إعلان عن "المجلس العربي" edit

نشر في قنوات التواصل العربية في 04 جانفي 2020 يسرّني أن أعلن -مع بداية العام الجديد- وبالنيابة عن مجموعات المستخدمين العربية عن إطلاقنا للمجلس العربي: وهو هيئة مشتركة مكوّنة من ممثلين عن جميع المجموعات، والتي ننوي أن تكون منصة لمدّ أصر التعاون في المجتمع ولتنظيم نشاطات وفعاليات مشتركة على مستوى الوطن العربي، ولأن تساعد في دعم وإطلاق مجموعات جديدة في البلاد العربية، ولتكون وسيلة لدعم العمل المشترك عربياً بدلاً من انحصاره في نطاق دول دون غيرها. هذا المجلس هو هيئة تنظيمية تختصّ بعمل مجموعات المستخدمين، وهي بذلك لا تتدخل في عمل الموسوعة إلا بالتنظيم النشاطات والمشاريع وتقديم الدعم عندَ طلبه.

طُرِحَت فكرة تأسيس "مجموعة مستخدمين العربية" مراراً منذ خمس أو ست سنوات على الأقلّ، وقد بحثناها في المجتمع مرات كثيرة دون أن نصل إلى نتيجة أو أن نبدأ بخطوات فعّالة لتطبيقها. خلال العام الماضي، أعيد طرحُ هذه الفكرة في اجتماع بمؤتمر قمّة ويكيميديا (Wikimedia Summit) في شهر مارس 2019 ببرلين، وقد اتفق ممثّلو المجموعات العربية الحاضرين حينذاك على تأسيس المجلس وعلى تفويض مجموعة من الممثلّين لوضع قوانينه وصيغة عمله، والتي احتاجت منافشتها والاتفاق عليها لثمانية شهور تقريباً للتوصل إلى طريقة نعملُ بها معاً ويمكن لكل المجموعات إقرارها.

خلال الأسبوعين القادمين، سنُكوّن هيئة العمل الأولى للمجلس العربي بناءً على انتخابات داخلية تعقدها المجموعات العربية القائمة، والتي سنعلنُ عن نتائجها قبل نهاية الشهر الحالي. نتطلَّع لأن تكون هذه خطوة إضافية نحو التعاون العربي ولأن تكون فرصةً لدعم العمل التنظيمي لصالح موسوعتنا وافتتاحية لعام من النشاط والعاون.

إعلان الهيأة التأسيسية edit

نشر في قنوات التواصل العربية في 09 مارس 2020 أهلاً جميعاً، كما أخبرناكم مسبقاً، أطلقت مجموعات المستخدمين مؤخراً هيئة جديدة باسم "المجلس العربي" لفتح باب التعاون والعمل المشترك على مستوى جديد في الوطن العربي. يسرنا أن نعلن بعد اجتماعاتنا التأسيسية في الشهر الماضي عن انتخاب أعضاء المجلس للأدوار الآتية:

الرئيس: سرمد سعيد
نائب الرئيس: عباد ديرانية
أمين الصندوق: أحمد حمدي
مسؤول الشراكات: أناس السدراتي
مسؤول المشاريع: بشوندة محمد
مسؤول التوسيع: سامي الملوحي

كما قررت الهيئة الإدارية الأولى اختيار عضو إضافي لضمّه في دور مستشار للمجلس، وهو علاء النجار، وهو اختيارٌ قائمٌ على خبرته الغزيرة كإداري وبيروقراط وبصفته المضيف الوحيد الناطق بالعربية حالياً في مشاريع ويكيميديا، مما يجعله نقطة وصلٍ هامة بين العمل التنظيمي للمجموعات والتحريري على الموسوعة، وكذلك اقتداءً بمجلس الأمناء في المؤسسة (وغيره من مجالس المؤسسات) الذي يتضمن عدداً من المستشارين المختارين. إضافةً إلى ذلك، أطلقنا للمجلس العربي الآن صفحة للتوثيق على ويكيبيديا العربية (https://w.wiki/J$A) وكذلك على الميتا (https://w.wiki/J$9)، وسيكون اعتمادنا الأساسي في توثيق عملنا على الصفحة الأخيرة، إذ يمكنكم هناك الاطلاع على تفاصيل كثيرة عن قوانين المجلس وخطة عمله ومحاضر اجتماعاته بتفاصيلها الكاملة، وذلك التزاماً بمبدأ الشفافية وعدم تخبئة عملنا ولا نقاشاتنا عن المجتمع (علماً بأننا ننوي فتح بعض هذه الاجتماعات للجميع في حال رغبتهم التواجد والاستماع). يعمل المجلس حالياً على وضع خطّة عمل متكاملةٍ للتعاونات العربية التي تنوي المجموعات العمل عليها أو توسعتها أو دعمها في سنة 2020، وكذلك على جمع قاعدة بيانات للمشاريع والشراكات القائمة حالياً في مختلف البلدان العربية، ونتمنّى أن تسمعوا منا المزيد في القريب. مع الشكر للجميع، عبّاد، بالنيابة عن هيئة المجلس العربي.

