台灣維基媒體協會為依法設立、非以營利為目的之社會團體，宗旨在推廣美國維基媒體基金會（Wikimedia Foundation Inc.，以下簡稱維基媒體基金會）所屬計畫。
2. What is the change that you are trying to bring about and why is this important?
Wikimedia Taiwan(以下簡稱WMTW) 自開始接受 SAPG 補助以來就積極在台灣拓展合作夥伴以及推廣業務。2021 年雖然臺灣在年中因為疫情的影響，許多的社群活動被打亂，但是我們的在合作夥伴的拓展上面並未受到大量的影響。臺灣許多的民間組織與政府單位在 WMTW 歷年的經營下，也開始對於維基媒體計畫展現高度的興趣，主動與我們洽談合作事宜，並在 2021 年有許多打下了許多新的合作基礎。
在臺灣目前許多合作單位對於維基媒體計畫的期待並不只侷限於中文維基百科，更包含Wikimedia Commons、Wikidata等不同專案，同時也涉及更多臺灣的本土語言，包含：台語、客語以及各原住民語。WMTW 目前正面臨著多方各式對於維基媒體計畫的多元需求，需要及時擬定解決方案、調撥足夠的人力，才足以因應這些合作單位提出的需求。
現在臺灣現有的維基社群主要活躍的維基媒體專案仍以中文維基百科為主，社群並沒有辦法及時協助 WMTW 提供相應的社群人力，並且我們也同樣需要更多的人力去協助中文維基百科社群在臺灣的發展，也就是說 WMTW 目前正面臨著人力缺乏、技術人才缺乏的問題。
在今年度的計畫中，我們除了透過增聘工作人員來填補 WMTW 的人力空缺之外，也希望透過鼓勵社群的進行更多元的維基媒體計畫培訓，或是協助合作單位建立自身的維基社群來滿足臺灣目前對於維基媒體技術人力的空缺。
3. Describe your main approaches or strategies to achieve these changes and why you think they will be effective.
專案一：教育專案
2021年我們在臺灣大學體系的推廣有一定的成效，成功拓展新的學校願意與我們進行中長期的合作；而在與g0v 零時小學校的合作關係也在今年為我們開展了新的教學模式，未來我們也將會繼續與他們合作開發課程模型。
我們發現隨著合作的教育單位越來越多，教育單位在維基媒體相關的諮詢或訓練需求也隨之提高，培植教育單位內的維基社群並且讓單位內部能夠有基礎的維基教學能力，我們將 2022年的目標放在合作單位的基礎維基師資培力上，同時我們也將過去的教育專案成果進行階段性的發表，希望吸引更多的教育單位與我們共同合作教育專案。
2022年我們將延續先前提出的三年戰略目標，同時延續我們2021年的成果，專注在教育社群的合作開發以及課程模型開發，希望能夠達成以下目標： 尋找更多在教育上的合作單位 在校園或是合作單位進行維基師資培力
我們今年將先完成以下工作： 參與臺灣教育相關社群活動 透過擺攤或發表議程來觸及更多教育社群 設計至少一個維基媒體授課模型 舉辦至少一場維基講師培力課程 製作講師培力課程簡報一式
專案二：館聯與維基數據專案
在2021年臺灣的館聯與維基數據數據專案因為年終疫情的影響下稍有停滯，整體工作目標轉向到了工作方法的探索與後續的應用可能性；然而，目前整個專案在臺灣的基礎建設仍然不足，包含知名度仍然不足以及社群的運作機制與工作方法尚未形成穩定的推動方式。
因此在 2022 年我們除了會延續 2021年現有的館聯合作案外，希望達成的目標是： 提高維基館聯在台灣的知名度 建置臺灣館聯機構維基社群基礎建設
為了達成以上內容，台灣分會將會： 提高社群知名度 透過擺攤或發表議程來觸及更多教育社群 每季至少公開發表一篇館聯相關報導或是國際案例翻譯 凝聚臺灣館聯機構的維基社群 建立至少一份維基館聯機構實務操作教學簡報 舉辦一次維基館聯實務工作坊 基於過去的館聯合作成果進行課程設計
而在推動 Wikidata 社群上，2021年 Wikidata 的社群工作轉向與政府機關與各式單位進行資料的介接，社群目前與許多單位都有穩定的合作關係。我們希望 2022 年社群能夠穩定發展這些合作，並能夠適時地向大家展現工作成果，並提高 wikidata 在臺灣的知名度。
在推動社群發展以及 wikidata 在台灣的發展部分，協會希望達到下列戰略目標： 鼓勵社群進行 wikidata 的中文基礎建設 協助社群了解國際 wikidata 發展
為了達成以上內容，台灣分會將會： 建立兩份 wikidata 中文說明文件 在公開活動至少發表兩次 wikidata 在臺灣的工作成果 每季至少翻譯一份國際 wikidata 訊息提供給社群
專案三：社群多元與健康發展
2021年臺灣維基社群的活動因為政府的疫情政策有停滯的狀況，因此許多原有的社群策略都因疫情轉向，我們更著重在疫情下協助社群的因應。因此，為了增加社群在面對外在環境的可能風險，同時也希望培訓新的社群經營人力，我們在 2022 年會結合過去已經發表的社群行為準則，進行社群經營的培訓以及基礎文件的建置。
在社群多元的部分，我們今年在臺灣語言上面除了陸續推動臺灣客家社群的投入，台灣的原住民語中也有越來越多語言陸續成立正式的維基百科版本，有些甚至開始了第二個維基媒體計畫的孵育，我們在 2022 年將會持續鼓勵臺灣各式語言社群投入更多元的維基媒體計畫，並且鼓勵各語言社群使用各自的語言發布社群文件。
在社群健康的部分，我們的戰略目標是：
對維基社群經營者進行培力
發展台灣各語言的維基工作

11. What are your strategies for engaging participants, particularly those that currently are non-Wikimedia?

在教育專案的部分： 我們發現在學校的推廣中，目前與成功大學、高雄科技大學的合作是相對有效的，合作的方式是直接與學校教授合作開設維基媒體系列課程，除了能夠大量培訓學生維基百科撰寫的能力，在每一個學年結束也能確保有心的學生持續參與這項課程。 為了繼續推動這樣的合作模式在台灣其他的教育機構進行，因此我們目前將教育專案的目標社群設定在教師社群以及自學社群之上，希望能夠透過他們原有的學習模式融入維基媒體計畫，進而達到推廣的效果。
Wikidata 與 GLAM 計畫： 在臺灣的GLAM計畫中，自2020年以來臺灣的 GLAM 計畫就一直與 Wikidata 有很密切的合作關係，我們也觀察到在這近五年來台灣的文化產業對於資料的紀錄產生很大量的需求，因此我們也不斷向他們推廣使用維基媒體計畫作為文化記錄的平台。 在這個專案中，我們將目標受眾設定在對於資料庫應用有需求的用戶，希望他們可以透過他們的資料庫與維基媒體各計畫連結或是透過維基媒體計畫來記錄他們的資料。
社群多元與健康發展： 我們非常注重與臺灣不同語言的合作關係，在2019、2021年臺灣都有語言成功離開孵育所成立正式的維基百科版本，我們在這個計劃上設定的目標受眾在關心台灣南島語系、客家語以及台語的使用者，並鼓勵他們投入相對應的維基媒體計畫。
