What is the problem you're trying to solve?

The diverse indigenous musical instruments across the Philippine archipelago are scantily documented in Wikipedia, much less their technical descriptions, measurements and representative "sound bites." This project will endeavor to solve a systemic imbalance within Wikipedia and Wikimedia Commons by improving and increasing content relating to indigenous Philippine musical instruments.

What is your solution?

The project team and its volunteers will document indigenous Philippine musical instruments in the actual places and the tribes where the instruments originate. We will seek to interview the tribal practitioners and masters of their instruments among their respective tribes. Documentation shall include the instruments' dimensions and relative measurements, techniques, origins, local name, tribal masters and functional purposes (i.e. for rituals, marriages, harvest, etc). Some of the volunteers will also take pictures and draw illustrations of the instruments; and record sound bites and excerpts from the instrumentalists. The outcome of our survey will then be written and uploaded to the online projects of Wikimedia.

This project aims to increase the coverage of indigenous Philippine musical instruments in Wikipedia and Wikimedia Commons, and improve their content. Despite much extensive research and documentation about indigenous Philippine music in the country’s academe, a freely accessible knowledge base of it must be made available to the world.

As the expanse of localities that will be covered are geographically and culturally challenging, this project shall be divided into phases. We will have to coordinate with the Local Government Units of each area, such that we may be immersed unobtrusively with their respective tribal cultures and gather precise information organically. As such, this particular proposal for the year 2016 is Phase One that will focus strictly on musical instruments originating from the Cordillera Administrative Region or CAR.

Western musical instruments and sonorities have dominated popular Philippine music since the beginnings of Spanish and American colonization, causing the majority of Filipinos to dismiss the vast musical traditions and instrumental heritage of their native folk. The living yet endangered tradition that survives among the country's indigenous population must be cataloged and documented. Hopefully, this project will also dramatically contribute towards the preservation of folkloric musical culture in the Philippines for the benefit of future generations.

Optionally, the project team and the volunteers may also document auxiliary information (i.e. beliefs and history) about the tribes themselves as related to their music and musical instruments.

The project team has sought the advice of the University of the Philippines Center for Ethnomusicology in this regard, as they continue their extensive research on indigenous Philippine music and their localities. The minimum headcount for the Volunteer Team will include two writers/editors, an illustrator, a photographer, a recordist, and a Local Government Unit (LGU) coordinator. A dedicated academic consultant and field researcher will provide training and administrative support. Coordination with appropriate government agencies, particularly the National Commission on Indigenous Peoples (NCIP) and the League of Municipalities of the Philippines (LMP), will be carried out before the survey commences.

Prior to the group expedition begins, the project leads will scout the intended tribal territories and conduct a thorough workshop on Wikipedia editing and Wikimedia Commons content uploading for those team volunteers who are new to Wikimedia online projects. There will also be a process orientation for team volunteers. The project team will meet at least two weeks after the field research phase finishes, in order to assess the previous event.

Here is a schedule of activities for this project phase:

    • January 1 to 31, 2016:
      • Coordination with LGUs and other government agencies and do the paper works
      • One-day workshop about research and documentation for volunteers that will be given by the University of the Philippines Center for Ethnomusicology
  • Actual survey
    • February 6-8, 2016: Scouting of the tribal territories by the project leads
    • February 20-25, 2016 – Expedition to CAR
    • February 21, 2016 – Wikipedia orientation and editing workshop for the volunteers that will be held at University of Baguio
  • Post-production
    • February 26, 2016 - March 6, 2016 – Uploading photos to Commons and writing of articles in Wikipedia
    • March 7, 2015 – Project team meeting to assess project

Community engagement

We notified and will eventually engage the respective communities about the project. The target communities notified and to be engaged are English wikipedia, Tagalog Wikipedia, Pangasinan Wikipedia community and the Ilokano Wikipedia community.

Sustainability

After the end of this project, we expect that Wikipedia articles shall cover all indigenous musical instruments in the Cordillera Administrative Region. If this project proves to be successful, another region will be surveyed for Phase II.

Measures of success

Project team lead:

  • Juan Bautista Alegre – He is a recognized jazz composer and multi-awarded instrumentalist. He serves as an adviser to the Philippine International Jazz and Arts Foundation Inc. and is a recording artist of MCA Music Philippines (Universal Music Group). His corporate credentials include an 18-year tenure as an IT executive (retired in January 2011) for Ayalamalls and its parent company, Ayala Land. In the Wikimedia movement, he is a current member of the Wikimedia Philippines’ Board of Trustees (2014-2016), and a former President (2014-2015) and presently its Vice-Chairman (2015-2016). He had been a Wikipedian since 2005, primarily editing music-related articles. Johnny Alegre’s role as Project Lead of the Philippine Music Survey applies to charting its course and ensuring that tasks and deliverables are rendered accurately and within the timeline. He will also liaise with the University of the Philippines Center for Musicology and the Musicological Society of the Philippines.

Project team co-lead:

  • Jojit Ballesteros – He is a co-founder of Wikimedia Philippines serving as a Trustee (2010-2013) where he sequentially served as Vice-President (2010-2011) and President (2011-2012). He played a key role in partnering with like-minded organizations such as Mozilla Philippines that resulted in the Open Web Day project of Wikimedia Philippines. He continues to contribute to Wikimedia online projects, including Wikipedia, since September 2004. He actively promotes the goals of the Wikimedia movement in schools and conferences, specifically giving presentations about wiki projects and free culture, including the facilitation of edit-a-thons. Among Jojit’s roles in the Philippine Music Survey project will be to conduct the editing workshops and orientation for the volunteers. He will also render technical assistance in the documentation of the musical instruments and be responsible for producing the project proposal, logistics preparations and project reports.

LGU Coordinator for Northern Luzon

  • Vanj Padilla – She was a former Trustee of Wikimedia Philippines (2013-2015) and had served as its Vice-Chairman (2013-2014). Aside from being an active Wikipedia editor, Vanj Padilla also heads the Pangasinan Wikimedia Community, and has provided opportunities for edit-a-thon events in Lingayen, Pangasinan. Outside the Wikimedia movement, she is the Google Business Group Manager of Pangasinan and promotes Google products to women in her area. She champions women entrepreneurs in her province and helps them improve their SME businesses. Additionally, she serves as a consultant for the Pangasinan Provincial Government and heads CommAsia, a private quad-media promotions firm. She is also a broadcast journalist, hosting two radio programs and producing Pangasinan-language Internet TV shows for Northern Luzon. In the Philippine Music Survey project, Vanj Padilla will serve as our LGU (Local Government Unit) Coordinator for the pertinent places of our survey.

Evidence of previous successful similar projects

This shall be the first occasion that the team members will venture in this type of project. Despite this, its members have been involved in past successful Wikimedia Philippines projects such as the Open Web Day project, the WikiProject Pangasinan, Pangasinan Wikipedia Edit-a-thon, and other editing workshops and edit-a-thons. Furthermore, the project team members can learn from experience of fellow Filipino Wikimedians in Wikimedia Philippines, which launched the Cultural Heritage Mapping Project that has some characteristics of the Philippine Music Survey.

We initially considered putting this under our annual plan, but figured instead that it was better if funding was pursued independently.