Announcement of Arab groups en edit

I am pleased to announce, at the start of the new year, on behalf of the Arab user groups, the launch of the Arab Council: a new body made up of representatives of all Arab groups. The Arab Council will be a means to extend cooperation within the community and to organize joint activities and activities at the level of the Arab world, in addition to helping to support and launch new groups in the Arab countries, and to be a means of supporting common actions throughout the Arab world rather than being limited to only a few countries and not others. This council focuses on coordinating cooperation between user groups, and as such it does not directly interfere in editing the encyclopedia except for organizing activities and events and providing support to the request.

The idea of establishing an assembly or an institutional action for the Arab community has been discussed for a long time, for more than six years, and we have discussed it in numerous meetings and conferences without achieving a result or without arriving at measures effective for its implementation. During the past year, this idea was re-proposed at a meeting of the Wikimedia summit in March 2019 in Berlin, and the representatives of the Arab groups present agreed to create a council for joint action and to delegate a group of representatives to develop its laws and form of action. It took eight months of debate to develop and adopt this formula, which ended at the end of last year.

Over the next two weeks, user groups will elect the first working body of the Arab Council (choosing a representative for each group), and we will announce that body before the end of the current month. We look forward to this as an additional step towards Arab cooperation and an opportunity to support organizational work for the benefit of our encyclopedia and an opening for a year of activity and cooperation.

Annonce des groupes arabes fr edit

J'ai le plaisir d'annoncer, au début de la nouvelle année, au nom des groupes d'utilisateurs arabes, le lancement du Conseil arabe: un nouvel organe composé de représentants de tous les groupes arabes. Le Conseil arabe sera un moyen d'étendre la coopération au sein de la communauté et d'organiser des activités conjointes et des activités au niveau du monde arabe, en plus d'aider à soutenir et à lancer de nouveaux groupes dans les pays arabes, et d'être un moyen de soutiens d'actions commune dans tous le monde arabe plutôt que d'être limité seulement quelques pays et pas d'autres. Ce conseil se focalise sur la coordination la coopération entre groupes d'utilisateurs, et en tant que tel, il n'interfère pas directement dans l’édition de l'encyclopédie sauf pour organiser des activités et des événements et en fournissant un soutien à la demande.

L'idée d'établir une assemblée ou un action institutionnel pour la communauté arabe a été évoqué depuis longtemps, depuis plus de six ans, et nous en avons discuté dans de nombreuses réunions et conférences sans parvenir à un résultat ou sans arriver à des mesures efficaces pour sa mise en œuvre. Au cours de l'année écoulée, cette idée a été re-proposée lors d'une réunion du sommet Wikimedia en mars 2019 à Berlin, et les représentants des groupes arabes présents ont convenu de créer un conseil pour une action commune et de déléguer un groupe de représentants pour élaborer ses lois et sa forme d'action. Il a fallu huit mois de débat pour élaborer et adopter cette formule, qui s'est achevée à la fin de l'année dernière.

Au cours des deux prochaines semaines, les groupes d'utilisateurs éliront le premier organe de travail du Conseil arabe (en choisissant un représentant pour chaque groupe), et nous annoncerons cet organe avant la fin du mois en cours. Nous attendons avec impatience que ce soit une étape supplémentaire vers la coopération arabe et une occasion de soutenir le travail d'organisation dans l'intérêt de notre encyclopédie et une ouverture pour une année d'activité et de coopération.
