According to the discussion held with the General Support Fund Team in 2023, The General Support Fund Committee suggests that the WikiSound Audio Speaks Campaign should work on small languages using the available sound tools (Lingua Libre and Spell4wiki) in the Wikimedia movement, while the WikiSound Audio Speaks Campaign team agreed to create a plan for that, for sustainability of the campaign and the growth development of sound free sharing in small languages under Wikisound ASC. Moreover, from the previous pilot project of the Wikisound Audio Speaks Campaign 2023, we have limited our activities to Nigeria only, considering development growth and planning of the gradual growth of the campaign. For this year’s program for the WikiSound Audio Speaks Campaign, We have a strategic plan to work on four countries only as aforementioned, in each country, we would have different communities onboard. Havingsaid that we have successfully reached out to many.

- Introduction*
The Wikisound Audio Speaks Campaign is a non-profit campaign under the terms use of free knowledge content sharing in the Wikimedia movement with primary and secondary aims and objectives of producing sound content to document oral language and sound representations in different language communities (Wikis) as well as in Wikimedia sister projects/multilingual projects. These can only be accomplished by setting up workshops, mentorship programs, research projects, outreach initiatives, peer-to-peer learning events, competitions, technical studio activities, and what have you.
Given the success of the Wikisound ASC's previous campaign, in WikiSound Audio Speaks Campaign 2023, we have nearly met all of our objectives, with a large number of users expressing enthusiasm and interest in taking part with the forward-thinking goal of contributing to The Free Sound Of All Human Knowledge surrounding the Wikimedia movement.
We wanted to focus on improving our approach and structure for the six-month program this year, as advised by the General Support Fund, to avoid duplication of effort. This can only be done by utilizing the Wikimedia tools that are currently available and implementing them in the WikiSound ASC's strategic activities and approaches, as well as by using them to create sound/oral language documentation in small languages across the Wikimedia movement.
Then, in order to achieve significant advancements in sound areas of The Sound of all human knowledge, audio-related technical skills, activities, and concepts related to the Wikisound Audio Speaks Campaign must be advanced from the manual method of recording, converting, uploading, and linking of audio to the advanced method of using the tools available to document oral language and sound representation in small languages where the tools are not adequately used.
Importantly, this is suggested by The General Support Fund Committee in a meeting held on November 28, 2023, and agreed upon by the Wikisound ASC team. The WikiSound ASC laid out strategic plans to use Lingua Libre tool and Spell4Wiki tools as an advanced method of developing oral language documentation and representation in small languages. This will not be a duplication of effort, unlike the manual method used in 2023 by the Wikisound ASC.
- Approaches*
The Wikisound Audio Speaks Campaign will host a massive general promotional campaign about The Free Sound of All Human Knowledge in ten small languages. The campaign will emphasize mentorship alliances, sound sharing, engagement and onboarding, and ways to contribute. Additionally, it will highlight the tools that will be used throughout the entire project—Spell4Wiki and Lingua Libre.
This time, Wikisound ASC 2024 will adopt the use of Lingua Libre and Spell4wiki as technical means of producing audio content and other sound representation, embracing the wonderful Wikimedia tools that will prevent duplication of efforts unlike the previous manual method used in the previous piloting for WikiSound ASC 2023, which was held for six months. Using these tools this time around will add credibility to WikiSound ASC and the use of the available sound Wikimedia tools in small languages for progressive works.
In addition, through the process of the mega promotional campaign, online gatherings among interested Wikimedians and language communities will be scheduled to discuss the mentorship program, hold sound-a-thons, and provide local training to leverage the fundamental needs and skills required to achieve the mission of contributing with audio-free knowledge-based contents using Lingua Libre and Spell4Wiki tools. The Wikisound ASC 2024 will organize a mega general promotional campaign/awareness about Sound, WikiSound ASC, and sound Wikimedia tools followed by meet-ups, trainings, sound-a-thon, workshops, outreaches, research, contests, and contribution recognition.
Talking about the tools; The Lingua Libre and Spell4Wiki are sets of programs for mobile phones/computers designed websites to help users record audio content and upload it to various Wikimedia sister projects in different languages. While Spell for Wiki focuses on multilingual projects Wikitionaries, Lingua Libre specializes in providing audio files and sound representation for Wikipedia projects and others, both tools are created for the sound production and development in Wikimedia for languages, documented on GitHub and other Wikimedia-relevant pages.
The Wikisound ASC implemented plans have a focus area for this year's strategic activities, focusing on word pronunciation and article pronunciation, not limited to these two but with other sound representations like music.

