營較為困難的問題。我們有整年度兩次請求回報編輯數量,其他工作則較沒有社群參與的切入點。

不過我們在年初時即與多個社群的主持人進行一對一的線上訪談,除了了解經營上的需求,也大致說明了分會方面年度目標、對社群的期待,以及根據其經營方向,討論可以和分會相互配合的部分。其中比較明顯有成效的是原住民族語社群協助參與開源社群的會議和Wikimania。

線上社群則有幾位活躍成員組成小組,舉行了跨國的編輯活動。雖然活動成果並不特別突出,但是從中協助了分會與其他國家社群的交流,同時也分擔了一部分的國際事務工作。

我們和合作伙伴政大原民中心持續合作推廣台灣原住民語言的寫作。主要協助有二: 1. 為布農族、賽德克族及太魯閣族、泰雅族、排灣族、阿美族、卑南族等開設編輯訓練課程。 2. 協助政大規畫「維基化」競賽,以競賽方式鼓勵族語寫作者不只寫作內文,也學習維基化的操作。

另外我們也注意到過去台灣參與的國際賽事只有中文翻譯的問題,今年在維基愛地球和維基愛古蹟,有請求排灣用戶組製作排灣語的CentralNotice

8. In your application, you outlined your learning priorities. What did you learn about these areas during this period?

我們列出的學習重點是了解如何促進小語言社群更加活絡的參與維基媒體社群事務,特別是推進他們去參與維基媒體事務包含如政策、UCOC以及2030等討論。

就我們的了解,目前小語言社群的發展面臨的比較是政策阻礙。

原住民族語發展的政策阻礙有兩點。一是因為語言人口稀少,維基媒體運動必須與其他台灣政府推動的語言發展計畫競爭極少數的使用人口。但是這對強調志願貢獻內容的維基來說相當不利。我們透過推廣維基媒體基金會新補助計畫的方式試圖引入更多的資源,但是要讓族語組織接受還需要更多的宣傳。

此外我們也透過提供各種會議、論壇參與機會的方式,鼓勵各族參與相關事務。2022年Wikimania有志工以自己的語言發表了演說影片。

台語則牽涉到書寫系統的選擇,以及目前iso仍只承認閩南語而非將台語視為一種獨立語言,這讓台語寫作者基於政治立場相當排斥。而客語則是相關組織更希望以通用語言推廣客家文化、而非以客語寫作。目前這兩個語的解決方案都還在內部探索中。因為稍有不甚可能會被認為分會有特定政治立場,如果找不到該語言社群內的意見領袖協助,可能無法突破。

9. Did anything unexpected or surprising happen when implementing your activities?

在處理原住民語言發展的資源時有兩個令人訝異的情況: 其一,在相關會議上族人向台灣的政府機關提出資源不足的問題。但是在聽聞基金會的補助方案之後,對於細節並沒有表示興趣。原因還需要更多的釐清。 其二,我們的合作伙伴對於純粹由維基媒體基金會或社群提供資源、非政府補助的方案表現負面的評估意見,認為即使有相同的經費執行類似的事務,社群執行的能量可能不足。

2022年鼓舞人心的事情是我們在台灣的南部找到第一個合作伙伴。做到這個需要不少的時間去經營互動以及相互討論彼些的價值。這跟在北部地方非常容易開發陌生客群的經驗並不相同,也是過去一直很難突破的窗口。而艱難的挑戰是彰化學校的合作案,在只能遠距教學、學校人員興致不高、專案本身主導者不明白維基規範等多方情況下,最後完成率並不高,還引起不少與社群間的磨擦。往後介入相關專案時如何更有技巧地突破一些限制,會對能不能快速吸納合作伙伴變得相當重要。

我們目前內部對於維基推廣活動的經驗跟工具都有一定的熟悉,也開始透過跟外部伙伴結合的方式,讓這些經驗個工作轉換成各類活動,讓許多新手投入貢獻維基媒體運動。不過與伙伴的合作和加入的新手都不一定有後續的互動,或者加入後停留在貢獻內容,無法成為社群拓展的助力。因為我們接下來需要培養的能力應該是關係經營與培訓能力。如果有一些工具或訓練這些能力對我們會很有幫助。

我們跟其他團體的夥伴關係已經有多年的探索。2022年最大的不同在於兩個與政府相關的合作案:一個是彰化教育處、一個是文化部。這兩個案子有個共同點在於主導的上頭單位都有設定明確的KPI,可是該目標就維基社群的實務經驗來說近乎不可能做到。過去分會建立的體系都希望控制合作規模,儘量在進度由分會主導、數量不干擾社群的情況下開展。但這兩個案子都有點超出分會人力能夠完成的範圍。而我們也發現即便是老師、研究員等一般認為具備寫作能力的人,在學習維基百科的寫作上也不如預期,因此「訓練少數種子人員,再擴散到所有參與者」的做法證實並不可行。這是未來需要思考如何建立相關資源的地方。

台灣分會原本就是基於對維基媒體和自由知識的認同才成立的組織,因此很難有大幅度提高歸屬感的情況。但是本會雇員在今年的對話之中,有表示更加了解維基媒體運動的內涵,同時也對於在工作職務表示出有更高的興趣。原因可能是在人力調度上有了調整,我們確定了每個人的職責,即便在一個專案中同時動用多名人力,也都會優先分派與職務相關內容,並且充分講解分派的依據。因此職員有逐步了解自己工作對維基的貢獻,也增進了認同感。

我們在台灣的文化平權運動中一直扮演很好的角色。原住民族語維基的成立有鼓舞到一些族群更積極地使用自己的母語書寫;同時去年也有想推動台語、客語的政府部分向分會諮詢意見,顯然我們的實務經驗及平臺角色能夠發揮一些影響力。

主要原因是去年台灣COVID疫情恢復情況比預期的差,以致於很多活動都以線上進行。場地費、交通費及餐飲費的需求大幅下降。一些預留給大型活動的獎勵品費用也沒有支出。
