Purpose of the report

This form is for organizations receiving Annual Plan Grants to report on their results to date. For progress reports, the time period for this report will the first 6 months of each grant (e.g. 1 January - 30 June of the current year). For impact reports, the time period for this report will be the full 12 months of this grant, including the period already reported on in the progress report (e.g. 1 January - 31 December of the current year). This form includes four sections, addressing global metrics, program stories, financial information, and compliance. Please contact APG/FDC staff if you have questions about this form, or concerns submitting it by the deadline. After submitting the form, organizations will also meet with APG staff to discuss their progress.

Telling your program stories - all programs

Please tell the story of each of your programs included in your proposal. This is your chance to tell your story by using any additional metrics (beyond global metrics) that are relevant to your context, beyond the global metrics above. Overview of the quarter

This section aims to give a rapid overview of the quarter. Please write one or two paragraphs in response to the questions asked below.

CHANGE: We have no major changes in our plan so far. As a large part of our fundraising campaign will happen in quarter 2 (October to end of december), we believe that if changes have to be done, we will be able to communicate about it in the next report.


KEY EVENTS: What are the key events (1 or 2) of the last quarter?

  • The quarter saw the signature of an agreement with Canon France concerning the Wiki Loves Monuments competition. This first partnership encourages us to carry on looking for patrons and sponsors to help us organize events.
  • Communication kits have been produced for local groups and were sent out to all the members in the regions to help them become more visible to the general public and to communicate more effectively about Wikimedia France and its work. You can read more about it later on.
  • A great deal of work has been done this quarter to make communication materials more uniform, with the creation of 5 flyers concerning Wikimedia projects and Wikimedia France, 6 factsheets about the work of the association and the re-design of our quarterly magazine, the “Wikirevue”. All of them are available in the Wikimedia France Commons category.

WIKI-FOCUS: On which Wikimedia projects (e.g. Wikimedia Commons, Wikipedia in French) did your entity focus this quarter?

  • This quarter Wikimedia France concentrated a lot of resources on the Wiki Loves Monuments 2014 operation to ensure that it was a success. Working in partnership with a major photography company for the competition provided an extra stimulus. So we can say that we focused on Wikimedia Commons.

Financial evaluation

The FDC needs information about the way in which the chapter received and spent money over the last year. The FDC distributes general funds so that your chapter is not bound to use the funds exactly as stated in the proposal. While expenditure will not be examined by heading, the FDC and the movement want to understand why the chapter used the money in the way that it did. If variance between budget and actual is greater than 20%, please supply a detailed explanation. This helps the FDC understand the reasons behind major changes. Please note that modifications to the grant proposal must be compatible with the WMF mission, must be reported to the WMF and must also conform to the grant agreement. The WMF mission is to “”give responsibility to and mobilize people all over the world to collect and develop educational content under free licence or in the public domain and disseminate it effectively worldwide."

Actions carried out
Higher and secondary education
  • We have taken part in a working party with the DGESCO, with the aim of issuing recommendations about how to use Wikimedia projects, aimed at STMG stream teachers (management and administration). Other working parties are set to take place over the coming months.
  • The local Nantes group has met the city’s Conservatoire National des Arts and Métiers (CNAM) to discuss the setting-up of a discovery/contribution workshop.
Research
 
Claudie Haigneré, former astronaut and Minister for Research and New Technologies, at the Women of Science edit-a-thon.
  • The Women of Science edit-a-thon was held in September 2014. During the event we signed a partnership agreement with the L’Oreal Foundation and Universciences. Two edit-a-thons will take place every year on the same theme: on Women’s Day and for the launch of the Festival of Science.
GLAM
  • Two mass uploads have been completed: one from the Base Mémoire using the GLAM Wiki Toolset and the other concerning files from the National Archives as part of our partnership with the institution.
 
WikiCP Project - Submission to the IFLA conference, August 2014
  • Sylvain Machefert, a member of Wikimedia France, took part in a conference in August 2014 at a congress organized by the International Federation of Library Associations (IFLA), which is the leading organization representing the interests of libraries, information services and their users.
    Founded in Edinburgh, Scotland, IFLA celebrated its 75th birthday in 2002. It has 1500 members in approximately 150 countries worldwide. Sylvain presented the results of the partnership run with the Pompidou Centre during the 2013-2014 campaign. It was therefore a great honour to have taken part in the pre-conference, which was attended by approximately 150 people, and also to have been able to promote a specific action to an audience aware of the issues involved in the digitization of culture.
  • We have been awarded a GLAM tender sponsored by Anaphore, in partnership with the Vaucluse Departmental Archives. The tender invitation was a Ministry of Culture and Communication initiative. Over 200 tripartite projects were in competition and the project, entitled "Multidirectional circulation of descriptive archive resource metadata" could be used by Wikimedia France as a pilot for future projects of this type.
Local authorities

