Este reporte recoge las principales sugerencias, dudas y comentarios del grupo de Telegram dedicado a la comunidad en castellano (América Latina y España) sobre la convocatoria para recibir comentarios sobre los puestos comunitarios en la junta directiva de la Fundación Wikimedia. Los comentarios solo han sido modificados por claridad, de resto permanecen iguales a como fueron realizados en el grupo.

Febrero 1 - 15

Comentarios generales

• Un voluntario comentó que el aumento de los asientos de la junta debe responder a criterios de mejorar las coberturas de las distintas áreas que se posee en el movimiento.
• Un voluntario comentó que una posible propuesta es dar capacitación a los candidatos a presentarse a la junta, previo a la votación para que en sus propuestas conlleven algunas necesidades que la junta requiere, esto a modo de contrarrestar la percepción de que las votaciones son un concurso de popularidad.
• Un voluntario comentó que no puede haber personas en la junta directiva que hablen todas las lenguas. Que haya más o menos hablantes no debería ser un factor, porque entonces el número de hablantes actúa como privilegio sobre el resto. Aclaró que la junta debe asegurarse la posibilidad de participar y la inclusión de todas las personas; es decir, eliminar las barreras de entrada.
• Un voluntario comentó que alguien que ocupa un puesto comunitario o afiliado en la junta debe responder a la comunidad que lo ha electo para el cargo.
• Una voluntaria comentó que en el movimiento se escoge muchas veces por popularidad. Todas esas nuevas voces que vienen incorporándose y que indefectiblemente son necesarias para construir un movimiento más diverso, plural y equitativo, lo tienen difícil si deben competir en unas elecciones con personas que llevan 20 años en el movimiento. Considera que eso constituye una desigualdad de origen. No se le ocurre una forma de subsanarla si no es posibilitando y ampliando el espacio de manera consciente y acorde.

Cuotas

• Un voluntario comentó que la intención de una cuota es vencer inequidades históricas o sistemáticas difíciles de vencer por el modelo vigente. Por eso la postura de este voluntario va sobre un modelo híbrido en donde además de la representatividad básica haya espacios para vencer de alguna manera esas inequidades.
  • Dos voluntarios estuvieron de acuerdo con esta apreciación
• Un voluntario comentó que las cuotas de género, lenguas originarias, cantidad de hablantes, etc., genera el mismo problema que las cuotas regionales, ya que eventualmente se llegaría una representación forzada o subrepresentación en el movimiento.
• Un voluntario comentó que está en contra de las cuotas a pesar de que puede entender el razonamiento que hay detrás y que se puedan adoptar algunas. Aseguró que se podría empezar a sacar decenas de cuotas posibles (religión, etnia, género, orientación sexual, ideas políticas, etc.) y al final lo que cree que puede generar una lucha de poder por tener asegurados unos sitios en la junta. Asevero que si se quiere diversidad y equidad, no representatividad de poderes como regiones o grandes lenguas.
• Una voluntaria comenta que no hay una postura consensuada entre los grupos afectados del sistema de cuotas, pero sí ya cierta bibliografía sobre su efectividad primaria para al menos incorporar en la mesa de toma de decisiones voces historicamente silenciadas. No es un sistema perfecto, asegura. Pero el actual sistema de representatividad está muy lejos también de serlo y dejarlo en manos de la buena voluntad no sirve.
• Un voluntario comentó que la cuota o mecanismo corrector no vendría en el proceso de votación sino de selección: si se eligen 5 hombres blancos occidentales, pues se corrige.
• Un voluntario preguntó, si hay cuotas, ¿debe haberlas tanto en los sitios elegidos por la comunidad y en los afiliados?

Sistema de votación por rango

• Un voluntario comentó que le parece un método de selección correcto y equilibrado.

Asientos regionales (idea de la comunidad)

• Un voluntario comentó que la propuesta podría generar una forma de representación para la región de América Latina, sin embargo habría que tener más requisitos para que la representación no se quede solo en tema de regiones sino de capacidades necesarias para la junta.
• Un voluntario comentó que el problema de este tipo de separaciones que es los contextos continentales no son homogéneos ni habría justicia en la representatividad local.
  • Un voluntario estuvo de acuerdo con esta postura y aseguro que Europa, a pesar de las distintas lenguas, podía ser más o menos homogénea, incluso más que la región de América Latina, considerada del sur global.
• Un voluntario estaba de acuerdo con la propuesta de asientos regionales

Asientos especializados (idea de la comunidad)

