Preventing anonymous users from creating user pages (or similar rules as preventing all non-autoconfirmed from editing other users's pages except talk pages) can easily be done via abuse filters. The benefit is, that it's flexible in the way, that any local exceptions to the rules can be incorporated by simply editing the filter code. --Teslaton (talk) 17:29, 10 November 2017 (UTC)

- Even if it doesn't go against Founding principles (and it would certainly go against enWikipedia's protection policy) there is no indication of a benefit here. On the contrary, sometimes IPs need to start an user talk page to communicate with someone or they are static but don't like making an account and then make an userpage for themselves.