The absence of sound in words, articles, and Wikidata labels is a major issue in the Wikimedia movement, correct pronunciation is essential for those seeking to expand their knowledge of a particular language. It is best to learn from a native speaker who can provide accurate guidance on how certain sounds are pronounced in their language, particularly for those of us who add sound on articles Wikipedia feel uncomfortable not knowing whether native words are conceived accurately by knowledge seekers, We often face challenges in making our articles accessible to others and helping them gain knowledge on accurate pronunciation basis when audio is absolutely unavailable without listening to audio. However, we can address this problem by including audio files to words in Wikitionaries, and articles in Wikipedias that will provide accurate pronunciations from native speakers of the language. This will help those seeking knowledge to better understand the correct pronunciation of words in their native language. The Wikisound Audio Speaks Campaign will use Lingua Libre and Spell4Wiki tools as a conceptual method to pin desired learnings to Wikimedians of different languages and communities.
It is known that Wikimedians and communities are familiar with the concept of contributing with free knowledge through writing and photography works by sparing their time to share their knowledge freely, but looking at sound from a contribution angle is different, where minimal Wikimedians contribute with sound that will help to bridge the gap of all the free sound presentations recordings which are expected to be from newly and registered Wikimedians. They would be trained to overcome a significant challenge faced by plenty of users who struggle to learn how to contribute to Wikimedia Sister projects/multilingual projects with audio files and sound presentations. This is especially relevant to the various Wikimedians to explore sound contributions, where learning is crucial to mastering the art of contributing and providing audio files into different words and articles using Lingua Libre and Spell4Wiki. The Wiki Sound Audio campaign has been launched to assist various communities (10) and countries (4) in contributing and producing audio file representation in their native language Wikis. To achieve this, training will be assigned to each language community to help the onboarded interested Wikimedians (newly/registered) acquire skills, experience, and technicality on sound from different communities by attending different training sessions based on their needs.
Let's focus on how we tackled challenges and made progress with our experience in the previous project were we experienced challenges like limitations of resources, limitations of training, limited campaign and awareness, limited meet, and time limitations.
Looking at one of the challenges; that is limited esources to help us implement our strategic plan and approaches in different communities, this challenge is enhanced by having limited workshops, training, and meet-up among local communities to mentor participants to acquire skills in recording, conversation, uploading, and linking, that’s to say resources refuse to allow us to implement adequate pieces of training for local communities, the limited pieces of training, workshops, and meet-ups were caused as a result of limited resources, still, we have managed to onboard many participants from four communities that contributed a lot in audio activities. Looking at the limited promotional campaign and awareness in different communities, it resulted in less participation in Wikimedia Pages Wanting Audio, that’s to say we have less turnover in the contest participation. Some of these challenges are listed below;

