ContentTranslation for Spanish Wikivoyage

Description
At present it is not possible to use ContentTranslation in the small projects, especially Spanish Wikivoyage. The community has approved this implementation as being a useful tool for new users and editors interested in translating Wikivoyage to other languages. It would facilitate the learning and would avert the typical automatic translations. This wish has had good support in the previous years 2020, 2022 and 2023.
This initiative is leaned also by our group Wikimedia Small Projects in Spanish.