The local authorities are made up of communal, departmental and regional councils that each have particular competence in cultural and educational matters. They are therefore important and essential links with their territories for Wikimedia France. The following concrete actions have involved certain local authorities over the last three months:

  • Loire Atlantique Department: the departmental council signed a partnership agreement with the association in early July. The agreement commits both parties for a minimum one-year period. An initial experimentation phase will take place from September 2014 to August 2015. The two parties are committed to the following actions: the department, through its officials, will build up an inventory of subjects and/or articles to be covered or improved on Wikipedia. Where possible, the department will create a document collection for each one to provide a source for the article. For its part, Wikimedia France has agreed to organize awareness sessions about contributing to Wikimedia projects
  • Bordeaux City Council: with a view to the future partnership with Bordeaux City Council, 10 cultural institutions in Bordeaux have been mobilized to help organize an edit-a-thon. To ensure that the event is fully prepared, the Bordeaux Wikimedians have organized training sessions for museum staff. Curators, cultural coordinators and librarians have been given training in supporting Wikimedia projects and can therefore help the general public to benefit from them.

Finally, meetings have been organized with the Nord-Pas-de-Calais regional council, Marseille City Council, Poissy Council and tourist offices and museums in the Provence Alpes Côtes d'Azur region.


Social Economy(SE)

We organized and ran a panel at the 7th Forum Convergences in Paris, the key event for everyone involved in the social economy. The event was an opportunity to discuss innovative ways of fighting poverty and insecurity in the world. Experts, international decision-makers and representatives of civil society were offered a high-level learning, meeting and discussion platform on which they could work together to build solutions to the social and environmental challenges facing the countries of the North and South. We ran a session entitled An introduction to new technologies for inclusion with various participants well known in France for their work combining new technologies with social inclusion. Florence Devouard, a member of Wikimedia France and former vice-chairman of the association, was particularly involved in chairing discussions and, prior to the event, in talking to the speakers and organizing the session.

Cultural organizations

Wikimedia France attended the Festival d'Avignon which is nowadays one of the world’s major contemporary live performance events. Six Wikimedia France members trained contributors on topics including the innovative city, the Avignon Festival and this year’s performances. The event took place in the only regional branch of the “Bibliothèque Nationale de France”, which has a large document collection. The institution, which is a partner to the Festival d'Avignon, provided volunteers and contributors with a collection of sources.

Sport

A new event was covered as part of our partnership with ASO: the French Open Golf Championships. Cyrille Bertin was able to use the professional equipment loaned by the association (the Sigma 120-300 lens). All the images are available in https://commons.wikimedia.org/wiki/Category:Open_de_France_2014. This was our first coverage of a golf event, and we will do more as golf isn't really well covered int erms of pictures in Wikimedia Commons.

Four events were covered outside this partnership: the world acrobatic gymnastics championships, the rugby world cup, the Décanation athletics meeting in Angers and the world kayak-polo tournament in Calvados.

Capitalizing on innovation A roadmap has been prepared with our partner. It was then shared with the volunteers of the association on a treatment tool for collaborative text and shared online. Everyone could see it and change it if they wish. This roadmap is a document that each volunteer, even if it does not know the action, can consult to learn more. A project page has been published for the editathon Women of science with purpose to collect the usernames and contributions. The proect page is the same for all the Women of science thematic. With this project page, ours partners, the trainees and everyone can see the contributions. It' a very good way for us to give visibility to this action. What worked?
Higher and secondary education

In September, through our partnership with the DGESCO, we took part in a working party meeting made up of Education Officers and inspectors. This was a tremendous opportunity to raise awareness among these people who make decisions about education in France (they apply the national directives issued by the Ministry of Education). We were able to inform them of the various possibilities offered by the use of Wikimedia projects to construct educational scenarios.

Research

The Women of Science edit-a-thon held in late September was a great success with the Wikimedia France community and volunteers. The content relating to women and science increased and, as the partnership has now been formalized, further actions are planned during the year. The event also allows us to promote the association and its work.

GLAM

Concerning the Vaucluse, Tarn-and-Garonne and Tours archives, this project was devised with three parties involved: Wikimedia France as a non-profit-making partner, the local Vaucluse archives as an institutional partner and Anaphore, an archive management software company as a profit-making company. We are looking to develop this type of project including several partners, as there is a much greater potential for experimentation.

Local authorities

The various meetings with the local authorities as part of the "Tour de France" by local groups offered some very interesting development opportunities that volunteers could grasp locally.

Social Economy (SE)

The session designed and run by Wikimedia France during the Convergences Forum was a success; nearly 150 people attended the session and several questions were launched into the debate before it closed. This contact with representatives of a growing sector that is playing an increasing role in the French economy is of interest to Wikimedia France. The collaborative economy, of which there are many models in the SE, is an area in which our association can also find sister organizations with whom to discuss ideas and set up new partnerships. This is in line with the association’s global objective of openness.