To overcome the above-mentioned challenges, we have planned to carry out the project under the initial plan stated in the WikiSound Audio Speaks Campaign project page on meta, and is well explained under Strategic Plan in the WikiSound Audio Speaks Campaign Page which will be explored further below.
The first move is to start by making a general promotional campaign and awareness across all Wikimedia Projects about the WikiSound Audio Speaks Campaign and the importance of audio files in the Wikimedia Movement at large, it is through this campaign editors will show interest in participating, we would then start having met up with local communities online to fish out the needs required in each community, also to have local communities way of communication and a means of reaching out to them effectively by a means of an understandable language, to have local ambassadors and mentors of WSASC. Furthering the progress work, we have acquired what was needed in all communities, because needs must vary among communities, we would then move to implement workshops, training, and peer-to-peer learning to input audio skills and techniques to participants based on our needs and theirs in having an impactful result. The training and workshops will be taking place consecutively from time to time like four times for different communities, some training will be local, while others will be international. Through this, the campaign will get to have mentors and local Language Organizers who will be part of the team of WikiSound audio Speaks Campaign, and that will surely be the foundation to move on with the activities progressively. It is also part of the plan to have two mentors/local Language Organizers from every Wikimedia Community that are native of that language, the Mentors/local Organizers will volunteer to couching editors, enrollments of audio editors, and engage existing editors from their Community to fully participate. Part of the plan is to have have WikiSound audio event (workshops and Edith-a-thon), as well as organize an International Contest and local contests on Audio files, just like how Wiki Loves Africa is contributing with a huge number of photos and images, we do believe that audio files will overtake the number of images before 2030. Furthermore, mentors and Organizers will be encouraged to participate in organizing local events through the WikiSound Audio Speaks Campaign. Below are some of the plans in summary; Make international awareness across all Wikimedia Projects. Admit two mentors/organizers from each Wikimedia Community. Organizing local Meet-ups and international Meet-ups on Audio files. Mentoring Wikimedians and editors on the activities of audio files. Organizing contests (international and local) for encouragement. Creating tools and applications that will help in doing the task of audio files. Collaboration with Individuals, Groups, and User Groups to achieve oral language documentation based on each of their mandates. Organizing workshops, edit-a-thons, and seminars on audio files in Wikimedia Commons. Creating video tutorials on audio files for better experience and understanding.

