Restore scholarships.wikimedia.org

Problem: archived without considerations to need of Wikimanias beyond 2021
Proposed solution: restore the website and the software designed specifically for Wikimania Scholarships
Who would benefit: Every Wikimania, and every scholarship application. The review team would be able to review without putting temporary data in google sheets. The WMF and Wikimania teams will be able to obtain consistent statistical data to compare year after year
More comments: This tool has a long history of being being both effective and storing data in a safe way. It doesn't rely on the using third party commercial applications to do the same work.