Cultural organizations

The Avignon Festival edit-a-thon brought together volunteers keen to learn how to train contributors. A large number of volunteers offered their services and a decision had to be made about the registration date. In addition, the theme of live performance offers some original opportunities as far as the association’s work is concerned.

Sport

In our six-month partnership with ASO we have covered six events, some of which are among the biggest in their field (Paris-Roubaix and Critérium du Dauphiné in cycling, the French Open Golf Championship). Only one request for accreditation was turned down completely (the biggest event organized by ASO: the Tour de France), and two were only partially authorized: two accreditations had been asked for and only one granted.

What did not work?
Higher and secondary education

As part of our partnership with the DGESCO, our participation in the working party allows us to issue strategic recommendations that will not necessarily be applied. Because our audience was initially very cautious, it took many hours of discussion to convince them of the validity of Wikimedia projects in the classroom.

Research

Concerning the Women of Science edit-a-thon, we have a partnership with –among others – a private organization, one of whose obligations is to appeal to a specific audience (young female researchers). Only 2 female researchers attended this event.

GLAM

Too few transfers and mass uploads took place during this Q1, mainly due to the fact that our partners were closed during the summer period.

Local authorities

It can take a long time to set up projects with some authorities. We therefore need to be patient and propose actions very rapidly to create momentum.

Social Economy (SE)

This sector still has no historic ties with the Wikimedia movement or with Wikimedia France specifically. No volunteers wanted to attend the 3-day forum for which several invitations had been offered in return for our joint organization of the session. This rapprochement needs to be supported by interested volunteers who will play an active role in the future, or new members who have come from communities that are already formed and interested in these issues linked to digital technology.

Associations

The two edit-a-thons spread over two weekends mobilized 6 volunteers but we were rather disappointed by the small number of people who registered for certain sessions.

What lessons should we draw for the forthcoming quarters?
Higher and secondary education

We intend to promote the accreditation that recognizes Wikimedia France as being a educational organization supplementary to state education, with the aim of making contact with decision-makers in the world of national education. We will also use the accreditation in our communication.

Research and cultural organizations

Concerning the holding of contribution workshops and edit-a-thons, we have observed that returns are very low when the partner launches an appeal to communicate about the event. We therefore need to work more closely with our partners to choose the right wording and the best way of communicating effectively together.

GLAM

Calls for projects may be good ways for partner organizations to launch innovative lines of investigation (in addition to being a means of diversifying funds). We intend to keep our eye on other calls for projects to which we could legitimately respond, as this is a relevant investment: staged over time and with des precise goals.

Local authorities

Local authorities are very hierarchical organizations. A certain amount of time needs to be spent networking and consulting before any concrete action can be taken. We therefore need to target the political decision-makers and get involved in lobbying to persuade them to commit themselves.

Social Economy (SE)

We learned a lesson from organizing the debate during the Convergences Forum. It was an opportunity to assess Wikimedia France’s reputation within its different networks through the invitation sent out to different players.

Sport

After six months, it is time to take stock of the activity and talk to ASO about how to develop the partnership.

Develop an organization per region

The “Tour de France” of the regions has continued in recent months as part of the association’s territorial development. Due to the number of groups, it is vital to provide them with common tools that may be re-used. One of these is the practical guide used by the association’s local groups.

Practical guide
The guide is made up of twenty factsheets that focus on various points useful to this type of group: setting up training sessions for Wikimembers, Creative Commons, How to develop partnerships. The guide aims to support members whether they are experienced or not.

The guide will be distributed to each local group in the form of a file and made available on meta.

