Participants

Volunteer selection

Application for the program was opened on December 28, 2013, and was closed by March 21, 2014. There were 92 applications that were received by the closing date.

There were 2 levels of screening done during March 22 to 23rd, 2014. The 1st screening was done by Joel Aldor, and the results of the 1st screening were endorsed to Eugene Villar, Roel Balingit and Manuel Noche for 2nd screening.

Criteria for selection

1. Amount of time they can devote for the project per week/per month
2. Amount of motivation and commitment to do such volunteer work
3. Literary style and content
4. Willingness to write/edit content for Wikipedia, and upload content on Wikimedia Commons

Fifty-six (56) volunteers eventually made it to the selected list of participants for the 3-day workshop, while twenty-one (21) people were put on the waitlist. Fifteen (15) other applications did not pass the 1st screening. As of March 24, 2014, confirmation letters have been sent to all applicants of the results of their application via e-mail.

Three (3) people from the waitlist were eventually transferred to the selected list on March 31, 2014, while another three (3) were transferred on April 9, 2014.

Three selected volunteer participants, victoremmanuelquintos, diverquim and Ryomaandres were not able to attend to the workshop, due to personal reasons. Total number of volunteer attendees is 49, with one participant (Antonio Ganal) who was not included in the shortlist eventually given scholarship for the workshop.

Conference

With some slight changes in the original schedule proposed on the grant project, the 3-day workshop was implemented smoothly and successfully, without any major issues or untoward incidents. Below was the programme followed for the 3-day workshop.

The Chairman of the National Historical Commission of the Philippines, Dr. Maria Serena Diokno, was unable to attend the 1st day of the conference due to a prior official business trip. The Organizing Committee, however, was able to invite the head of the NCCA National Committee for Monuments and Sites, Atty. Lucille Karen Malilong-Isberto, to deliver the Welcome Remarks.

Archt. Augusto Villalon provided the Keynote Speech on the 1st day, inspiring the volunteers to trailblaze on the advocacy for heritage conservation, of which he pioneered in the country. During the 2nd day, heritage practitioners Christian Aguilar and Martin Imperial Tinio, Jr., also provided talks about opportunities on specialization in cultural heritage.

Archt. Manolo Noche did a very educational/entertaining two-part lecture primer on identifying built heritage, as well as providing pieces of advice on how to go around towns and cities and properly documenting heritage sites.

It was noted by the Board of Judges during the Presentation and Critique on the 3rd day, and in particular by Archt. Augusto Villaon, that the volunteers were able to map and document heritage sites that are beyond religious in nature, and the selection of heritage sites presented by the volunteer were very varied and interesting. This shows the effectiveness of the training and lectures, and how the heritage volunteers were able to become more comfortable in taking interest and documenting everyday heritage, and not just "churches, churches, churches...", as Archt. Villalon noted on his keynote speech.

Highlights: Winners

During Day 2 of the workshop, volunteers were divided into sixteen (16) groups, each deployed into one of the sixteen (16) districts of the City of Manila to select a particular heritage site for documentation on Wikipedia, Wikimedia Commons and the Philippine Heritage Map website. The groups spent the rest of the day until early next morning preparing for the presentation and critique with the Board of Judges on the 3rd day.

Certification Period

Post-workshop certification period was set from May 5 to June 3. Volunteers who completed the 3-day workshop were required to do the following in order to pass the certification period:

At least three (3) new dedicated heritage site articles, or update three (3) stubs

At least ten (10) images per article, all uploaded on Wikimedia Commons (a total of 30 images minimum)

At least six (6) markers on the Philippine Heritage Map website, three (3) markers of which are for heritage sites with dedicated Wikipedia articles and another three (3) markers for heritage sites that have no dedicated Wikipedia article.

Duly-accomplished expense report, submitted to the Treasurer, with supporting documents and receipts

The criteria used to certify the volunteers were as follows:

Lessons learned

What lessons were learned that may help others succeed in similar projects, or that may change the way you are doing this project?

What went well, or is going well?

1. The biggest contributor to the success of the project was its proper and careful preparation and coordination, with the help of volunteers from the Molave Theater Group of the Polytechnic University of the Philippines. The 3-day conference went very well, with no untoward incidents or major issues for the volunteers.
2. The National Historical Commission of the Philippines has explicitly expressed its support for the project, and the Organizing Committee is continuing to work closely with them to provide further expertise, resources and assistance for the volunteers as they continue their documentation activities throughout the project year.
3. Smart Communications, the largest telecommunications company in the Philippines, sponsored the internet connection during the conference. They also have expressed further interest in supporting future activities related to the project.
4. A significant number of volunteer participants have shown great potential, through their articles/photos/mappers created during the certification period, to greatly contribute to the Cultural Heritage Mapping Project throughout the project year.

What did not go well, or is not going well?

1. Three participants backed-out at the last minute, due to personal reasons. This despite another round of registration was done.
2. Based on the feedback/answers of the volunteers from the Post-Workshop Evaluation, a good number of volunteers are still encountering difficulties following instructions on creating Wikipedia articles and uploading images on Wikimedia Commons. This despite being provided with the training, course ware and online resources.
3. Internet connectivity became an issue for a number of participants; however the issue was remedied on the last 2 days of the workshop.
4. The turnout of the certified volunteers were lower in number than expected. A number of reasons were attributed to the low turnout, mainly because of work, school and family schedules that went in the way, based on the feedback obtained from the volunteers. However a significant number of these people have expressed their intention to continue creating articles on Wikipedia and mapping heritage sites, on their own accord, and even without financial support given for certified volunteers.