The following is a detailed descriptionof the methods and techniques that will help us reach our objectives. The programs include promotional campaigns, mentoring programs, meet-ups, research, outreach, training, workshops, online training, offline training, contests, local language training, and award recognition, all are the first in line with planned activities that are scheduled to occur in ascending order.
Activities for Strategy 1: We would start by launching a massive promotional campaign to raise awareness of The Sound Of All Human Knowledge and the Wikimedia tools that improve sound across all Wikimedia projects, both online and offline. The campaign will use social media handles, flyers, links, video campaigns, and PDFs to raise awareness among the general public and Wikimedians in ten communities across six countries. Through this, the onboarding of interested participants will begin, with each participant assigned to their respective community and mentorship engagement. Throughout the campaign, a survey will be administered to gather data and information about Sound and Wikimedia sound tools.
Activities for Strategy 2: Following the promotional campaign, interested participants were assigned to their respective mentors based on their community; now, meetings are being scheduled to arrange for training and workshops to improve editors/participants' ability to produce audio content, develop technical capacity, and gain experience using Lingua Libre/Spell4Wiki. At this stage, our mentors will act as audio ambassadors, guiding and training volunteers while also assisting in the organization of local language trainings (online and in-person), international contests, and other mentorship tasks. Importantly, we would be hosting two separate events/trainings and two meetings per month. The training will be offered both in-person and online, allowing participants to choose between the two. Activities such as technical audio conversation skills and uploading editing skills, licensing and capacity building workshops in strategic, to improve audio skills among participants and create new audio content, as well as teach and onboard both newcomers, will be included. The goal of these meet-ups, in addition to strengthening the skills of current editors, is to help seasoned editors become more productive, capable of contributing to their community, and potential facilitators or contributors for our programs that advance the WikiSound Audio Speaks Campaign in general. Create promotional videos to help with the creation of offline and online campaigns as part of strategy 1. Furthermore, virtual training will be recorded for later use and transfer of expertise to similar future projects. This time, video tutorials will be produced in a variety of languages. Furthermore, additional resources such as Spell4Wiki and Lingua Libre video tutorials will be added to assist editors and participants, despite the fact that video tutorials in other languages already exist.
Activities in Strategy 3: include research and development of dialectology. The research topic will be oral language dialectology, with a focus on the impact of Wikis in local language communities. The study will involve a systematic phenomenon-to-theory testing in identifying exploratory of what is discovered and what is not on dialectology, as well as theory testing to understand casual relationships and predictive scenarios. The dialectology research will assist every language on Wiki in applying the impactful findings to their respective languages. The information and data collection will aid in language research into neurolinguistics, shining a light on how neurology and brain structure interact with language in dialectology differences. Language research into dialects aims to assist Wikimedians in understanding how dialects form, how they change, and what the sociological or geographic status of various dialects may be in relation to Wikimedia community languages/Wikis and Multilingual.
Strategy 4 activities: include outreach and studio work. This campaign's outreach aims to address problems and needs that community members face when it comes to audio contributions, which will benefit the work of WikiSound ASC and the sum of all free audio content knowledge sharing in Wikimedia as a whole. Outreach can only be considered effective if it includes only the following tips, which we intend to implement during our outreach program.
- Meet with the audience wherever they are.
- Providing the audience with the resources they require.
- Encourage participation in the campaign and provide necessary resources.
Strategy 5 activities: will include a local contest to encourage local language audio editors, as well as an international contest to encourage editors to contribute solely through audio files. Furthermore, Wikimedia Pages Wanting Audio is introducing Wiki Loves Music as a contest component this time around. The idea is to upload audio files to Wikimedia Commons specifically for the purpose of linking to different pages, with a focus on music rather than word pronunciation and other types of audio that were originally created and uploaded.
Activities for Strategy 6: To gain a better understanding of how languages work, what communication is all about between languages, accents, varieties, evaluations, changes, and accent changes, we would conduct additional oral language research on a variety of topics and language areas. This research would also assist us in determining which pages to enhance with audio files, how to do so, and what type of native speakers we require. Furthermore, audio files from previous WSASC 2023 research are available on Wikimedia Commons.
Activities for Strategy 7: Throughout the aforementioned series of activities, we will create programs based on the needs of participants in order to ensure adequate participation, as well as to achieve long-term development in sound documentation based on oral language dialectology and music. The series of events will include online editing-a-thons, workshops, offline training, mentorship programs, outreach, studio work, and research. We will also ensure that editors and participants receive adequate training to gain experience with sound contributions using Lingua Libre and Spell4wiki.

Research suggests that Wikipedia should improve its understanding of dialectology. Wikimedians will benefit from research into different accents, vocabulary variations, and differences within a single language. Understanding dialectology will also help you determine proper pronunciations in a given language. The study will focus on dialectology, vocabulary, accents, and how different words can be used to suit appropriate accents and sound pronunciation, in order to avoid accent diversion in a language terminology.
Every language has more than two dialects, making it difficult to add pronunciation if you do not understand dialectology. This research will allow Wikimedia to manage the overall concept of which sound pronunciation dialect is appropriate for each article in the Wikimedia sister project, which is multilingual. Dialectological intellectual research is fundamental and necessary for resolving ambiguities about which sound representation to use in an article or when a word or article requires accentuation.
Certain words, for example, have different pronunciations in American and British English. This research will also be translated into various languages and documented as part of each community's learning process to ensure that they are aware of dialectology, accent, vocabulary, and sound representation appropriate for a given language and word.

To conduct this dialectology research, we will work with local mentors from various communities to collect data from research sources in order to document dialectology based on oral language. We will compile information from libraries, journals, publications, and other sources to write a comprehensive dialectology research paper. After completion and compilation, this research will be referenced and shared in English.
Importantly, the research will be translated into ten different languages to help each community understand what dialectology entails. This will allow each community to contribute to their own accent, ultimately improving word pronunciation and sound representation in the Wikimedia ecosystem, particularly for those who communicate solely in their native language.