Communication kit
The association had aimed to work on producing a Communication kit for local groups.
This is made up of a Kakemono, a canvas sheet and table cloth, flyers and goodies which will help regional members to make their work more visible to the general public and create healthy rivalry during Wikimedia France’s physical interventions.
“Tour de France” of the regions
Alsace
As part of the “Tour de France” of the regions and to recreate some impetus in Strasbourg, we went to meet some new partners, Strasbourg National University Library and the Digital Culture Centre. The idea of a Wikipedian in residence seems to be the favoured initiative for the coming year. We have begun the negotiation phase.
Aquitaine
On 28 September, local Wikimedians ran a stand at the Hangar in Bordeaux as part of Cap'Association. Open to the public, the show aims to present the work done by Bordeaux’ associations in a variety of areas such as sport, solidarity, culture, digital technology, open data and sustainable development. The local group presented the association and the Wikimedia projects to the general public.
They also organized training sessions for staff from the city’s cultural institutions in preparation for Wikiday which will take place in October.
Burgundy
An action plan is being drawn up now that the group has been launched. A dedicated discussion list was drawn up recently.
Brittany
In Brest, “Wikipermanences” continued throughout the summer at the rate of one a week. September was given over to sport. Using a theme-based approach, a contributor on the subject of basketball was invited to a Wikipermanence. The group then interviewed local sports personalities with a view to creating their articles.
In Rennes, two photography outings took place this summer, in Brocéliande and Mortain. The local group has worked on the schedule of actions to take place during the year. This has been printed and will be distributed to all local partners and to the general public.
On 23 September, the local group organized a conference in the Citizen’s City at the Champs Libres Library.
Champagne-Ardenne
The action plan has been drawn up for the region; it will focus initially on the region’s largest town, Reims. The aim is to raise awareness among the public authorities (town hall) and students.
Lorraine
A discussion list has been drawn up so that local groups interested in Wikimedia projects can stay in touch. The last few months have also been an opportunity to mobilize local groups specializing in tourism, archaeology and local history.
Nord-Pas-de-Calais
The local group organized its first meeting in a Third Place in Lille. The idea of associating the movement with a physical place means that the general public has a resource centre in which to find information about Wikimedia projects.
Pays de Loire
The local group has approached the OSM community and begun to organize joint meetings. Local group members in Nantes have asked for training to gain a clearer understanding of partnership relations.
Provence-Alpes-Côte d'Azur
We have met representatives from Marseille City Council, the museums and tourist offices. Members are present locally and could act as representatives in building up joint actions.
Rhône-Alpes
In Grenoble, the local group has joined forces with partners to organize a festival on the theme of free culture.
The local group is also organizing joint outings with the OpenStreetMap community with a view to sharing expertise. A map party focused on heritage items was organized in Goncelin with the OSM community. Approximately 30 people attended in what was a friendly atmosphere. The party also provided an opportunity to introduce people to Commons by transferring the photos taken during the day.
In Lyon, some of the local contributors are working hard on the Wiktionary project and to raise awareness among the general public.
Financing local projects

In line with our policy of diversifying sources of finance, we are seeking to encourage the local financing of actions carried out by our members. To help meet their needs, the association has set up a programme for local groups to enable them to finance actions that they have scheduled in advance in their action plans. The budget will be divided between all the local groups and these funds will be invested in equipment (computers, photography, book scanner, etc.), communication and awareness actions or more specific needs linked to a group’s activities. To explain all this, a flyer was produced this quarter to present this financing solution.

Micro grants

During this summer, we supported five projects with micro grants:

  • Covering a Music festival in Cornouailles (1 grant)
  • Covering belgian cycling (2 grants)
  • Organizing 2 workshop for Contribution Month (2 grants)
Technology pool and press pass

Wikimedia France continue to help volunteer to get press pass and to access good photo equipement. This programs combined with the micro-grant during this quarter helped volunteers to cover 36 events listed here. More than 11000 images were uploaded to Wikimedia Commons thanks to theses programs (with already 7.5% of this images in use on other projects)

New for this autumn, following on from the observation that there was not enough interaction between members geographically distant from each other, a discussion list has been drawn up for local group referents. The aim is to create a network of local group representatives. A variety of initiatives take place across the country and members gradually acquire a considerable amount of know-how and knowledge. This list aims to enable referents and interested members to discuss these experiences. The eventual aim is to encourage members to propose transverse actions across all the regions.

They enable everyone to learn more about what we do and to ask questions face to face. The stands may take on different forms depending on the aim of the event: informing the public, getting visitors to take part...
For example, the local group in Rennes recently ran an information stand at the Festival of Science.

Conferences
More than 10 people were made aware of the Wikimedia projects at a conference organized by 3 Rennes Wikimedians. A stand was also run by 3 other Wikimedians.
Wikipermanences
A WikiPermanence is a physical meeting between experienced Wikipedians and new or future Wikipedians looking to acquire knowledge and advice as to how Wikimedia projects operate. It is not just a simple meeting between Wikipedians: the WikiPermanence is there to answer questions put by the general public, offer demonstrations, offer help with the first steps and, if it takes place regularly, monitor progress.
As part of the development of the local group in Lille, the first Wikipermanence took place in a Third Place in September.
In Brest, Wikipermanences also take place every week.

  1. On this theme, several actions deserve special attention:
    • The preparation of the Wikiday has consistently been documented on mailing lists but also on the pages on Wikipedia projects. With that contributors could discovered the exchanges with cultural institutions and the progress of the project. They also had the opportunity to join at any time by contacting members of the local group.
    • In Brest, the local group has a privileged relationship with the local autorities. Indeed, the referent of the local group is both a member of the local group and used by the city as facilitator on educational and socio digital issues. This allows the relay to citywide group actions and vice versa. But also to relay actions across networks.
    • In Toulouse, the first agreement with the city ended. This experience has allowed the various stakeholders (local autorities, partner institutions) to take stock. These findings allow to renegotiate an agreement with the city for years to come and improve the process.
    • In the PACA region, institutions have recently been made aware of the issues of the Wikimedia projects. The various projects planned actions are available on the Wikimembres within the corresponding action sheets.
    • In Grenoble, the city is engaged in an open data approach. She wants to mobilize local communities including the local group. Thus days inter-associations are organized to introduce the general public Wikimedia projects. Joint actions are organized to form the contribution of other local communities
What worked?
Developing an organization per region

Members and contributors show an interest in carrying out actions in their regions. This is very positive and shows that there is a real demand for support locally. Action plans are being drawn up gradually and visits are planned to raise awareness among potential partners.

