User:DGG instigated a unilateral policy change edit:

seems to have been successfully pushed back upon, but still a 50/50 propostion

Abre-te Código - open data hackathon
The Coding Da Vinci from the Global South. Brazil, Indonesia and Subsaharan Africa involved.
For the Brazilian edition [1] , we've developed videos and publications with cultural institutions on 3 axis: 1. Legislation, 2. Systems and Processes and 3. Technologies.
The idea is to spread the open data word to cultural institutions ;)
I wrote a manual on Wikimedians in Residence for brazilian institutions[2] and Giovanna Fontenelle, my colleague, wrote one about our GLAM Wiki processes [3] .