From your answers above, do you plan to change anything you are doing as your project continues?

1. Due to the turnout of the number of certified volunteers, it will be very hard to reach the original goal of 1,600 Wikipedia articles and 13,500 images on Wikimedia Commons, by the end of the year. We will have to lower the number to a minimum of 1,000 new/updated articles and 5,000 new images as our target. The original numbers will be reached and exceeded eventually, as we continue the workshops in the succeeding years.
2. The Organizing Committee, however, recognizes that a number of volunteers who did not pass the certification (they dangled just below the 75% passing grade), actually did substantial work on Wikipedia, Wikimedia Commons and the Philippine Heritage Map website. For this reason, we will hold a remedial course and another round of certification for these volunteers, in order to eventually get certified and enjoy the benefits being provided.
3. To encourage continuity and motivation of both certified and non-certified volunteer participants, we will continually hold mini-editathons scheduled throughout the project year, with more focus on creating quality heritage-related articles and photos on Commons. We will also tap into the resources of Smart Communications and The National Historical Commission of the Philippines to provide resources, expertise and tools for the volunteers to be able to do their work better.
4. We will reach out to the non-certified volunteers who were not able to submit anything during the certification period to obtain feedback as to why they failed in submitting the required deliverables. This will help us in adjusting our screening process in the next workshop.

• To come up with a single, comprehensive and authoritative map, repository and reference of the most recent photo & text documentation of all cultural properties in the Philippines, as defined by the Philippine Cultural Heritage law. All content and data produced by the volunteers during the project year will be placed under Creative Commons Attribution-ShareAlike 3.0 Unported License and Open Data, and will be aimed towards
  • enriching Philippine-related topics/content in Wikipedia
  • use as reliable reference for academic purposes, as well as further documentation and heritage conservation initiatives by the national and local government agencies and the heritage/education sector.
• To equip volunteers with the necessary knowledge, skill-set, tools and resources to enable them to become active contributors in Wikipedia and Wikimedia Commons.

Do you expect to reach your project's goal? Why or why not?

The quality of work by the volunteers, plus the support and interest by our partners and sponsors, have shown great promise. Should the project be funded in the succeeding years, it is expected that the number of volunteers will significantly increase, leading to exponentially more articles/photos/markers (considering the online buzz generated about the project). Therefore, we expect that the project will reach its goals and objectives, not just at the end of the grant project year, but in the long term as well.

With proper coordination and careful planning, the 3-day conference went smoothly and successfully. The volunteers were able to understand the long-term goals and objectives of the project, and they understood as well what is ought for them. As stated earlier, the quality of work by the certified volunteers have shown great promise. In the coming months, the same kind of planning and coordination will be implemented; this time, with the deployment of the volunteers around priority heritage sites/zones, as well as continual training sessions to be held throughout the project year.

A post-workshop evaluation form (using Google Forms) was sent to the participants to gather feedback about the 3-day workshop. There were 28 participants who submitted their evaluation, paying attention to the quality of the talks/lectures and training resources provided. Speakers/lectures were graded accordingly (1 to 5, 5 as highest):

Based on the feedback provided by the volunteers, they liked the animated, entertaining and inspiring talks provided by Archt. Manolo Noche, Christian Aguilar and Martin Imperial Tinio, Jr. the most. Wikiexpedition: Manila was also touted as the most-liked activity by the volunteers.

In contrast, the volunteers have also said that they liked the lectures about creating/editing Wikipedia articles and proper citations the least, among the other talks. They have cited reasons for liking the talks the least, such as information overload, too much technical stuff and very limited time to apply the lectures into practice during the 3-day workshop. There were also concerns on the difficulty connecting to the internet/slow connectivity during the workshop, even though the internet connection was provided by Smart Communications, as well as the internet facilities of the hotel.

Apart from these, the volunteers have responded positively with the hotel facilities, cleanliness of the venue, food, courtesy of the hotel and conference staff, adequacy of courseware materials and the prizes. In addition, the participants have responded that they understood their responsibilities as volunteers, post-workshop and post-certification.

Overall, the whole workshop was graded with an average of 8.07 by the volunteers (1 to 10, 10 as the highest). The feedback/input provided by the volunteers will be most valuable for improving the succeeding workshops and related activities, should the project continue in the next few years.

Impact

1. Some members of the Wikipedia community have expressed their support, telling us how they were impressed with the surge of new articles related to Philippine architecture and heritage. There had been great interest on nominating many of the articles under the 'Did You Know' column of the Wikipedia main page. This shows how the editor community has started to see the value of the volunteers' work for Wikipedia.
2. The National Historical Commission of the Philippines have been keen in providing assistance, support and expertise to the volunteers, therefore strengthening the partnership of Wikimedia Philippines with the cultural sector of the country, and providing potential for spawning new projects where the Philippine Wikimedia community will greatly benefit, and will create positive impact to its beneficiaries.