Financing local projects

The involvement of members in producing the finance flyer shows that they are genuinely interested in the means of finance available for their projects.

The creation of a new discussion list to bring together local group referents has allowed members to identify with each other and introduce themselves. This has quickly led to discussions and exchanges.

What did not work?
Developing an organization per region

Concerning the development of the practical guide, there was not enough member involvement in its design and production. It will be necessary in future to involve group referents in these projects.

Financing local projects

Only one crowdfunding project emerged during the quarter. We are going to work on explaining the ins and outs of this approach to members in order to demystify it and encourage them to take the initiative in future quarters.

The creation of a new discussion list is a good start but it is not enough. It would be useful to look into the feasibility of a meeting between the representatives of the different regions twice a year.

Promoting regional languages

Few members show an interest in the subject of regional languages. The aim will therefore be to go out and meet local language communities and invite them to join us in producing the Wikicon.

What lessons should we draw for the forthcoming quarters?
Developing an organization per region

Over the coming months, we intend to use our first meetings with partners to work directly on actions. This could take the form of workshops or instructor training.

Financing local projects

We need to continue communicating on the different ways of financing members’ actions so that volunteers can appropriate them and start out on a project without any preconceptions about how it will be financed.

The organization of face-to-face meetings will add real value to the growing inter-regional momentum. Members will thus be able to work together.

Promoting regional languages

Given that too few members are involved in language-based projects, the aim will be to go out and meet local language communities and invite them to contribute to Wikimedia projects.

  • We have prepared for Wikimania with all that this implies upstream: making contact with people who would like to come and providing grants, booking hotels, managing the team’s schedule, locating talks, logistical preparation for occupying the Community Village stand, preparing goodies to be handed out during the conference... This year, the entire employee team went to Wikimania to make contact with our counterparts worldwide and to attend the talks.

Wikimedia France members gave 6 talks. Wikimedia France had accepted 11 requests for grants and, in the end, 9 grant-holders actually took part in the event, including 2 cartographers working on the WikiAtlas tool.

  • GLAM international actions:
    • Wikimedia France volunteers are helping to fill the French part of "This Month in Glam" relating to events that have taken place during the current month. This is both a means of highlighting the work done by Wikimedia France members on behalf of the movement and of remaining within a culture based on exchanges of good practices with the other Wikimedia organizations.
    • Participation in the Europeana taskforce: Wikimedia France has been asked to be a member of a taskforce set up between Europeana and the Wikimedia movement. One of the members of the WMFr board of trustees, Jean-Frédéric Berthelot, is the referent for this taskforce which is scheduled to meet several times during the year and will report on the relations between Europeana and the movement and produce recommendations relating to:
      • technological developments, depending on the needs of Europeana’s GLAM partners
      • any possible organizational changes between the two movements
    • The GLAM Wiki Revolution documentary was broadcast during Wikimania. On our return, the GLAM working party set out to have it translated into French so that it would be accessible to as many people as possible and could be used as an awareness-raising tool with future partners. The sub-titling was completed in a few days and is now available on Wikimedia Commons.

A meeting between the various French-speaking communities in the movement – grouped under the name WikiFranca – was held during Wikimania. The meeting was an opportunity first of all to get to know each other better, but also to discuss future actions and set the foundations for Contribution Month, WikiFranca’s 1st flagship action.

Africa

There have been no Afripédia training sessions during the last three months. We had to suspend the training sessions initially planned due to differences of opinion with our partners. The latest actions concerning the Afripédia project were described in our impact report on the 2013-2014 campaign. We are currently looking for new partnerships in order to rethink this action by incorporating parameters that were previously given little consideration: local roots and the leadership of locally situated groups, the monitoring of training sessions dispensed by previously-trained instructors, raising awareness among civil society stakeholders, above and beyond those in the educational and academic worlds.

What worked?
International

It was the first time that the entire employee team had attended Wikimania. This was beneficial to team building. The event was a way of stepping back from the work being done by Wikimedia France and also of spotting trends and innovative actions introduced in other countries. For example, the employee responsible for the quality policy made contact with his counterparts in the Wikimedia Foundation and other chapters with a view to discussing various aspects of the quality policy. In particular, there was a discussion with Maria Cruz and Edward Galvez concerning the possibility of automatically evaluating the quality of the articles, and the definition of what is and what is not a new user. These discussions were highly informative and enabled us to finalize most of the quality policy on our return from Wikimania. Subsequent feedback to the working party led to discussions about changes to the quality policy and the whys and wherefores.

