For the abuse filter, a parameter is needed to set-up a user separation filter, where 2 conflicting users or user groups cannot edit a page for a certain time period after the other has edited a page. See phabricator Ticket 125723

Analyse conflicting users' block history, analyse occurence of these users on the page 'Administrator intervention against vandalism' as a reported user and as a reporting user, analyse rollback behaviour before and after installing the separation filter

How would your measurement idea help your community make better decisions?

After you are finished measuring or evaluating your Wikimedia project, how do you expect that information to be used to benefit the project?
