Summary: Better the communication around chapters and make Chapcom's role clearer and more prominent.

Tasks:

1. Assess the existing communication around chapters (is it clear, is it good, is it understandable?)
2. Identify the communication targets for chapters (which communities can we advertise chapters to? Where are they?)
3. Define an outline for communication around chapters toward those targets ( How do we get to those communities? How do we improve the communication around chapters?)