French-speaking communities

The Wikimania was a tremendous opportunity for meeting the various French-language Wikimedia organizations and getting to know each other better. The WikiFranca meeting attracted a full house (cf. photos sur WC), 38 participants from 8 different countries (including the first Algerian to take part in a Wikimania!).

What did not work?
Africa

Our differences of opinion with our partners regarding this action have led to the suspension of training sessions and we obviously regret that this has occurred in the light of the various challenges facing Afripedia. As set out in the impact report on our last campaign, the main differences of opinion were as follows: disagreement over the contractualization of action methods, partner interference in the organization of Wikimedia France in terms of the choice and number of instructors and a failure to abide by certain rules in order to prevent any form of conflict of interests.

What lessons should we draw for the forthcoming quarters?
International

The contacts made with international counterparts (particularly during the Wikimania) mean that a newly-appointed employee team is able to find support, identify potential working partners and think about future actions at movement level and not just from the French point of view. We must therefore make an effort in future to increase these contacts and build them into our working lives.

Africa

Apart from providing a framework in which members can initiate actions, partnership agreements define the obligations and contributions of each of the parties. They are an excellent way of judging the goodwill of future partners and their wish to see a project develop. Also, as Afripedia is a tremendous opportunity to generate missing content (produced by the countries of the South), we must really change the way in which we are running the project and involve local groups.

The success of the drone photography outing at Versailles last year reactivated our partnership with Notre-Dame-de-Paris, with the organization of a drone photography session in the cathedral in early August.
It also led to two new outings at Versailles at the end of the same month: one new drone photography outing and one by plane, offering a new viewpoint over the monument − see Category on Wikimedia Commons


Contributing to the development of tools
Semanticpedia
DBPedia spent most of July trying to obtain summaries of recent imports in several languages. Most of the summaries have been correctly imported but unfortunately there is still a bug on the most important one for this version of DBPedia: the summary in French, which has problems with the rendering of the models in the introduction to the articles. Migration is therefore still in progress.
Harmonization of employee tools
an employee hours calculation tool, based on Google Spreadsheet, was introduced at the beginning of July.
Hackathon 2015
Following strong demand at the Zurich Hackathon in May Wikimedia France applied to organize the 2015 Hackathon. The application was accepted at the meeting held at Wikimania. An ad hoc working party immediately began studying the different options for a venue for organizing the event.

What worked?

The aerial photography outings continue to attract new photographers, each having involved different volunteer photographers. The double outing (drone and plane) at Versailles gave rise to discussions between those who took photographs by drone and those who took them by plane.

The French application for the Hackathon was accepted, which opens up an exciting new project for this focus.

What did not work?

The introduction of DBPedia in French has still not been completed.

What lessons should we draw for the forthcoming quarters?

The Semanticpedia project was developed by the Inria Wimmics team, which has 30 members including, at the time, one dedicated employee. The migration to our server should have taken place two months before this employee left, but, following a failure on the part of our host, it could not take place until he left Inria.

Following the migration, the work was done only by the system administrator, representing approximately 0.1 of a full-time equivalent over the year, whereas the acceleration in the development of Wikipedia made it necessary to do more work on the import scripts. We are aware of the inadequacy of this internal approach and are going to rely more heavily on our partners and appeal for volunteers.

Raise awareness of Wikimedia projects and free culture

The international Wiki Loves Monuments competition has been repeated once again. The competition mobilizes a working party of ten people whose tasks are divided out in advance according to everyone’s expertise. For the Wiki Loves Monuments competition, many of the tasks were carried out by both the employee team and by working party volunteers. For example, the employee team was responsible for searching for a partner for the operation and eventually the negotiation of a partnership with Canon, the production of posters and flyers, drawing up and registering the competition rules and making contact with photography schools so that they could pass on information about the competition to their students. The volunteers updated the dedicated website, wrote blog notes, selected a winning image every day, etc.

The competition took place from 30 September 2014 and once again helped to raise public awareness of Wikimedia projects, particularly Wikimedia Commons, free culture and the safeguarding of our historic heritage through the illustration of historic monuments.

  • Nathalie Martin took part in the “Quelques Femmes du Numérique” (A few women in the digital industry) project. This is a photographic project which has several aims:
    • To help to build up role models to break down the stereotypes.
    • Create the fullest possible knowledge base on women in the digital industry and the wide variety of jobs they do.
    • Make the base available to everyone involved in promoting the role of women in the digital professions, particularly to young people.

Today, there are 440 women in the database. The future aims of the project are:

    • Increase its visibility among institutional stakeholders and the general public.
    • Develop a community and enable every woman to take part in exchanges of experience and services.

What worked?
Raising awareness of Wikimedia projects and free culture

Concerning Wiki Loves Monuments, we have noted some very good statistics this year: 17828 images imported, 799 uploaders including 499 new accounts and 1169 new monuments illustrated. The volunteer working party has once again worked hard to sort the photos and ensure that the competition was held in good conditions. The partnership with Canon was a superb opportunity for Wikimedia France; it allowed us to reach out to new audiences through the communication organized by our partner and also made the competition more professional as a result of this partner (Canon is one of the world leaders for the production of photographic equipment).

