私の大きな目標は、現在および将来の日本人や日本語話者のあいだの言語能力および知的好奇心のギャップをなくし、全体の向上に少しでも寄与することです。
日本語は孤立語であり、英語が属するインド・ヨーロッパ語とは「文の構造」そのものが大きく異なります。日本語は母音が多く、子音の聞き分けが難しいなど、ネイティブの日本語話者が英語を学ぶのは難しいといえます。また世界共通語となった英語で新たな概念が次々と生まれ、概念を訳しきれず、英単語を日本語の文字で書き表し、外来語としてそのまま使っている単語がたくさんあります。外来語はしばしば、意味内容がはっきりしない空虚な言葉になります。
母語は、私たちが思考や感情を練り上げ、分析し、確認するための重要な道具であり、また古来からの日本の歴史、文化を伝えます。言語は変化していくものではありますが、インターネットがある時代の変化はあまりにも急です。また、第二次大戦後、何度かの国語改革があり、わずか100年前の文書を満足に読めない人がほとんどです。日本がルーツではない日本語話者も増えています。言語を習得し、言語能力を洗練させていくためには、良質な文を大量に読むことが必要です。これは誤解されやすいのですが、私が必要だと考えるのは美文ではありません。意味内容を明晰に伝える文章です。
スマートフォンの普及や、Google検索の上位に表示されるようになったため、ウィキペディアの重要性は増しています。ウィキペディアは何かを調べるための絶好のガイドです。百科事典ですから、各項目は具体的であり、空虚な言葉遊びになりにくいといえます。日本語版ウィキおよび日本語版ウィキペディアの参加者が良質な記事を良質な日本語で書き、閲覧者がそれらを読むことが、私の目標を叶えるための方法のひとつです。もし私たちがこういった変化を起こすことができれば、他の、非インドヨーロッパ系の言語版にも役立つでしょう。

2. What is the change that you are trying to bring about and why is this important?

1．さまざまな立場の参加者に安全だと感じてもらう。これには以下の二種の安全があります。 1−1．嫌がらせや脅迫・暴力といった犯罪的な暴力がないこと（すぐに何らかの対策を打てること） 1−2. 心理的に安全だと感じられること（議論があっても、人格攻撃やその他の不利益がないこと）
- 現在の問題点
- 1.新規参入者が執筆者として活躍できるようになるまでに、さまざまな困難がある。
- 参加者の口調は丁寧だが、新規参入者には冷たく感じられる場合がある。
- ルールや方針を守ることが重視されているが、新規参入者にはルールやルールが書いてある場所がわかりにくい。
- 上記の理由により、新規参入者は注意を受けやすい。そして、萎縮しやすい。
- 2.財団からの良い情報（たとえば、ウィキマニア参加者奨学金など）をうまく伝える経路がない。
- 3.オフウィキでの問題（5ちゃんねる、ウィキペディア・スレッド）: 「５ちゃんねる https://5ch.net/ 」という”4chan”のような匿名掲示板があります。そこで、継続的にjawpのそのときの話題をとりあげ、利用者のコメントや行動をあげつらい、茶化す人たちがいます。中心的な活動を行う利用者や管理者が話題になるため、存在を知っている利用者は萎縮しやすいといえます。一方で、井戸端では出ない貴重な意見が読めることもあり、一概に悪とも言えません。

2023-02-25現在、アンケートによる「jawpの環境に関する調査」を実施中。回答は30通弱ほどですが、自由解答欄に、かなり強い不満も散見されます。 クオリーを使った調査で、jawpの投稿ブロック者数が多いというデータがあります。
上記を踏まえて、より広範囲に調査を行う。
- なぜ重要か
jawpは、優秀で勤勉な古参参加者の力によって発展してきました。しかし今後、その方法で運営できるのか疑問です。 彼らの求める水準に達しなくても、新規参入者を受け入れ、また受け入れやすくしなければ、日本語版ウィキぺディアは廃れるでしょう。 廃れても良いという考え方もありますが、現在ウィキペディアの内容は、検索に最上位で表示されます。ですから廃れることは、日本語話者で、インターネット利用者全員の不利益になります。 逆に、日本語版ウィキペディアのコミュニティが健全で活発ならば、多くの閲覧者にとって有益です。私のビジョンにも一歩近づけるでしょう。

