- The overall goal of this project is to improve the quality of the Tagalog Wikipedia through a targeted expansion of stub articles scattered throughout the project, encouraging both new Wikipedians and veteran members of the community to contribute to this effort. Specific goals of the project include:
- Encouraging quality, rather than quantity, as a more-appropriate benchmark of the Tagalog Wikipedia's success.
- Boosting community morale and camaraderie by providing a venue where editors, both old and new, can interact with one another and work together towards improving the Tagalog Wikipedia.
- Resolving long-standing disputes and differences over existing language policy on the Tagalog Wikipedia, including differences in opinion over vocabulary usage, translation, naming conventions and orthography (spelling).
Measures of success

- We will consider the Salinfest a success should the following criteria be met:
- At least 200 articles have been de-stubbed.
- At least ten editors edit the Tagalog Wikipedia very actively (over 100 edits/month) over a minimum of three months. This is considering that since the establishment of the Tagalog Wikipedia, there has been no more than eight very active editors a month ([1]).
- There is a concrete agreement over language policy reform on the Tagalog Wikipedia, which shall be publicly announced for the guidance of the public.
Project scope and activities

- There will be three major activities that will take place in the course of the Salinfest:
- Edit-a-thons
- Edit-a-thons are the keystone activity of the Salinfest, which will be held at least three times over the six-month duration of the project. While edit-a-thons are generally limited to a particular scope of articles, for this project, the edit-a-thons will focus on general expansion of stub articles of any topic. The edit-a-thons will be partially tracked, with new editors having the opportunity to be oriented with how to edit Wikipedia before jumping into the edit-a-thon proper.
- Consultations with groups
- In order to make the Salinfest more effective, we intend to hold dialogues and consultations with various groups and stakeholders in order to chart the future of the Tagalog Wikipedia and how content should be written on it. To this end, we intend to hold discussions with the Commission on the Filipino Language, as well as groups such as Defenders of the Indigenous Languages of the Archipelago, the Filipinas Institute of Translation and the Filipino departments of various universities, in order to also put to rest disputes over language policy on the Tagalog Wikipedia.
- Culminating activity
- On December 1, 2013, Wikimedia Philippines will be celebrating ten years of Wikimedia in the Philippines, and since this is the tenth anniversary of the Tagalog Wikipedia, the Salinfest will celebrate the project's tenth birthday with a final edit-a-thon, as well as other activities for the day.

- Participation and Reach. The Salinfest is intended to be a project where both veteran Filipino Wikipedians and new editors can contribute and work together to improve content on the Tagalog Wikipedia. Although the Tagalog Wikipedia is the oldest and most established of the Wikimedia projects in a Philippine language, only 4.3% of all page views and an even smaller 2.9% of all page edits in the Philippines are made on the Tagalog Wikipedia (data: [2] and [3]), with English being overwhelmingly dominant. This project seeks to address that through bringing in new editors who may be able to contribute to the future success of the Tagalog Wikipedia, as well as encouraging use by providing information which is not only readily accessible, but also of high quality, to potential readers in the Philippines, particularly those who prefer to read information in Tagalog/Filipino.
- Quality. Unlike traditional edit-a-thons, which seek to generate new content, the Salinfest primarily seeks to target the expansion of existing content on the Tagalog Wikipedia, particularly as many articles on many topics are still stubs with no means of ever being expanded without outside intervention and editor encouragement. In the last five years, thousands of one-line stubs on a variety of topics, from species of fish, to minor planets, to even years, manga series and South Korean entertainers, have been generated on the Tagalog Wikipedia: a phenomenon which began with the controversial addition of thousands of articles on French communes on the Cebuano Wikipedia, then followed by the Waray-Waray Wikipedia a few years later. This project aims to reaffirm that it is quality, not quantity, that makes a Wikipedia, despite the belief held by some editors that numbers are really important: for example, one of the users involved in generating stubs on the Tagalog Wikipedia had declared on his/her userpage that his/her goal is to expand the Tagalog Wikipedia to 100,000 articles in order "to catch up to the 100,000-plus articles of the Warays".
- Credibility. Improving the content of any Wikipedia has a direct correlation to how Wikipedia is perceived in terms of credibility. In 2010, GMA News and Public Affairs released a report criticizing the lack of science articles on the Tagalog Wikipedia. As the Salinfest deals with expanding existing content before adding new content, the project can encourage editors to improve articles that already exist, discourage editors from simply contributing hundreds of stubs at any one time, and, in turn, reaffirm the Tagalog Wikipedia as a credible, viable encyclopedia in Tagalog/Filipino: the only encyclopedia written in the language.

- This project is focused on editor retention, as it focuses not only on bringing new editors in, but also encouraging them to stay, while at the same time reigniting the interest of older editors in the project.

- Yes. The Salinfest is designed to be replicated for other Wikipedias with a high incidence of stubs, and we intend to roll this out with other language projects in the Philippines in due time. Other groups may also choose this approach as an alternative to traditional edit-a-thons, which emphasize the creation of new articles. As we will be documenting the output of this project throughout its lifespan, other groups who may choose to make their own Salinfest-type events can definitely refine the way the project was implemented for the Tagalog Wikipedia.

- We expect more editors from the Philippines to participate in the projects at large, and in the process we also expect that the movement will benefit from a better perception of the projects both here in the Philippines and abroad. We are also looking at securing media coverage throughout the course of the project, and we also hope to improve Wikimedia's standing with the Filipino academe.
