Provide details about the method or process of how you will evaluate your community or collect data. Does your idea involve private or personally identifying information? Take a look at the Privacy Policy for Wikimedia’s guidelines in this area.
After landing on a wikipedia page providing an easy login mechanism or "remember ne" mechanism may help identify a user. Once identified the history of articles browsed on wikipedia that are untagged can be presented to the user as a group and the user should be allowed to group these under a tag or mulitple tags. Once tagged these tags can be used for further grouping by the user. Similarities of articles read could be analyzed and set of users to follow can be presented to the users for selecting. Users can then be allowed to create global tags that has an aggregation of articles probably in a very organized manner which could then be created into a wikipedia article or a reading guide for wikipedia that is created by groups. Many such reading guides could be created for domains, technologies, focused topic studies, etc.

After you are finished measuring or evaluating your Wikimedia project, how do you expect that information to be used to benefit the project?
Would change the way an entire topic can be studied using a single source "Wikipedia". Quality of the article in terms of easy readability without complex terminology, and list of articles that could be used to study a topic in a continuous fashion can be outlined