What did not work?

The partnership with Canon was signed during the holiday period, which delayed its implementation. In addition, there were changes concerning the international competition, which was cancelled and then we learned that it was still due to take place.

What lessons should we draw for the forthcoming quarters?

The Wiki Loves Monuments competition has an international scope and requires a great deal of thought well before the competition start date, especially if one or more partners are involved. We must therefore be more attentive to whether or not we wish to have a partnership or not, depending on the time available to us. For the following quarters, we must work out a real methodology specific to the competition: choose a theme in advance if one does not exist, choose to join forces with a partner... Finally, we must use the competition as a lever for territorial development, something that we currently do too rarely.

Making the different communication tools consistent

The recruitment of a Communication representative with expertise in graphics and illustration has enabled Wikimedia France to work on revising and republishing the association’s communication materials. A consistent corporate identity has been created, using new typographic styles and colours. One of the first tasks was to work on the graphic redesign of the WikiRevue. Published every quarter, the review is sent to donors but may also be read by the association members and the general public. The second task was to redesign the Wikimedia France, Wikipedia, Wikimedia Commons, WikiSource, Wiktionary and finance flyers. To establish the association’s interventions and actions, it was decided that we should be more active in our communication on the social networks; a new communication policy and strategy is now in place. From now on, every item of information posted on the association’s Facebook page must be accompanied by a visual illustrating the subject: this should attract the reader’s attention. The presence on Twitter has been reinforced by the Communication and Events representative and by the members of local groups.


Meeting associative obligations

Like any association, the Wikimedia France association has to draw up an Activity Report to report on its activities over the past year. This has to be ready for the General Meeting which is due to take place on 11 and 12 October. The Communication representative has formatted the report into 3 columns and changed the typography to use a Sérif font. In addition, the use of explanatory diagrams makes it easier to understand the subjects covered.

Developing strategic management tools

The quality policy was produced by a dedicated working party made up of volunteers and then monitored by an employee. The policy is made up of indicator tables, a task-volunteer time equivalence matrix and a variety of dedicated tools used to repatriate data.

Diversifying sources of finance

The first patronage and sponsorship actions were introduced this quarter, with, in particular, a partnership with Canon France concerning the 2014 WikiLovesMonuments operation. Canon agreed to communicate about the operation, finance the prizes for the winners (cameras, messenger bags and posters of the winning photos) and promote the winning photos at a temporary exhibition to take place at the prize-giving ceremony, followed by a one-month exhibition on the garden railings of the Musée des Arts et Métiers in Paris. Canon also agreed to print Wikimedia France’s 2015 Calendars, made up of the 12 winning photos and “Canon’s favourite photo” on the cover, which will be distributed to Wikimedia France’s major donors and partners.

This quarter, we have chosen to approach Edilivre to create some sharing products (in this case, books). This financing system means that, for each product purchased, a proportion of the price paid is gifted to the association. Edilivre wishes to make use of the Wikimedia projects to produce content for its books. Another financial partnership system has also been signed with the GoodMoov website, which will be launched in November. The site offers discounts on products or services for any Internet user who has made a donation to one of the partner associations.

Alongside these innovative actions, we have continued to work this quarter on the day-to-day management of our relations with our donors, particularly by promoting the development of donations by monthly debit.

Membership policy

The role of the volunteer and membership working party is to think about the procedures that should be introduced in the association to welcome new nouveaux members. It also directs new members towards the appropriate working parties and local group referents and supports them in the action they take.

Members met in July to discuss the policy that should be put in place and to make recommendations to the other working parties. The working party intends to work on the following points: identify and communicate on the working party and local group referents who are able to inform the general public and new members, rethink the presentation of actions on the site to make them clearer and more easily understandable for members who wish to become involved, produce an explanatory diagram of the movement and the association, draw up discussion and question lists in order to respond to the public and, of course, work with the other working parties concerned by the proposals and questions raised by the volunteer and membership working party.


Membership has been rising steadily over several months as a result of the efforts of members and employees. The association currently has 275 members.

Une membership card has just been produced. It will be sent to members when the join. It will enable members to be recognizable for, for example, free entry to partner museums as part of the agreement signed with local authorities

Capitalizing on innovation We published all the sources of the differents documents of communication (flyers, booklets...) on Wikimedia Commons. We can easily share these documents to another chapter or to a volunteer. No We created several documents online to the disposition of all the members. With these documents they could modified, we tried to capitalize on the modifications and the ameliorations added by the volunteers. We did a few meetings for the staff members about how they could improve the quality approach and what coud be the ameliorations. Also, we use a the tool to produce the surveys (Qualtrics) and we are in relation with some members of the technical team to improve the tool (commercial french contact and support team). -

Making the different communication tools consistent

As part of the redesign of the WikiRevue, the association carried out a satisfaction survey of its readers, which turned out to be very positive. The main qualities pointed to were improved legibility and the document’s attractive visual appearance. The association members offered very positive opinions concerning the redesign of the flyers; however, some relevant suggestions were put forward to further improve these materials. On Facebook we have an increase of 100 likes on the Wikimedia France page, which shows proof of a renewed interest on the part of Internet users. On Twitter we have an increase of 200 subscribers, which also proves that our communication has become more effective on the association’s social networks.