2023年内に、Affcom による認定を目指す。

- 1.「変化を嫌う方」とは別のルートから、新規参加者のサポートをする。
- 2.問題を特定するために、さらなる調査を行う。
- 3.財団や他のプロジェクトからのお知らせルートの確立（そのための調査）
- 4.日本語Wikisの、日本での社会的な立場をはっきりさせる。そのために、利用者グループをつくり、財団公認になり、東京都連携の公認団体になることを目指す。この規模のサイトで責任者がいないのは無責任すぎる。同時に、利用者が対外関係を行う際の身分証明としての働き（財団公認となり、名刺や会員証、メールアドレスなどが発行できる）

- なぜ皆さんは取り組みがうまく進みそうだと想定しているのでしょう。（下記より引用）
- うまくいくかどうかはまったくわかりません。うまくいくようにまず調査を行います。

【戦略2-1】 大規模な定量的な調査：利用者の満足度やコミュニティへの帰属感などを、アンケートで定量的に調査する。これは専門業者に外注する。その方が信頼性が高い。 【戦略2-2】定性的な調査：アンケートに加えて、個人に対する書面インタビューを行う。 特に、井戸端に参加していない人、女性や新規参加者、若年層、障害を公言している人を対象とする。彼らの意見や希望をすくい取る。
【戦略2-3】過去20年分の井戸端などでの議論をテキストマイニング等の手段で分析する。
【戦略3】（財団や他のコミュニティとのルートづくり）
現在、アンケートで財団やその他のプロジェクトからの情報を、どういう形式ならば受け取りやすいかを尋ねている。
【活動3-1】 財団の中でも「危機管理に関する部門」や「非公開ハラスメント報告システム」などを、各利用者がすぐにわかるよう提供することを、コミュニティ全体に強く進言する。
【活動3-2】 財団や他のプロジェクトからの情報やニュースが、発信者ごとにばらばらに伝達されるので、利用者の多くがニュースを無視する状況である。（日本語とローマ字圏の差のためか、この申請書を書いている私自身、財団や他プロジェクトの情報が目に入りづらく、無意識のうちに無視してしまうことがある） これをどこかにまとめて、日本語版向けにニュースレターのような形で編集して提供できないか。
- 戦略3の活動1をなぜ効果的だと考えるのか。
戦略3の活動1について。 2023年1月ごろ、法的な脅迫をしてきた利用者を財団法務部の信頼安全チームに報告することで、適切な対応を取ってもらった。jawp側でも、関係する数人でクローズドのメーリングリストを作って対応した。この事件は、たまたま、ベテランの利用者が関与していたためうまくいったが、新規参加者や孤立した参加者が同じ危険に直面する可能性もある。ひとりで悩むようなことがあってはならない。こういうルートがあると知らせることはきわめて重要である。 危機管理は重要な問題であるため、これだけは「うまくいくまで」強く進言する予定である。

- まずウィキメディア財団公認の利用者グループ（2023年内）になることが目標です。次に東京都公認の非営利団体化（2024年下半期）を目指します。
- 日本の大学には、学生ボランティアと非営利団体を仲介するポータルをつくっているところがあります。できればそれらの大学に依頼し、学生ボランティアに、今学んでいる専門の記事を編集してもらうことが、当面の最終目標です。
- マニュアルをつくることで、申請者やそのほかの方が引退、仕事を離れても、最低限の仕事だけは引き継げるようにしたいと考えています。

日本語版ウィキペディアでは、活動的な利用者は月間およそ6000人で、記事も次々と立項されています。しかしながら、宣伝記事めいたものも多く、またソックパペットが多いという噂を聞いたこともあります。つまり利用者の人数を調べても、純粋に記事や改稿で貢献したい「本当の参加者」の人数は判明しません。 現段階では、jawpにおいて、単に立項された記事数や、参加者の人数を測るより、別の事柄を調査したほうが良いと考えます。