The main goal of this and the impact it will have on Wikimedia is for participants, mentors, and mentees to learn tools, techniques, experience, sound components, sound composition, and sound information that will help them produce sound in Wikimedia with the desired sound effects.
Wikimedians should understand that a sound effect (or audio effect) is an artificially created or enhanced sound, or a sound process. As technology advances, audio is produced artificially in studios, making high-quality audio recording more important than ever.
In all facets of sound People expect audio to be crystal clear in all aspects. If your audio quality is poor, listeners will struggle to understand, and vocals may change due to poor workmanship.
Creating poor audio results in a significant amount of work with many sounds in the background. Poor audio quality can lead to frustration, a decrease in audio access listening, and a negative perception of the audio. Importantly, there are techniques that can improve sound quality for Wikimedians who are new to audio recording.
The studio work with Wikisound ASC will guide menrors and meters to improve their audio quality using sound equipment either by creating small area at their convenient home or by going to studios, they can start producing professional sound and audio to impact Wikimedia with quality audio. Whether we know or not, audio recordings recordings are judge based on its quality, listeners perceive the knowledge in sound when the sound is qualitative. Unfortunately, in every audio production anything less high-quality audio turn listeners away from listening recording that are poor.
While audio is qualitative, it gives audience expression of listening due to sound quality. High-quality audio indicates that Wikimedians recording the audio for sound knowledge sharing has taken serious time and technological effort to record good audio for best listening, studio work will make a connection between using studio and using Wikimedia tools (Lingua Libre/Spell4Wiki) for a qualitative sounds representation. Therefore, it is crucial any audio recorded by Wikimedians to be qualitative, clear and easy to listen to. Other things that are important for Wikimedians/participants to know and acquire is the Audio metadata structure, an encoded data that describes content and representation characteristics of audio entities to governing the automatic or semiautomatic identification, discovery, assessment, interpretation, and management of the described entities, as well as their generation, manipulation, and distribution
In more technical terms, bitrate levels can be used to define high-quality audio. Bitrate is the amount of data that is transferred into audio. In general, a higher bitrate indicates higher audio quality; however, Wikimedia'na can only understand this through studio work or theoretical aspects, as theory requires a practical application.
- WIKIMANIA 2025 and Wikindaba 2025 Scholarship*
Wikimania is the Wikimedia Foundation's annual conference where all of the movement's communities come together to share their experiences, collaborate, and socialize.
This is an opportunity to meet and share experiences among all communities and users.
We previously organized an in-person Wikimania event in 2022. Many experiences were shared, and community members benefited from sharing the same room for workshops, training, and entertainment.
Thus, as we planned to continue our group activities, Wikimania was one of the events that the group missed the most. With these, we hope to organize an in-person event in 2024, as well as provide a scholarship for some of our key leaders to attend the physical event where it is carried out.

Wikindaba (2025)
WikiIndaba 2024 WikiIndaba is an annual conference for Africa and Africans in the Diaspora. It provides a platform for connecting, sharing, and learning from experienced editors in the movement. African issues should be prioritized by the movement's African members.
WikiIndaba offers an annual scholarship that allows editors to attend the event wherever it takes place.
Most of the time, the scholarship is extremely competitive due to limited resources and a high volume of applications from various participants who wanted to attend the event to learn and share valuable experiences.
This year, we plan to include scholarship support in our annual budget so that we can attend the event, which is important to us and our community.
Looking at the great benefits of the events is what sparks the idea; we like to discuss some of our ideas with like-minded people in the movement, particularly sharing experiences and raising awareness about our Campaign Wiki Sound Audio Speaks Campaign.
We urge you to understand that peer-to-peer learning and discussion with like-minded individuals are the best and most effective ways to improve, upskill, and share experiences for better results and management resources. Importantly In light of the aforementioned Wikimania and Wikindaba, the WikiSound Audio Speaks Campaign wishes to send three Wikimedians to Wikimania 2025 and Wikindaba 2025; all expenses for three Wikimedians will be included in the campaign's budget.
- Wiki Loves Sound*
We are excited to announce that the Wiki Sound Audio Speaks Campaign will change the name of Wikimedia Pages Wanting Audio to WikiLoves Sound this year, with a focus on music. Wiki Loves Music is an annual campaign and contest in which the Wikimedia community documents and uploads music of all genres to Wikimedia Commons. This is the result of no other campaign covering this topic, and as we all know, there is old music that is already in the public domain, and some music has a free license from the start, while others can be produced in studios, using local sound equipment, using traditional tools, and in other ways. Music is a global language, and most people use it to tell stories, showcase and share their cultures, as well as to preserve them. A campaign like this will allow many voices to be heard while also saving knowledge for the greater good, so there will be certain activities during this year's campaign, Wiki Love Music will launch. Awareness and research into music genres Research Music Culture. Research into music licensing and music On public domain. Training for licensing. Workshops on How To Upload Music Files Collaboration at the local and international levels. Merge the music competition and the WSASC.