• Una voluntaria comentó que este tipo de ideas solo funcionará si vienen acompañada de un programa de capacitación y formación acorde, ya que se tiene que tomar en cuenta las diferencias de acceso a la educación.
• Un voluntario comentó que esta propuesta parece mucho menos incluyente, ya que aquellas personas que tengan más amplia trayectoria por estar en un país con mayores oportunidades serían seleccionadas por encima de una persona con el conocimiento necesario, pero que no participa en un campo afín además de los proyectos Wikimedia.
  • Un voluntario estuvo de acuerdo con esta valoración
• Un voluntario comentó con respecto a esta propuesta, que la búsqueda de perfiles determinados debe ir de la mano con las necesidades del movimiento para un determinado plazo. Sin embargo, considera que la junta directiva no es quien implementa, sino la que guía el proceso de transformación o aplicación de normas.

This report gathers the main suggestions, doubts, and comments from the Telegram group dedicated to the Spanish-speaking community (Latin America and Spain) about the call for feedback about the community selection process for the Board of Trustees. The comments have only been modified for clarity, otherwise, they remain the same as they were made in the group.

February 1 - 15

General comments

• A volunteer commented that the increase in the number of board seats should respond to the criteria of improving the coverage of the different areas of the movement.
• One volunteer commented that a possible proposal is to provide training to candidates running for the board, before the vote, so that their proposals include some of the needs that the board requires, to counteract the perception that voting is a popularity contest.

• One volunteer commented that there cannot be people on the board who speak all languages. Whether there are more or fewer speakers should not be a factor, because then the number of speakers acts as a privilege over the rest. He clarified that the board must ensure the ability to take part and the inclusion of all people; i.e., remove barriers to entry.

• A volunteer commented that someone who holds a community or affiliate position on the board must be accountable to the community that elected them to the position.

• One volunteer commented that in the movement, people are often chosen based on popularity. All these new voices that are being incorporated and that are necessary to build a more diverse, plural, and equitable movement, find it difficult if they have to compete in elections with people who have been in the movement for 20 years. She considers that this forms an inequality of origin. She cannot think of a way to remedy it if not by enabling and expanding the space in a conscious and consistent manner.

Quotas

• One volunteer commented that the intention of a quota is to overcome historical or systematic inequities that are difficult to overcome with the current model. Thus, the position of this volunteer is in favor of a hybrid model where, besides to the basic representativeness, there are spaces to overcome these inequities in some way.
  • Two volunteers agreed with this assessment
• One volunteer commented that quotas for gender, native languages, number of speakers, etc., generate the same problem as regional quotas since eventually there would be forced representation or under-representation in the movement.
• One volunteer commented that he is against quotas even though he can understand the reasoning behind them and that some could be adopted. He asserted that one could begin to draw dozens of possible quotas (religion, ethnicity, gender, sexual orientation, political ideas, etc.) and in the end what he believes could generate a power struggle to secure seats on the board. He asserts that we want diversity and equity, not a representation of powers such as regions or major languages.
• One volunteer commented that there is no consensus among the groups affected by the quota system, but there is already some literature on its primary effectiveness in at least incorporating silenced voices at the decision-making table. It is not a perfect system, she assures. But the current system of representation is far from perfect, too, and leaving it to goodwill is no good.
• One volunteer commented that the quota or corrective mechanism would not come in the voting process but in the selection process: if 5 white western men are elected, then it is corrected via quotas.
• A volunteer asked if there are quotas, should there be quotas in both community-elected sites and affiliates?

Ranked voting system

• One volunteer commented that he felt it was a correct and balanced method of selection.

Regional seats (community idea)

• A volunteer commented that the proposal could generate a form of representation for the Latin American region, but, there should be more requirements so that the representation does not remain only regions but also the capacities necessary for the board.
• A volunteer commented that the problem with this type of idea is that the continental contexts are not homogeneous and there would not be justice in local representation.
  • A volunteer agreed with this position and assured that Europe, despite the different languages, could be more or less homogeneous, even more so than the Latin American region, considered to be emerging communities.
• One volunteer agreed with the proposal for regional seats.

Specialized seats (community idea)

• One volunteer commented that this type of idea will only work if it is accompanied by an appropriate training and education program since differences in access to education must be taken into account.
• A volunteer commented that this proposal seems much less inclusive, as those people who have a broader background because they are in a country with greater opportunities would be selected over a person with the necessary knowledge, but who is not involved in a related field other than Wikimedia projects.

• One volunteer commented on this proposal, that the search for particular profiles should go hand in hand with the needs of the movement for a given time frame. Yet, he considers that the board is not the one who implements, but the one who guides the process of transformation or application of standards.