Concerning the quality policy, we finalized the data collection tools before writing this Q1. The e-mails exchanged on the dedicated working party allowed us to move forward quickly on this matter in accordance with everyone’s level of expertise.

Diversifying sources of finance

The speed with which the sponsorship partnership was set up with Canon (less than 2 months between the first contact and the signature of the agreement, in the middle of the summer holiday period) is proof that sponsors approve of our actions and encourage us to carry on.

Membership policy

The subject of welcoming new members is an important one and many volunteers wish to become involved. The working party meeting in Paris was attended by six people. Members worked all day on ways of offering a warm welcome to new members and involving them in the association’s actions. The number of association volunteers is growing slowly but surely. The work being done to involve and support members in carrying out their actions is beginning to bear fruit.

The redesign of the WikiRevue has not had a very significant financial impact.

The quality policy needs to be worked on with the dedicated working party. We have therefore had to adapt to the different constraints of its members and move forward effectively in project mode. In addition, as the technical aspect is essential for finding and/or developing data collection tools, this has also been an obstacle due to the level of technical knowledge required and which none of the volunteers and employees have. In addition, for this Q1, not all the items on the indicator table could be filled in. We have focused over the last three months on the indicator data. For the next quarter, the items documents, frequency, efficiency will be filled in.

Diversifying sources of finance

Although the partnership with Canon started out quickly, it suffered considerable delays and was signed a few days after the competition was launched, due partly to the fact that the people involved were on holiday. The delay prevented certain communication actions on Canon’s part (including mention of the partnership in their September newsletter) which would have made the competition even more visible.

Membership policy

The summer period slowed progress on this issue. The members concerned were on holiday. It is generally very difficult to mobilize members during this period.

What lessons should we draw for the forthcoming quarters?

For the WikiRevue, the Wikimedia France employees will from now on seek more help from the working parties in writing articles. In addition, Communication group meetings will be organized more regularly in order to involve volunteers more easily in the creative process for the association’s various communication materials.

Developing strategic management tools

The quality working group needs to be opened up to new people in order to lighten the workload for each of its members. The quality policy and quality reference document can be further improved, mainly by using feedback from members. We believe that the quality policy and the tools are a real strategic management lever for the association.

Diversifying sources of finance

We will need to make further use of the fund-raising group and ask them to become involved in the projects that are being carried out on this theme, for example by organizing Skype meetings more regularly.

Membership policy

A clear membership policy that everyone understands will enable new members to carry out actions very quickly with the support of the referent members and employees concerned.

Lessons learned from the quarter

What were your main achievements over the past quarter, and how have they helped to achieve the movement’s objectives?

The first quarter of the 2014-2015 campaign corresponds to the first quarter in which the new, recently reorganized employee team has been in operation. So this has been – and still is – a major organizational challenge in terms of the team’s internal functioning and its functioning in relation to the rest of the Wikimedia France organization. Volunteers, board of trustees, employees and partners… everyone needs to get to grips with the situation. Working with new people and creating and implementing new processes requires patience, good will and a lot of commitment.

From this point of view, some highlights should be noted:

  • the participation of a large contingent of Wikimedia France employees and members in Wikimania 2014 in London, which allowed us to share our practices with other international players in the movement.
  • the 4th Wiki Loves Monuments competition

What were your major setbacks over the past quarter (e.g. programmes that were not a success)

  • A new team getting to grips with a wide range of issues has been difficult. This is not unexpected and fully reflects the reality of an organization in the midst of restructuring.

What elements (organizational, environmental) have helped you succeed?

  • The working group on the "volunteer" topics has made recommendations for improving the integration of new arrivals and helping them take part in the life of the association. In addition, we have introduced the idea of a referent for each working party in order to simplify communication between groups and between the different groups and the association’s employees.

What unexpected challenges have you encountered and how has this affected what you have achieved?

  • Despite the success of the partnership with Canon for the Wiki Loves Monuments operation, the signature of an agreement between our two organizations was considerably delayed due in particular to the summer holiday. This meant that it took longer to acquire the photographic equipment for the local groups.

What changes do you think you will make to the way in which you carry out your projects in the next quarter?

  • We need to further anticipate certain actions and make sure that each group involved has been consulted at the right moment with regard to implementing actions.
  • We have also just brought the quality policy into play for Q1. The process takes time for both employees and members, and it also requires us to find new ways of collecting important data and then putting them into context.