The Wikisound ASC intends to hold a local and international sound contest; this will be Wikimedia's first audio contest that focuses primarily on audio. The contest will be promoted both within and outside Wikimedia communities, and sound will be explained, including what type of sound is required and how to upload sound to Wikimedia Commons.
The contest's goal is to increase Wikimedians' exposure and enthusiasm for contributing to the sound, as well as to identify community members who are interested in contributing to the sound of all human knowledge. Importantly, contest rules will be established to guide and support contestants regarding the terms of use for Wikimedia Commons upload, linking, and making an impact with audio uploaded.
Local awards and certificates will be presented to the top three runners in each community, as well as the overall first--, second-, and third-place winners. Training will be provided in each local community to help them understand the contest and sound activity in their native language. International jurists will be selected from among local mentors, organizers, and sound ambassadors to help determine and examine the winners based on the points earned by each contestant's contributions. This is done to ensure that the winners are selected in a transparent and clear manner, allowing the contest to be considered credible. Note that in the previous pilot of the Wikimedia Pages Wanting Audio Contest under Wikisound ASC, Wikimedians found it difficult to distinguish between Wikimedia Pages Wanting Photos (WPWP Campaign) and Wikimedia Pages Wanting Audio due to naming similarities, which is why we planned to change the contest name to WikiLoves Sound to avoid confusion with the Wikimedia Pages Wanting Photo.

The Wikisound ASC will collaborate closely with Nigerian affiliate user groups, fan clubs, networks, and language communities to assess the effectiveness and efficiency of developing sound in the aforementioned groups, ensuring that their members have adequate experience and skills to develop sound in their native. We have contacted four countries' affiliate groups: Nigeria, Tchad, Cameroon, and Ghana, as well as other fan clubs, networks, and local language communities.
In the past, we have collaborated closely with other Wikimedia communities to organize various activities, and we hope to broaden the scope of collaborations and partnerships in 2024 to increase our reach and evolve our community. Previously, we worked with the Hausa Wikimedians User Group. In 2022, we collaborated with them to organize Wikimania 2022 watch parties and meetups. We also collaborate with TheWikiVibrance communities to mentor editors in specific areas of audio files on Wikimedia Commons, as well as with various individuals across Nigeria to develop Wikimedia projects such as Afrocine and WikiGap.
Furthermore, the Wikisound ASC team plans to collaborate with mission-aligned partners who are developing sound both within and outside of the Wikimedia movement, and who share our overarching goal of improving the sound of human knowledge.

In Wikipedia we would not be creating any article because the campaign is dealing with audio not articles, but still we include 50 articles to be created were audio is applicable for sound linking and impacts. but audio files will be created and to be link to various Wikipedia pages. For Wikitionary there would be need to create words for the audios as language Wikitionaries has less words pages, looking at that there would be need for words creation to have an impactful development of linking the audios created to the words in different languages.
