mw:Extension:Graph's Vega does understand CSV, even in the version installed on WMF wikis. Whether it has access to the file system, I do not know. So, at least, that way a CSV based graph could be made.

- FYI: And on Commons you can enabled the Tabular import/export gadget to import and export xlsx and csv into mw:Help:Tabular data.

- Thanks for this proposal! Let us know if you run into any trouble trying out the CSV import gadget. If it there are any difficulties while using it, those themselves could be a wish.
