editWhat is the problem you're trying to solve?
editWikipedia needs contributors, however not everyone is acquainted with wikipedia or its system. They know how to extract information, but they don't know how to contribute easily, or how to go beyond wikipedia. We need to educate such people in the basics of this first, and how to extract information correctly. There is also a surge of MOOC's. Wikipedia should take part in that, giving free and accessible education to all (especially now that other mooc providers are slowly trying to make more money from their activities - alienating a part of their base) .
What is your solution?
editWikipedia will directly host online courses from other universities and individuals. It will have rating system and other systems that are available in popular mooc's (such as a forum). Wikipedia will encourage users to submit their own educational content, as a sort of a project system, which can be reviewed or peer assessed. The idea here is not to submit more content (the users that are doing this for the first time will likely not have good contributions) but to educate the public in how to make good quality submissions(thus the peer review system). There will be accreditations for these efforts. Over time, this will generate a public that can easily distinguish fact from falsity, and educate themselves in this age where information is everywhere.

editMy background is in biology, mostly cognitive neuroscience. I am addicted to taking MOOC's and that is what inspired this idea

- Great idea. But I do not see it happening anytime soon. The problem is that Wikipedia is volunteer driven. MOOC development or stuff like that require an organized approach. Even if I do not consider that only a small segment of articles would be relevant for your proposal, this idea has its own downsides. This would be comparable to getting an article to A class or GA class or FA class. While your idea is impressive and commendable, you need to understand that the bulk of articles are in Stub and Start class. Your idea can only be implemented once Wikipedia achieves the next level.
